Call to Order: Chair Chirhart called the meeting to order at 6:07 p.m. Present: Vice Chair Peterson, Commissioner Hoeppner and Commissioner Thoreson. Also present: Assistant City Administrator Pinski, Public Works Director Kegley, Arborist Danielson, and Commission Liaison Councilmember Johnson. Absent: None. It Approval of Agenda Commissioner Thoreson, seconded by Commissioner Hoeppner, moved to approve the Agenda. Carried 4-0. III. Approve Parks and Trails Commission Minutes—May 17, 2021 and Approve Parks and Trails Commission Notes—June 21, 2021: Commissioner Peterson, seconded by Commissioner Hoeppner, moved to approve the Minutes and Notes. Carried 4-0. IV. Department/Commission Liaison Reports: A. Arborist: Arborist Danielson reported that the second weed control visit of the prairies took place on July 12, and there was one more visit that would take place in 2021. She also reported that the City had its first confirmed case of Emerald Ash Borer(EAB) on July 12, 2021 near Osgood Avenue and Upper 56th Street. She reported that trimming and removal of Ash trees was not recommended until after September 30 through April to avoid the flight season for EAB. Danielson reported she updated brochures at City Hall and the City website. She requested residents monitor their own Ash trees to look for D-shaped holes in the bark, shallow woodpecker holes, branches starting to grow at the base of the trunk, a thinning canopy, and/or S-shaped galleries under the bark. Danielson said residents could call City Hall if they suspect they have Emerald Ash Borer and she would do an inspection. She said trees could be injected with a preventative insecticide and residents should make sure the contractor doing the injection was licensed with the City. She said she was working on the 2021 EAB Management Plan. B. Public Works Director: Public Works Director Kegley reported that the City added 200 cubic yards of mulch to the playgrounds. He also reported that some vandalism occurred at the parks, and there was a black bear stuck in a sewer drain near Cover Park which was released. C. Other/Commission Liaison Reports: Councilmember Johnson reported that the virtual `Get to Know the Parks' walk/run had concluded and there were fourteen participants. Assistant City Administrator Pinski shared a thank-you card with the Commission that the City received from a grateful resident who reserved a park shelter. V. Visitor/Public Comment: None VI. Parks and Trails Commission Vacancy—Appointment to Position: Chair Chirhart, seconded by Commissioner Hoeppner, moved to recommend Annie Berres to the position with Jennifer Van Dyke as an alternate should the position become vacant. Carried 4-0. B. Parks and Trails Walkthrough Discussion: The Parks and Trails Commission reviewed a ranking list from the 2021 walkthroughs. Cover Park: The Commission requested Public Works Director Kegley get costs together for an infant swing set at Cover Park. Kegley said the City could add the sidewalk to Cover Park operationally. Commissioner Hoeppner suggested waiting on the Cover Park garden sign and discuss at a future meeting. Oak Park Crossing Park: Kegley said staff could add a garbage can close to the trailhead. He said it was a private parking lot with a trail easement. Kegley also said the City would add a bike rack and benches operationally. Commissioner Thoreson requested the City consider adding a trail connection for bikes from the upper and lower trails at Oak Park Crossing Park along the frontage road. Kegley said he would add it to the list and take a look at the area. Chirhart requested staff get a rough estimate and timeline for that connection. Valley View Park: Kegley said the City could restore the horseshoe pit in-house. Swager Park: Kegley suggested holding off on the fence until after lumber prices go down. The Commission said switching out the sand at the playground to mulch was a high priority for them. Commissioner Thoreson said he had a volunteer group lined up for the horseshoe pit if the City paid for the materials. Brekke Park: Kegley said he would get a quote for stairs to the field. Chair Chirhart said adding an asphalt trail around the park was low priority and could be reconsidered someday in the future. Autumn Hills Park Shelter: Kegley reported staff could present a plan to the Parks and Trails Commissioners for the landscaping around the park shelter. Commissioner Hoeppner suggested that adding snow stops should be made a priority due to safety, and Kegley responded that staff would take care of that in-house. X. New Business: None XI. To minimize cost and disruption to the existing play area, we recommend creating an addition to the existing swing set area rather than creating a standalone enclosure. Assuming that, there is a 24' x 24' space for the swing without necessitating removal of two trees and relocating an existing donated bench swing. Attached, you'll find quotes for the swings. City staff have worked with all three companies in past projects and considers each of them reputable. As shown on the cost breakdown sheet, Flagship Recreation (Based in Lake Elmo) can provide the lowest cost equipment and that which would work best for our proposed addition as it has the smallest minimum ATSM use zone requirement. We recommend purchasing the toddler swing frame Model # 177336 from Flagship Recreation. The estimated $4,196 project cost would be paid for using the Molter Fund, which has a current balance of$97,000. If the Park Commission is amenable, the process is as follows: 1. Park commission makes an official recommendation. 2. City Council considers project (Next meeting: August 24, 2021). 3. If Council Approves, staff orders the equipment. 4. When equipment arrives, PW staff will install the new swings and play area. Determine 5"OD post location per dimensions shown. 2. Dig footing hole. See FOOTING DETAIL. 