1. The City is still awaiting compliance from FURY MOTORS on their light pole clean-up
however Golden Crown site and the former Central Auto building have addressed their
building condition issues.McDonald's will be receiving a notice about their peeling paint
on their monument sign... interestingly...this sign may be original to the site?

2. Staff is working with City Residents Roy Crist and George Hoeppner to facilitate a minor subdivision of lands—this is on Paris Ave.Conveying about 7 feet
of land from Hoeppner to Crist to accommodate some setback issues discovered during the Crist garage construction and some plan changes. No Council
action is needed.(SEE IMAGE ABOVE)
COVID-19 Matters:
• This is the Governor's - PORTAL https://mn.gov/covidl9— Many documents/ Exec. Orders can be found. Washington County has initiated a County
Dashboard containing more localized COVID-19 Impacts and rates LINK->>HERE.
• The City has begun to process the funding commitments to Valley Outreach, YSB, Community Thread, Chamber and CVB. We were awaiting further
compliance guidance from the LMC and Feds...We ultimately developed a short document(see enclosed sample for Community Thread)for those recipients
to complete and which would appear to address any possible reporting concerns the Clty may need.
Other Items:
• MNDOT has inquired about adjusting small segments the CITY BOUNDARY lines between STW and OPH—where there are segments of STW that line in
the north side of the south frontage road.This would require an extensive effort on MNDOT's part to replat some of these properties as some lot lines extend
under STH 36—with MNDOT only owning easements. We will await a formal request-, however, these conditions generally are near the McDonalds and
West of Norell Ave.The"new"boundary they would propose in these areas would be the mid-point of STH 36.This would not include any other lands other
than these minor roadway bits.That said, I am not sure if it is a good or bad concept relative to future roadway costs—something to be aware of.
• The City has executed the extension to Raleigh Trucking—See the enclosed communication
• Chief Hansen has initiated the PINK PATCH Project. Please see the enclosed memo/update.
• The remaining wear course for Lookout Trail is forthcoming soon, however the contractor is installing the guard rail systems this week.
• The Stillwater High School will be hosting their Homecoming Events this weekend—Friday:Carnival and Football Game—Saturday: Dance Event.The City
Police Dept has been coordinating with the High school Staff to ensure proper planning and staff are provided as well as necessary emergency plans.
• The wind storm last weekend did down some trees and put debris in the roads,the Public Works crew were in early the following morning and did a great
job getting the streets cleared promptly.One home in the Village Area had some roof damage from a downed BLVD TREE,this has been addressed to the
City's insurance LMCIT-however we have not yet seen a claim.

Guidelines for the American Recovery Plan Aid—From the City of Oak Park Heights
By accepting the 2021 ARPA funds from the City of Oak Park Heights your organization does commit to the use of
such funds in one of the following two ways:
OPTION 1: Assistance to Non-profit(Community-based tourism and promotion)of local business due to hardships
and consequences of COVID19 pandemic:
• To implement COVID19 mitigation and infection prevention measures to enable safe resumption of
tourism, travel and hospitality services. Examples: physical barriers,ventilation improvements, signage,

• To aid from the negative economic impacts of the pandemic by supporting businesses, attractions,
business districts that were operating prior to the pandemic and affected by required closures. Examples:
Provide support to safe reopening of businesses in tourism,travel and hospitality industries as well as aid
for planned expansion or upgrade of tourism,travel or hospitality facilities delayed during the pandemic.
OPTION 2:Assistance in Non-profits(Community Service Organization)with declines in revenues and assistance
with ongoing operating costs:
• To adopt safer operating procedures AND to weather periods of closure or mitigate financial hardship
resulting from the COVID19 pandemic, Examples: Supporting payroll costs, mortgages, rent or utilities,or
other operating costs directly related to advancement of community recovery due to impacts stemming
from the COVID 19 pandemic,
• Support mitigation tactics,social distancing,cleaning, barriers,technical assistance or counseling with
business planning needs,

Ref: Pink Patch Project
The police department will be participating in the Pink Patch Project this year to raise
awareness for Cancer and help raise funds for research. This is a nationwide project involving
hundreds of law enforcement agencies and 26 police departments in Minnesota so far.
250 OPHPD pink patches have purchased and received by private funding. There are no
taxpayer funds involved in this community awareness project. Each patch will be sold for
$10.00 each and these fundraising monies will be forwarded to the American Cancer Society
Inc North Region at 950 Blue Gentian Rd Suite 100 Eagan, MN 55121.
A separate bank account for this program has been opened at Midwest One Bank in Stillwater
under Pink Patch Patch project and my name. This has all been discussed with Finance
Director Caruso as well.
I have authorized police staff to wear the pink patches if they choose to do so for the month of
October. Please attached OPHPD pink patch.
