PLANNING COMMISSION MEETING MINUTES
Thursday,May 13,2021
Held Via Video Conference
Per MN Statute 13D.021
Call to Order:
Chair Freeman called the meeting to order @ 6:03 p.m.
Present: Commissioners Freeman, Husby, Van Denburgh, VanDyke and White; City
Administrator Johnson, City Planner Richards, and City Councilmember Liaison
Representative Liljegren.
II. Approval of Agenda:
Commissioner White, seconded by Commissioner Van Denburgh, moved to approve the
Agenda as presented. Carried 5-0.
III. Approval of April 8, 2021 Meeting Minutes:
Commissioner White, seconded by Commissioner Van Denburgh,moved to approve the
Minutes as presented. Carried 5-0.
IV. Department/Commission Liaison/Other Reports: City Councilmember Liaison Liljegren
noted recent City Council updating of Ordinances. City Administrator Johnson provided an
update to Metropolitan Council outreach and conversation with regard to comprehensive
planning process.
V. Visitors/Public Comment: None.
VI. Public Hearings:
A. Vet I.Q. Design Guidelines Review & Conditional Use Permit: Review and consider
requests for Design Guideline Review and Conditional Use Permit to allow an increase
to the overall number and square footage of exterior wall signs for Pet I.Q. dba Vet I.Q.
within Walmart, located at 5815 Norell Ave.,N.
City Planner Richards reviewed the May 6, 2021 Planning Report to the
request to provide a veterinary quick service clinic within Walmart, noting that animal
uses are accessory uses in the B-2 Zoning District. Richards provided an issue analysis
and discussed the same, noting that staff recommended approval, subject to the
conditions reviewed.
Discussion was as to the conditions within the planning report. Ryan Sexton of Vet
I.Q. was present. Chair Freeman asked Mr. Sexton if he had any questions or anything
to add to the conversation regarding the request. Mr. Sexton indicated that he did not.

Chair Freeman opened the public hearing at 6:16 p.m. and invited public comment.
There being none, Commissioner White, seconded by Commissioner
Van Denburgh,moved to close the public hearing. Carried 5-0.
Brief discussion ensued as to clarification that boarding would not occur and as to waste
management.
Commissioner Van Denburgh, seconded by Commissioner White,moved to
recommend City Council approval of the request subject to the conditions of the May 6,
2021 Planning Report, specifically,that:
1. Vet I.Q. shall apply for and be subject to a yearly administrative permit, subject
to the review and approval of the Zoning Administrator.
2. Overnight boarding of animals is not allowed in the Vet I.Q. space.
3. Provisions be made to control and reduce noise in accordance with City
Ordinance Section 401.15.B.11. Animal noise shall not create issues for
adjacent properties or tenants within the multi-tenant building.
4. All animal waste shall be immediately disposed of in sealed containers and
removed from site on a regular basis so as not to create issues with odor. Odor
from the business shall not create issues for adjacent properties or tenants within
the multi-tenant building.
5. Any animal waste generated at the exterior of the property shall be the ultimate
responsibility of the applicant and property owner to address in a timely fashion;
should the applicant and owner not address the condition after a reasonable
notice. the City reserves the right to rescind this CUP.
6. Animals shall be leashed at all times they are outside of the building.
7. Total signage allowed for the site shall be a total of 12 wall signs with no more
than 500 square feet of sign area as long as Vet I.Q. is a tenant or Walmart. If
Vet I.Q. leaves the Walmart space,the signs shall be removed and the allowance
of 10 wall signs and a total of 484 square feet of sign area for the Walmart store
shall be restored.
8. All proposed signage shall require a sign permit and shall be in compliance with
City Zoning Ordinance Section 401.15.G.
9. The sign panels shall be illuminated in conformance with City Zoning
Ordinance Section 401.15.G.4.k.

10. All light fixtures shall be full cut off and be consistent with City Zoning
Ordinance Section 401.15.B.7, as it relates to lighting requirements.
Carried 5-0.

A. Upcoming Meetings: Meeting list packet enclosure noted.
B. Council Representative:
• Tuesday,May 25, 2021 —Commissioner VanDyke
• Tuesday,June 22, 2021 —Commissioner Van Denburgh
City Administrator Johnson provided an update as to the round-about and backage
road plan @ Norell Ave.N. area and as to the Hwy. 36/Manning Ave. project. Brief
discussion was had as to both.
X. Adjourn: Commissioner VanDyke, seconded by Commissioner Van Denburgh, moved
to adjourn at 6:41 p.m. Carried 5-0.
