FROM: Eric Johnson City Administrator Zoning &Development Items: 1. Will Zintl / has submitted an additional application for the construction of an outdoor storage area along MEMORIAL AVE. This too will require an amendment to the PUD at that area. It is sizeable and will require some screening. 2. The former MR. CAR WASH has been demolished; we are awaiting a specific timeline update on the County's Frontage Road project...we are advised it is now a SPRING 2022 event. 3. The County did respond to a resident's inquiry about safety concern of the Osgood Ave crossing at UPPER 55th Street and request for some improvements to improve safety—such as a PED SIGNAL—J.Gustafson stated: "Thank You for your email regarding the crosswalk and refuge island on Osgood Avenue near 55"`Street. Your email was forwarded to us because Osgood Avenue is a county highway(County 24)and is therefore operated and maintained by Washington County Public Works. This crossing was installed with our 2018 project,and this location was found to have the best combination of low speeds,proper sight distance in both directions,and east-west connectivity between Valley View and Brekke Park, while also serving the new sidewalk north to 36 and on to Orleans Street. The center island serves to help calm traffic speeds in conjunction with the radar sign just to the south,and also splits the crossing into two short crosswalks instead of one longer one. State law does indeed require drivers to stop to yield to a pedestrian who is within a crosswalk,but a crosswalk does not legally include the area behind the curb or within a median divider and therefore no yielding requirement applies when the pedestrian is outside of the roadway,even when flashing lights are present and activated Based on the available sight distance, the number and duration of available gaps in traffic,and the short crossing distances,we have not found this to be an appropriate location for the installation of electronic beacons. The old concrete and asphalt road surface has been removed. New storm sewer has been installed along Lookout Trail. The Construction new road base has been built and concrete curb and gutter has been installed. Zones Dresel Contracting and its subcontractors will be performing the work. The following is a summary of work planned for next week: . Please slow down for construction activity Monday&Tuesday(August 301h &31St): The contractor will be grading the South . Temporary Mailboxes - Mail delivery will continue to the temporary mailboxes on Upper 61St Street east of Lookout Trail. Every home has a dedicated mailbox labeled with their house number. Permanent mailboxes were removed for storage and will be reinstalled near completion of the project. 1 2of10 Tree Removals - AII planned tree and brush removal is complete. Email Updates — Our main form of communication regarding this project will be via email updates. Updates will be emailed every Friday, with additional updates being sent as needed. If you know someone who would like to receive these email updates about the project, please email bra ndon.johnsonNlstantec.com to be added to our email list. Garbage and Recycling — At different stages of the project, garbage trucks may not be able to reach your trash receptacle. Please label your bins with your house number using tape and permanent marker. Place your trash/recycling receptacles curbside by 7:00 am on collection day and the contractor will move it as needed to be picked up and return it by the end of the day. We do not anticipate any issues with regular curb-side pick-up next week. Driveway Access — Driveway access will remain open at most times during the project. However, residents should expect that during working hours (7am-7pm) their driveway may be temporarily blocked by excavation and equipment. Driveway access will be restored by the end of each working day. If anyone has any special access needs or concerns, please contact Brandon Johnson. Driveway Replacement— Portions of driveways that are disturbed as part of the project will be replaced in-kind. Concrete driveway patching is complete. Bituminous driveway patching will occur when the final layer of asphalt is placed.