3. Attach first ARM,SWING SUPPORT to second ARM,SWING SUPPORT using 112"x 1 1/4"SS carriage bolts, 112"SS flat washers and 112"SS locknuts. Set to proper height,tighten hardware.See DETAIL A&FRONT PAGE. 4. Drill 5116"diameter holes through pilot holes of half clamps and 5"OD beam. See DETAIL C. 5, Drive 5116"x 314"pins flush with clamps. 6. Spray drive pin locations with touch-up paint. 7. Block up,plumb,and level Post and Swing Support Arms. 8. Pour concrete and allow it to set for 2 to 3 days. ANTI-WRAP SWING HANGER ASSEMBLY(SEE DETAIL B) Assembly: This hanger is made for a 3 112"O D.Top Beam. Determine spacing of swing hangers on Top Beam following the swing frame installation prints. Mark pipe with correct spacing. Remove H-Shackle by using HEX ALLEN WRENCH to remove the tamper proof bolt.Open the swing hanger and remove plastic collar. Place plastic collar on Top Beam. Make sure that both halves are aligned by interlocking the tabs. Drill four #8 holes into pipe. From Hardware Pack 036-0851,screw in one#12 self-tapping screw into the plastic insert and make sure that the hanger inserts align properly. Then screw in the remaining three screws. Put the steel hanger around the plastic collar. Attach the hanger around the plastic sleeve by inserting the H-shackle. Insert the tamper proof bolt using a Hex Allen Wrench after putting permanent lock-tite on the bolt threads to prevent it from backing out. Using a grease gun, put a sufficient amount of standard grease in the hanger to allow the hanger to swing freely, SEE DETAIL B. 9. Unscrew bolt on swing hanger and attach swing CHAIN 410 to swing hanger. Appfy LOCTITE to all bolts on hangers before tightening. See DETAIL B. 10 Unscrew bolt in CLEVIS SHACKLE and slide shackles onto both sides of MOLDED RUBBER TOT SEAT.See DETAIL D, 11. Determine what length to cut the chains.Attach the seat to the chains with SPACER and shackle at your desired height. Note there must be a minimum of 24"between the underside of the seat and the top of the resilient material 12. With the seats at the desired heights and also attaining the 24"minimum clearance,cut and remove the excess chain Make sure to cut the same length off each chain so that the seat remains level. Apply loctite to all shackle bolts and tighten. 13. Install resilient surfacing material in accordance with installation guidelines,ASTM standards and CPSC guidelines. Mainterance: At the beginning and end of each play season and once a month during play season, check for sharp edges and/or cracks in hanger, paying particular attention to plastic collar. It should also be determined at this time whether more grease should be added to maintain the swing hanger to move freely. Check to see if H-shackle is worn or cracking. Check that tamper bolts in shackle are tight. When shackle is worn or cracked. replace shackle.Check that self-tapping screws in sleeve are not missing or loose.Check for vandalism. It has also become full with noxious weeds. It is unadvised by City Staff that we leave the park this way because it undermines our ability to ask residents to weed their yards if the City maintains a garden with noxious weeds.We have tried to reestablish a garden club that would manage the garden and have tried a community clean up day, but with limited interest. The Parks Commission does not seem interested in hiring someone to clean it up and manage the garden because it would set an precedent and would not be feasible for us to do at every park. The goal would be to continue recognizing the history but in a sustainable way by downsizing the garden and coverting a large portion to a prairie garden that would be managed by City staff, leaving the portion on 58th Street as a community garden as historically designed. The Parks Commission approved Lisa's design at a Spring (May or June?) 2021 meeting. To recognize the history of the garden, a plaque would be placed in the park. Concept: A historical marker on the corner of Peller and 58th Street N or near the parking spots at that end of the park. It would be a metal plaque engraved with some notes about the park and the surrounding garden. Ideally, it would be cool if we could engrave photos into the sign, like the black and white photo of the school kids, or a photo of the houses or gardeners (if available). Instead of a metal pole, it may be nice to have it attached to a large rock, since it would be unique to this park and a standalone sign may be visually odd. Maybe planting an Oak Tree somewhere with the sign to symbolize Oak Park Heights for our annual tree planting? I kept the text relatively short and informal, but it is a draft and may be edited. Picture of the general idea: a A �Al "� ;;;� Page 23 of 24 HISTORY OF COVER PARK Oak Park School 0 If you were standing at this spot in in the late 1800s, you would be looking at Oak Park School, a two-room schoolhouse founded in 1862 that grew into a larger building by 1896. By 1950, the two-story, wooden school had two classrooms on each floor, and two stairways leading to the second story. It had its own well, an auditorium-playroom, small kitchen, storeroom, office, and a small rest room. The Garden Up until the late-1990s, if you were to look towards the river where the St. Croix Crossing Bridge is, you would have seen dozens of houses along the St. Croix bluff. In 199, many Oak Park Heights homes around Cover Park and the river were razed to make way for the St. Croix Crossing Bridge. To honor the community and neighbors that were being lost, residents collected plants from the homes and planted them in Cover Park, creating the Cover Park gardens. Through their vision and dedication, they were able to preserve the many plantings from the past for future residents to appreciate and enjoy. The Garden Committee sustained the garden at Cover Park for many years following. It is thanks to the many volunteers and Garden Committee members that the gardens sit along Cover Park today.
