The applicant is also requesting approval for a Subdivision: Major to provide for a lot combination from the existing three (3) lots into one new lot. Subdivision: Major The current property consists of three (3) parcels, PID 0502920110005, 0502920110006, and 0502920110004. The applicant is requesting to plat these three parcels into one (1) new parcel to cover the entire area in order to enable a more efficient and appealing overall development consistent with the area. Site Plan Review This 1.49-acre site and Phase I — 6,000 square foot building is being designed as a replacement medical office building to be used by Park Dental — St. Croix Valley to expand its services to the surrounding community. The uses within the building will include treatment rooms, lab, and ancillary support spaces. The Phase ll — 3,000 square foot expansion is being planned for a potential expansion for a symbiotic co-tenant which may include complementary medical, office or retail users. ISSUES ANALYSIS Comprehensive Plan. The property is designated as Commercial on the Proposed Land Use Map. The proposed use is consistent with this land use designation. 2 Zoning. The property is zoned B-4 Limited Business District. The use of the site for a medical clinic, office space or retail use is permitted in this district. Design Guideline and Site Plan review for the application is in a following section of this report. Preliminary/Final Plat. The Applicant has provided a Preliminary and Final Plat for review. The Subdivision Ordinance does not allow lot combinations of more than two lots by administrative review. The lot combination as requested for Park Dental requires a public hearing and review by the Planning Commission and City Council. The Preliminary and Final Plat comply with all subdivision requirements but are subject to review by the City Engineer and City Attorney for easements and other requirements. Site Plan. The existing site contains three buildings, all will be removed for the construction of the one building for Park Dental. The existing dental building will remain open during construction and will be removed after the new building is open for business. The two access points to 60th Street North will be reduced to one at the east side of the site. Parking for the building will be at the rear, with primary customer and employee access into the south elevation of the building. Green space and landscaping will be provided at the front of the building adjacent to 60th Street North. Setbacks. The building and parking areas are compliant with all setback requirements. Traffic Circulation/Curb Cuts. As indicated there will be one access point from 60th Steet North. The access shall be subject to approval of MnDOT. The rear parking lot is constructed with landscape islands and landscaping. The plan has been reviewed by the Fire Chief for emergency vehicle access. He has expressed concern related to turning radius for the ladder truck and is working with the Applicant to resolve any issues. The final site plan shall be subject to the review and approval of the Fire Chief for emergency vehicle access. Snow Storage. The plans do not indicate an area for snow storage. The Applicant shall indicate where the snow is to be stored. Parking. The following table provides an analysis of proposed and required parking spaces: Parking Area Required Requirements Spaces 1 per 200 SF. + 3 9,000 SF x .9 = 8100 SF /200 + 3 44 Per ordinance, the site would require 44 parking spaces. The proposed site plan indicates a total of 66 spaces of which three are ADA compliant stalls and are appropriate for this dental clinic. 3 Landscaping. The submitted landscape plan is subject to City Arborist review and approval. Note the comments that have been made by the City Arborist in Exhibit 25. A tree inventory of existing significant trees and tree protection plan will be required. Lighting. The lighting plan indicates the locations of the parking lot light fixtures. The lighting specifications indicate that the fixtures to be used in the parking lot will be full cut off and LED. The plans do not indicate any wall mounted building fixtures. The lighting regulations limit the height from ground level to the top of the fixture at 25 feet. All light fixtures shall be required to be full cut off, compliant with the height requirements, and be consistent with Section 401.15.B.7 of the Zoning Ordinance as it relates to lighting requirements. A photometric plan has been provided that complies with the Ordinance. Trash Storage. The plans indicate a trash enclosure at the rear of the building in the parking lot. Plans for the enclosure indicate the use of brick with a corrugated metal panel gate. Mechanical Screening. Any exterior mechanical equipment, either on the roof or ground mounted will need to be screened in accordance with Section 401.15.E.10.e. of the Zoning Ordinance. The plans indicate that the roof mounted mechanical equipment will be screened with a corrugated metal screen wall. Grading, Drainage, Erosion Control and Utilities. Grading, drainage, erosion control, and utility plans are subject to review and approval by the City Engineer. The City Engineer has provided comments in a separate report that is found as Exhibit 24. Storm water issues are also subject to review and approval by the Middle St. Croix Watershed Management Organization. Signage. Freestanding Sign. The plans do not indicate a freestanding sign for the site. Wall Signage. For Phase I, the Applicant has proposed two wall signs, one on the north and the second on the south facade. The signs are 58 square feet each. Section 401.15.G.9 of the sign regulations specify the allowances for multiple occupancy buildings. The proposed sign sizes are consistent with the regulations. For Phase II, the Applicant has shown four signs, each 48 square feet for two potential tenants. The proposed signs are within the allowances for multiple occupancy buildings. Sign Illumination. The proposed plans do not indicate how the signs will be lit. Additional detail is required to review how the signs will be illuminated. The signs will be required to comply with the Zoning Ordinance lighting requirements. Staff will approve the lighting specifications for the signs at the time of permitting. 