BOX 8678 To the Honorable Mayor and Members of the City Council City of Oak Park Heights 6141 Panama Ave. No. Stillwater, MN 55082 We have examined the Revenue Sharing Fund - Statement of Cash Receipts and Disbursements and Unappropriated Balance of the CITY OF OAK PARK HEIGHTS, MINNESOTA for the periods ended December 31, 1972, 1973 and 1974 and the Revenue Sharing Fund - Statement of Cash Disbursements of the CITY OF OAK PARK HEIGHTS, MINNESOTA for the years ended December 31, 1973 and 1974 and we have compared the financial data for the calendar years 1970, 1971, 1972 and 1973 included on the Bureau of Census forms with audited records of the CITY OF OAK PARK HEIGHTS, MINNESOTA. Our examination was made in accordance with generally accepted auditing standards and the "Audit Guide and Standards for Revenue Sharing Recipients" issued by the Office of Revenue Sharing, U. S. Department of the Treasury, and accordingly included such tests of the accounting records and such other auditing i procedures as we considered necessary in the circumstances. As part of our examination, we made a study of the compliance matters as pre- scribed in Section V.D. of the "Guide" for the years ended December 31, 1973 and 1974. The accompanying financial statements have been prepared on the cash basis (except for undisubrsed appropriations shown on Exhibit A) and therefore do not purport to present the financial transactions as they would have appeared had generally accepted modified accrual basis accounting principles been applied in their preparation. In our opinion the accompanying Statements of Cash Receipts and Disbursements and Unappropriated Balance and the Statement of Cash Disbursements present fairly the cash transactions and status of revenue sharing funds of the CITY OF OAK PARK HEIGHTS, MINNESOTA for the periods ended December 31, 1972, 1973 and 1974 on a basis consistent with that of the preceding year. MEMBERS OF AMERICAN INSTITUTE OF CERTIFIED PUBLIC ACCOUNTANTS Page 2 To the Honorable Mayor and Members of the City Council Also, in our opinion (except as shown in Exhibits C -1, C -2, C -3 and C -4 and the possible effect of these differences on the entitlements received), the financial data submitted on the Bureau of Census forms for the calendar years 1970, 1971, 1972 and 1973 is in agreement with audited records of the CITY OF OAK PARK HEIGHTS, MINNESOTA. Accordingly, the financial statements and summaries of data contained within these financial statements have been prepared on the "cash basis ". NOTE 2 - The undisbursed appropriations at December 31, 1973 and 1974, represent Revenue Sharing entitlements having been appropriated for the purchase of Park Land for Recreational Purposes.
