The City has received an application from PET IQ to install veterinary clinic inside the WALMART,this may require a CUP but staff is reviewing this and possible signage plans. We do have some — -.: - concerns about their ACCESS issues at the front of the building and we have asked for more information. 2. The City has received complaints of car noise, vandalism and other problems at the SCENIC OVERLOOK and the Chief is working on some possible ideas to help the situation. However,this may decline `' ' while the City performs construction in 2021, but may resume afterward or perhaps increase as the road will be smooth and flat.One concept is to have a discussion with the neighborhood and MNDOT (possible ideas) and perhaps... this can be done in conjunction with a planned neighborhood meeting prior to the start of 2021 construction. ` 3. The City received a complaint about the slope conditions between Upper 56'and 56'street... this is generally a private matter,but we did draft a letter sharing the concerns to the abutting properties so that they are at least aware of the matter. See enclosed. 4. A follow-up letter was sent to MNDOT requesting additional information related to their denial of an entranceway along the frontage road adjacent to White Castle. We have invited them to walk the site and requested more information on how they came to a conclusion to deny the request as it was not well defined. See enclosed. 5. The City did receive a written offer on the BELL PROPERTY from Brian Zeller—potentially for a three single family homes—I have a meeting with the City's Realtor-Brian Zeller early next week to find out more. COVID-19 Matters: • This is the Governor's-PORTAL https://mn.gov/covidl9—Many documents/Exec. Orders can be found. Washington County has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK-»HERE. • You may also register for vaccine through Washington County -subject to availability ---at: https://www.co.washington.mn.us/3328/COVID-19-Vaccine-Clinics Other Items: • The City has conveyed the$6,500 check to the Washington County Historical Society—See enclosed. • There was an article in the Pioneer Press related to the St.Croix River Area—becoming a HERTIAGE AREA.Please see the enclosed article. No action is necessary, and it does not at this time appear to suggest a new layer of regulatory structures,rather more of a tourism-collective thing that may enjoy a special federal designation. Just be aware. • As required by the State - DEED,the City has completed its 2020 Business Assistance reporting. They did indicate that the 2020 City grants to its businesses as part of its COVID response was not considered a business-subsidy. • Betty Caruso has put into your mailboxes at City Hall a HARD COPY of the City's 2020 Audit Documents. We would expect to have Mr. David Mol give a short update on this to the Council in late May. As always Betty and her staff have done a fantastic job and the audit is of course a"clean"one. Simply saying it introduces precedent is not adequate without supporting documentation or reference. We note: • The Right turn approach lane is extensive at over 300' at this time and would still be over 120'with this accessway. There are few if any conflicting lines of sight and the volume of traffic both pedestrian and vehicular remains relatively low. Thus, this request would seem reasonable. • Moreover, there are a number of driveways between Norrell Ave and Oakgreen Ave. and the addition of one more would not seem out of place and suggesting that it would set a precedent is not realistic without specific details. Thus, this would seem reasonable. Certainly, MNDOT may desire to limit access point onto its frontage roadway, however when such matter can be done safely and reasonably, we would wonder what accommodation could be made to consider this further? Or alternatively, what technical parameters are being used by MNDOT to reject this request? Has anyone visited the site or communicated further with the applicant prior to the April 8t" letter being sent? We would like to entertain some further discussion about this request and MNDOT response and perhaps we could meet on site to walk it together. Earlier this month, officials from the National Park Service,which oversees the National Heritage Area program,signed off on the North Woods and Waters of the St. Croix National Heritage Area's feasibility study after determining that the plan meets all the necessary criteria. The designation of the North Woods and Waters of the St. Croix National Heritage Area,which still requires congressional approval,would help protect and improve the area's natural, cultural and historic resources,said Marty Harding, board chairwoman.It also would boost tourism and bring in federal money,she said. There are currently 55 NHAs nationwide, including Ohio & Erie National Heritage Canal Way in Ohio,the Hudson River Valley in upstate New York, Blue Ridge National Heritage Area in North Carolina and the Kenai Mountains in Alaska.The North Woods and Waters of the St. Croix National Heritage Area would be the first NHA in Minnesota and Wisconsin. The watershed covers approximately 7,800 square miles and crosses the boundaries of Minnesota and Wisconsin, 18 counties and four tribal territories. "It has an important story to tell in American history;"Harding said."It's a living history,and we have the resources to tell it.If people come here,they can see the history and the culture and participate in festivals and understand what happened here." The Ojibwe and Dakota used the"rivers for millennia as their highways,and then the fur traders came and used the same rivers,and the loggers used the same pathways;'she said."Then they became pathways for the immigrants.It's like that is the unifying element for this region." The St. Croix was one of the first nationally designated Wild and Scenic Rivers,a unit of the park service. National Heritage Areas are self-governed entities that operate in partnership with the park service;the park service distributes federal funds to the areas, but does not manage them or impose land-use controls. In 2014,supporters of the North Woods and Waters of the St. Croix National Heritage Area released the feasibility study on the plan.When the study was released,some people"were afraid that we would somehow control their property or affect land rights and, by law,we can't do that;'Harding said. The group has since worked to educate people on what the designation would mean and"people are starting to understand the economic value of having a National Heritage Area designation;'she said. Another reason for the delay: It took time for park service officials to approve the last item of the feasibility study,a complex map of the proposed National Heritage Area.In a letter dated Feb. 9, 2021, Elizabeth Vehmeyer,acting director of the National Park Service's Office of Heritage Areas,wrote that North Woods and Waters has now met the 10 criteria for designation. The University of Minnesota's Carlson School of Management this spring is conducting an economic-impact study for North Woods and Waters of the St. Croix National Heritage Area to examine potential economic benefits and opportunities.A team of students from the Carlson Consulting Enterprise will contribute more than 1,000 hours to the project;the$30,000 study has been underwritten by a grant from the McKnight Foundation. 15 of 33 "The economic impact of heritage tourism has been widely evaluated, but there has never been an economic-impact study conducted for the whole St. Croix watershed;" Harding said. Chris Stein,former superintendent of the St. Croix National Scenic Riverway, helped lead the initial effort. Now,Stein is National Heritage Area program coordinator for the National Park Service's Midwest region. "The good folks of the North Woods and Waters of the St. Croix Heritage Area have really done their homework, researching other National Heritage Areas around the country and asking how that designation can improve the quality of life in the St. Croix Valley;"Stein said Monday."All 55 National Heritage Areas in the USA have similar goals.While they each have a distinct mission,they all support recreation,education, conservation, interpretation, preservation and economic development.While their approaches and emphases are all different, they all find that the National Heritage Area designation helps unite people and communities around their nationally important stories and enhances heritage tourism." U.S. Rep. Ron Kind, D-Wis., has drafted the bill for the designation,and it should get its first hearing this spring. Kind said he was excited to support the group's efforts"to gain additional federal support to increase economic development efforts in the watershed,enhance conservation measures and preserve the cultural significance of the area."