4 Design Guidelines Architectural Guidelines. Façade Treatments The building will be required to have a definite base, middle and top at its front, side and rear facades. The facades have significant visual interest with a mix of brick colors, building materials, and roof lines. Ground Level Expression This is a one-story building with a prominent entrance from the rear parking lot. The front of the building that will be viewed from Highway 36 has the same materials and visual interest as the rear. The height of the building is less than the 35-foot maximum requirement. Transparency The building uses glass on each façade. The transparency requirements are met with this building design. Entries The building features a prominent entry with a metal canopy and glass. Roof Design The building has a flat roof but with varying roof heights. The rooftop mechanical equipment will be completely screened with a corrugated metal screen wall. Photocontrol(PER and PER7)Photocontrol receptacles provide a flexible solution to enable"dusk-to-dawn"lighting by sensing light levels.Advanced control systems compatible with NEMA 7-pin standards can be utilized with the PER7 receptacle. Dimming Occupancy Sensor(SPB,MSP and MS)These sensors are factory installed in the luminaire housing. When a sensor for dimming operation(/DIM)option is selected, the luminaire will dim down to approximately 50 percent power after five minutes of no activity detected. When activity is detected, the luminaire returns to full light output. When a sensor for ON/OFF operation is selected, the luminaire will turn off after five minutes of no activity. The SPB is factory preset to dim down to 10%power with a time delay of five minutes. To reconfigure the SPB,the Sensor Configuration application by Wattstopper for iOS and Android devices is required to change factory default dimming level, time delay, sensitivity and other parameters. These occupancy sensors include an integral photocell that can be activated or inactivated with the programming remote/configuration tool for"dusk-to-dawn"control or"daylight harvesting".Note:For MSP sensors, the factory preset is ON(Enabled),and for MS sensors, the factory preset is OFF(Disabled). The programming remote/ tool is a wireless tool that can be utilized to change the dimming level, time delay, sensitivity and other parameters.A variety of sensor lenses are available to optimize the coverage pattern for mounting heights from 8'-40'. My comments and/or recommendations are as follows: Demolition Plan (Sheet C1-2) The Demolition Legend shows an "X" to represent existing trees to be removed. There aren't any trees shown on the plan sheets to be removed but there are numerous existing trees currently located on the site. Please include the trees to be removed on this plan sheet. Overall Landscape Plan (Sheet L1-1) The plan includes an array of species to be planted (6) six deciduous shade tree species, (1) evergreen tree species, (6) six shrub species, (3) three perennial species and (2) two evergreen species. The plants included are acceptable and will complement the overall site well. Plant Schedule The plant schedule (L1-1) shows a good choice of species diversity with some native or improved cultivars of native plants. Most of the trees and plants chosen are hardy under local growing conditions, relatively insect and disease free and fairly low maintenance. The plant sizes included conform to the zoning ordinance requirements. The recommendations and edits I have for this plan sheet are listed below: 1. I would like to recommend not planting the Gro-low fragrant sumac since it can be difficult to control as it is a plant that spreads. I would recommend spirea, ninebark or another low maintenance shrub to be planted. TREE CITY U.S.A. 2. Please verify that all plants included in the plant schedule correlate to the overall landscape plan with proper labels, quantities and symbols. There are (8) eight different species included in the plant list with quantity discrepancies from what is on the plant list vs depicted on the landscape plan. Tree Removal and Protection Plan A tree protection plan was not included. Please include if any existing trees are planned to be preserved. Tree Inventory A tree inventory of existing significant trees on site was not included. Please include a tree inventory. Tree Replacement The tree replacement requirement cannot be calculated until a tree inventory has been submitted. Landscape Details and Notes (L2-1) The landscape contractor for the project is required to plant all trees and shrubs according to the approved planting detail submitted with the approved landscape plan. All trees must be of landscape quality and planted without staking. Landscaping will be inspected by the City Arborist after planting (Initial Landscape Inspection) and at the end of the plant guarantee period (typically 1-2 years after installation). Any deviations from the detail will need to be corrected before the landscaping will be approved by the City. Please include this in the Landscape Installation Notes. Please contact me if you have any questions regarding this landscape plan review. Please feel free to forward my comments to the development team for this project. 