Zoning&Development Items:
1. No new applications have been received.
2. LOWES again has a compliance issue with outside storage. This has gone on and on for a few years despite repeated
requests to address this issue—their promises to not let it occur again -and even the approval of a CUP for garden center
expansion—yet...no material action has been taken to address the matter. A final deadline of 4/12/21 has been given to them,
which at that time the City will expect to issue enforcement actions.
COVID-19 Matters:
• This is the Governor's-PORTAL https://mn.gov/covidl9—Many documents/Exec. Orders can be found. Washington County
has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK-»HERE.
• The State has issued a general VACCINATION process for all Minnesotans-Sign up at Vaccine Connector
(https://vaccineconnector.mn.gov/).
• You can also register for vaccine through Washington County -subject to availability ---at:
https://www.co.washington.mn.us/3328/COVID-19-Vaccine-Clinics
Other Items:
• The City has communicated with the individual responsible for tree damages to City property,we are researching options on clean-
up and restitution,we would hope that when we make a proposal back to this person that it is promptly accepted and we can avoid
any further legal action. The person who did do this resides in STILLWATER.
• The City did receive bids on Lookout Trail with the LOW BIDDER at $975,985 (DRESSEL) and high bidder at $1,249,191
(Bituminous Roadways,Inc.).This matter is expected to be on the 4/13/21 agenda for possible award.
• The City does allocate costs to both VSSA (Boutwell's) and Nolde for proportional costs of EMS/FIRE services to their facilities
when they exceed 20%of the total number of runs. For 2020,both entities were below this percentage and thus are not billed any
supplemental costs. See the enclosed letter to VSSA outlining how these are calculated.

RE: Damages to City Property W Tree Cutting
Dear Mr. Sinz:
I write to address your recent destruction of the City of Oak Park Height's trees located well within the
City's right-of-way adjacent to Lookout Trail, due east of your property. In light of the damages
undertaken and caused by you to City trees upon City property, at this time the City is evaluating and
assesssing the damages caused by your actions and is considering its next steps towards clean-up,
remediation, and restitution as well as other necessary legal action.
Be aware that both Minnesota Statute Section 561.04 (Treble [i.e.triple] Damages)and City Ordinaces
Section 1304 outline methods as to how the City may consider these damages and possible restuitution.
Moreover the City has not yet ruled out seeking criminal charges.
You can expect to receive a futher communication by April 23', 2021 on this matter as to how we might
proposed to resolve this matter with you.
Lastly,with this communication the City is directing you to remain off of all City properties lying
east of your land at 1317 Hillcrest Drive; as generally shown as City property on the attached map,
see next page. This demand is to ensure you do not: (1) injury yourself on City property,(2) cause
further damage to City property,or(3) remove or destroy any evidence of your unlawful conduct.

Dear Community and Chamber Leaders:
Getting to 100% carbon-free electricity by 2050: our engineers are confident that we can reduce carbon
emissions 80% from 2005 levels, to get to our 2030 interim target, by using existing technologies. And to
achieve the last 20% of carbon reduction and provide customers with 100% carbon-free electricity by
2050, we will need to look to new or emerging technologies.
Xcel Energy does not a have a research and development group yet that doesn't mean we are sitting by
idly waiting for new technologies to show up at our doorstep. Recently, we joined the Edison Electric
Institute and several environmental and technology groups to launch a collaborative effort called the
Carbon-Free Technology Initiative (CFTI)to advance government funding and policy changes to drive
new technology exploration. CFTI is focusing on key technologies, including advanced wind and solar
energy systems; long-duration storage and advanced demand efficiency; geothermal; hydrogen; nuclear
energy; carbon capture, utilization and storage.
One such project will happen at our Prairie Island generation plant located in Red Wing, Minnesota,
where we received a $10 million U.S. Department of Energy grant to fund a partnership between Xcel
Energy, the federal agency and Idaho National Lab to use the nuclear plant's steam and electricity to split
water. The resulting carbon-free hydrogen will initially be used at the power plant but could eventually be
sold to other industries. Project construction is expected to start next year with operation beginning in
2023.

Subject: Police Activity Report-March 2021
This overview report is the activity of the Oak Park Heights Police Department during the
month of March 2021. Officers responded to and generated 359 calls for service in the City
Oak Park Heights during this month. Quick breakdown for some of those calls for service
include the following: 84 medicals, 1 fire related, 11 theft from businesses, 15 vehicle
accidents, 10 alarms, 7 disturbances, 44 traffic violations, 18 suspicious persons/vehicles.
I had individual meetings this past month with several law enforcement partners including,
Washington County Sheriff Dan Starry, Washington County Attorney Peter Orput, and Oak
Park Prison Warden Jeff Titus, Bayport Chief Eastman, Bayport Fire Chief Eisinger. These
were meet and greets but also covered planning of possibility of civil unrest in the upcoming
weeks.
The department has also moved forward with looking into non-lethal weapons such as
(Pepperball, Bola wraps, less lethal 40mm sponge type projectile launchers). These devices
will give officers other less and non-lethal options in their(tool box)when handling high level
calls for service that include the potential use of force or deadly force by the officer.
New Hire Update:
Second round of interviews were conducted on 8 candidates on March 10'. That candidate
pool was narrowed to 4 candidates for the background process. All four have turned in their
background packets and investigators are currently in the middle of completing that process.
Possible timeline for completion within the next 2-3 weeks.
Covid-19 Update:
70% of the PD staff has been fully vaccinated at this time. The department has also received
100 rapid covid tests from the County.
Officers attended training courses this month:
Officers continue to mainly conduct training through the Online modules through PATROL
online. Officers Hicks, Paradise, Vierling and Hansen all attended online training through the
Leagm of MN Cities reference social media and policy development.
Calls for Service Highlights:
This is a sample of some of the cases we responded to and investigated
1. While assisting WCSO investigators with a traffic stop on a 20 yr female driver fled
from OPHPD traffic stop. No pursuit. Driver fled the area at high rate causing 3
crashes on hwy 36. Apprehended by Stillwater PD/State Patrol.
2. Officers responded to a single vehicle accident on e/b hwy 36 over hwy 95. Driver
was in crisis and deliberately attempted to drive his vehicle off the bridge over hwy
95.
3. Traffic stop, on a truck which lead into a 2nd degree dwi arrest and veh forfeiture
4. Officers responded to a 5yr old girl walking around by herself, child did this twice
in less than week, returned to family and social services notified
5. Informational picketing at the speedway gas stations from Ashland Oil refinery
workers
6. Officer attempted traffic stop for speed on hwy 36 and vehicle fled into Wisconsin.
No pursuit by OPH PD.
7. Officers reporting trucks/dirt bikes have been driving under the new bridge in the
wetlands and grass area causing deep mud tracks.
S. Traffic stop, officer arrested a driver for under the influence of substance other than
alcohol. Originated from a driving complaint that started in Woodbury.
9. Assisted Bayport PD with a forensic search and processing of a cell phone for one
of their cases.

American Rescue Plan Act Summary
The American Rescue Plan (ARP)Act will deliver$65.1 billion to cities, towns and
villages, in addition to a host of other relief programs. Last week, NLC hosted our
second weekly update call, which provided an overview on how ARP will help cities
stabilize local government operations. We are still awaiting Treasury guidance on how
municipalities can spend the money; however, there are certain principles that cities
