AGREEMENT AND SWORN STATEMENT
The work for which this permit is issued shall be performed
according to: (1) the conditions of this permit; (2) the
approval plans and specifications; (3) the applicable city
approvals, Ordinances, and Codes; and, (4) the State Building
Code. This permit is for only the work described, and does
not grant permission for additional or related work which
requires separate permits. This permit will expire and become
null and void if work is not started within 180 days, or if work
is suspended or abandoned for a period of 180 days any time
after work has commenced. The applicant is responsible for
assuring all required inspections are requested in conformanct
with the Minnesota State Building Code.

This review is limited to the provisions of the Minnesota Plumbing Code, Minnesota Rules, Chapter 4714 and
assumes the data on which the design is based are correct. Approval is contingent upon meeting the requirements
listed below. A copy of the approved plans and this report must be retained at the project location.
INSPECTIONS: This project will be inspected by the local municipality. The contractor/installer must obtain
all required inspection permits from the Stillwater Building Official, Cindy Sbilts. All plumbing installations
must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. No plumbing
work may be covered prior to inspection.
REQUIREMENT(S):
1. The combination fire protection/domestic water service shall comply with the backflow protection
requirements of Section 603.5.15:
a. A listed double check valve assembly for systems without chemical introduction.
b. An RPZ or RP backflow device for.
i. fire sprinkler systems introducing anti -freeze or other chemicals directly;
ii. pumper connections less than 1,700 feet from a nonpotable secondary water source (lakes, river,
or other surface water source) capable of use by the fire department; or
iii. pumper connections served by nonpotable sources, fire department vehicles carrying water of
questionable quality, or water treated with chemical agents.
Please consult the local administrative authority and fire department regarding fire protection water sources
to determine proper backflow prevention and sprinkler system hydraulic design requirements.
2. Domestic -type dishwashers must discharge indirectly through an ASSE 1021 or IAPMO PS23-2006a listed
air gap fitting (see Sections 414.3 and 807.4). The discharge may be routed to a waste receptor, a Wye
branch fitting on a kitchen sink tailpiece, or a dishwasher connection of a food waste grinder. If discharging
to a sink tailpiece or food waste grinder, the flood -level marking on the air gap fitting must be at or above
the flood level of the sink or drainboard, whichever is higher.
3. The kitchen sink must have a 2 -inch minimum vertical fixture drain (see Tables 702.1 and 703.2).
4. The water closets must have open -front seats or automatic seat cover dispensers (see Section 411).
5. A common vent may serve two trap arms connecting to a vertical drain through an approved double fixture
fitting (see Sections 704.2 and 905.6). Double sanitary tees are not permitted.
6. Changes in direction in drainage piping, including the building sewer, must be made by appropriate use of
wyes and bends (see Section 706.0). Sanitary tees are not allowed for vertical to horizontal or horizontal to
horizontal direction changes.

7. All sanitary drainage pipe, including the building sewer, must be sloped at '/,-inch per foot minimum (see
Section 708.1). Where site conditions preclude this slope, pipes 4 -inch and larger may be sloped at %a -inch
per foot where approved by the administrative authority.
8. Full -way gate or ball valves must be provided at all locations described under Section 606.2, including:
a. On the discharge side of the water meter.
b. On the cold water supply line to the water heater.
9. Each horizontal drain branch, including floor drain branches, shall be provided with a cleanout at its upper
terminal with the following exceptions (see Section 707.4):
a. A cleanout is not required if the drain branch line is less than five feet, unless it serves sinks or urinals.
b. A cleanout is not required on a drain that is 72 degrees or less from the vertical.
10. A cleanout is required near the connection of the building drain and building sewer (see Section 719.1).
11. Equipment used for heating water or storing hot water shall be protected by approved safety devices in
accordance with Sections 504.4, 504.5, and 504.6.
12. Copper water distribution pipe must meet ASTM B42, B75, B88, B251, B302, or B447 (see Table 604.1).
All materials used in potable water systems must meet the requirements of NSF 61 (see Section 604.1).
Pipe and fittings with lead content must not exceed 0.25 percent lead in the wetted surface material (see
Section 604.11). Solder and flux shall contain less than 0.2 percent lead. Joints must use ASTM B813 non-
corrosive non-toxic paste -type flux (see Section 605.3.4).
13. Cross-link polyethylene (PEX) water distribution systems must meet Section 605.10 and Table 604.1:
a. The tubing must comply with ASTM F876, ASTM F877, or CSA B137.5.
b. ASTM F876 tubing must be marked with the standard of the fittings to be used.
c. The fittings must be marked with ASSE 1061, ASTM F877, ASTM F] 807, ASTM 171960, ASTM
F1961, ASTM F2080, ASTM F2159, ASTM F2735, or CSA B137.5.
14. CPVC water distribution systems must meet Section 605.4 and Table 604.1:
a. Pipes must meet ASTM Standards D2846, F441, or F442.
b. Solvent cement must comply with ASTM F493. Solvent cement requiring the use of primer must be
orange. Primer must meet ASTM F656 and be colored. One-step yellow or red solvent cement is
permitted for 1/2 -inch through 2 -inch ASTM D2846 pipes only.
c. Installation Standard 20 must be followed, including provisions for expansion and contraction.
15. If plastic pipe is used for the drain, waste and vent system (see Table 701.1, Sections 705.1 and 705.7, and
Installation Standards 5 and 9):
a. ABS shall comply with ASTM D1527, D2661, F628, or F1488 per Installation Standard 5.
b. PVC shall comply with ASTM 131785, D2665, F891, or F1488 per Installation Standard 9.
c. PVC solvent weld joints must use ASTM F656 purple primer and ASTM D2564 cement.
16. Cast iron drain, waste, and vent pipe must comply with ASTM A74, CISPI 301, or ASTM A888 (see Table
701.1, Section 701.1(6), and Installation Standard 6). Hubless pipe and fittings shall be marked with
country of origin, identification of the original manufacturer, and markings required by referenced
standards.
17. Pipe hangers and supports shall comply with Section 313.0, Table 313.1, and the installation standard.

18. The PVC sanitary sewer must be installed by open -trench on a continuous granular bed per ASTM D2321.
Solvent welded joints must use ASTM F656 purple primer and ASTM D2564 cement.
19. The water distribution system shall be disinfected per Section 609.9.
20. The plumbing system shall be tested in accordance with Sections 609.4 and 712.0.
21. The plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the
plans may use the plans for construction. If another plumber is contracted to install the plumbing, they must
submit their own plans and specifications for the project.
NOTE(S):
1. The scope of this project consists of the construction of a new building. The plumbing installation includes
two water closets, two lavatories, an electric water cooler, kitchen sink, dishwasher, and floor drains.
2. This building will be served by new municipal water and sewer services.
3. The current Minnesota Plumbing Code, Chapter 4714, and related information can be found at:

Authorization may be withdrawn if installation does not begin within one year. Additional requirements may
result from changed conditions or additional information.