2 TREE CITY U.S.A. y Cld '... c va C 2 Y c X c r'-' O N 0.0 n al CO 7 C3 - o .co _ o§ 0 6- C T II -0 Y C •V m N E o a LL s Y N rIS TO C v w v 0 c p u • O - Q v 41 4J o d R v p -0U LU 0 _ v cu To 2 3 c co uco is O a > (0 aC 4-, U `° 2 Qv °,' a 2 °2 Li ro _ til 2 0 ro C +'' N v cc 0 i CL CL TPC3601 Thurston Avenue N, Suite 100 Anoka, MN 55303 Phone: 763.231.5840 Facsimile: 763.427.0520 TPC(-PlanningCo.com MEMORANDUM TO: Eric Johnson FROM: Scott Richards DATE: October 6, 2020 RE: Oak Park Heights — Comprehensive Plan 2018 — Amend Transportation Plan/Land Use Plan TPC FILE: 226.10 BACKGROUND The Comprehensive Plan 2018, within the Land Use and Transportation Plans references a possible road extension from Memorial Avenue/58th Street to the west. Additionally, the City identified a possible annexation to the west of the business warehouse area known as Kern Center in the plan. This possible annexation area had also been identified in the 2008 Comprehensive Plan. Due to recent changes in area land ownership since the 2018 Plan adoption by the City, City Staff and the City Council have identified possible amendments for consideration outlined below. Generally, such amendments are necessary as more than one-half of these lands have now been annexed into Stillwater — formerly in Stillwater Township. And, that the Transportation Plan map shows a conceptual road extension based on a City annexation concept has been mis-interpreted by outside parties that the City supports a particular extension, such as found in Washington County's recent plans. The City does not support that particular extension. The City Council has asked the Planning Commission to hold a public hearing and review these minor changes to the Land Use Plan and Transportation Plan and to remove language and notations on maps regarding a possible extension. The City could certainly always consider these extensions or annexation in the future, however in the interim, such edits would better reflect known conditions and prevent further misinterpretation. PROPOSED AMENDMENTS Staff would propose the following amendments to the Comprehensive Plan. The text changes and revised map are attached. 1 . In the Land Use Plan on page 60 remove the reference of extension of utility and street infrastructure to the west. The language discussing annexation would remain as well as the map on page 63 in that there is a small area to the west of the Oak Park Heights that could possibly be annexed. 2. In the Transportation Plan on page 102, the reference to Possible Extension of 58th Street would be removed. On page 108, the paragraph on System Improvements/Extensions would be removed. Staff has had a conversation with Jake Reilly, the Sector Representative of the Metropolitan Council regarding the amendments. He indicated that the proposed amendments would qualify for administrative review and would not need to be considered by the Metropolitan Council as a whole. Once the City Council approves a resolution authorizing the amendments, the Metropolitan Council staff will complete their review in approximately 15 days. CONCLUSION/RECOMMENDATION The Planning Commission should consider the amendments and make a recommendation to the City Council. ATTACHMENTS 1 . Page 60, Land Use Plan — Revised 2. Solar Access Protection and Alternative Energy Systems Ensuring that all properties have equal access to sunlight is a priority not only for potential solar energy systems, but for the protection of property and aesthetic values as well. Solar access protection is provided for by the uniform implementation of lot and building performance standards adopted as part of the Zoning Ordinance. Requirements such as maximum building height and yard setback standards have been implemented for creating separation between structures and allowing equal sunlight access between structures. Additionally, the City adopted alternative energy system regulations in 2010 to promote and encourage ground source heat pump, wind and solar energy systems. The map on the following page indicates the gross solar potential for Oak Park Heights. The gross solar potential and gross solar rooftop potential for the City are expressed in megawatt hours per year (Mwh/yr) and are estimates of how much electricity could be generated using existing technology and assumptions on the efficiency of conversion. The solar potential for Oak Park Heights is as follows: Oak Park Heights Gross Solar Potential and Gross Solar Rooftop Potential Gross Potential Rooftop Potential Gross Generation Rooftop Generation (Mwh/yr) (Mwh/yr) Potential (Mwh/yr) Potential (Mwh/yr) 4,484,353 425,301 448,435 42,530 Source: Metropolitan Council ANNEXATION The City's policy toward annexation is consistent with the 2008 Comprehensive Plan. It is recognized, just as it was in 2008, that the City will not aggressively pursue areas of annexation from the Townships or detachment/annexation from one of the adjoining cities. As part of the planning process, the City has identified one area that potentially could become part of the City in the next 20 years. The property is identified in the Future Annexation Plan, found on a following page. The City would consider this area for annexation if petitioned by the property owners and if the affected jurisdiction was willing to detach the property. - - . The City Council and City staff will need to continue to monitor the condition of the City streets. The City has created a timeline to complete the necessary sections of the network and has a program to set aside funds to implement this expensive rehabilitation program. RAIL FACILITIES The City of Oak Park Heights will work with representatives of Union Pacific on any rail transportation issues that arise. It is expected that the Allen S. King Plant will continue to receive all the coal shipments via this rail line. The 2040 Transportation Plan does not indicate any light rail corridors that would access Oak Park Heights or neighboring communities in the St. Croix Valley. AIRPORTS There is no impact to Oak Park Heights resulting from the Lake Elmo Airport and the City is not within the airport influence area. The City regulates building and structure height as it relates to navigable air space.
