BACKGROUND
The Comprehensive Plan 2018, within the Land Use and Transportation Plans
references a possible road extension from Memorial Avenue/58th Street to the west.
Additionally, the City identified a possible annexation to the west of the business
warehouse area known as Kern Center in the plan. This possible annexation area had
also been identified in the 2008 Comprehensive Plan.
Due to recent changes in area land ownership since the 2018 Plan adoption by the City,
City Staff and the City Council have identified possible amendments for consideration
outlined below. Generally, such amendments are necessary as more than one-half of
these lands have now been annexed into Stillwater — formerly in Stillwater Township.
And, that the Transportation Plan map shows a conceptual road extension based on a
City annexation concept has been mis-interpreted by outside parties that the City
supports a particular extension, such as found in Washington County's recent plans.
The City does not support that particular extension.
The City Council has asked the Planning Commission to hold a public hearing and
review these minor changes to the Land Use Plan and Transportation Plan and to
remove language and notations on maps regarding a possible extension.
The City could certainly always consider these extensions or annexation in the future,
however in the interim, such edits would better reflect known conditions and prevent
further misinterpretation.
PROPOSED AMENDMENTS
Staff would propose the following amendments to the Comprehensive Plan. The text
changes and revised map are attached.
1. In the Land Use Plan on page 60 remove the reference of extension of utility and
street infrastructure to the west. The language discussing annexation would
remain as well as the map on page 63 in that there is a small area to the west of
the Oak Park Heights that could possibly be annexed.
2. In the Transportation Plan on page 102, the reference to Possible Extension of
58th Street would be removed. On page 108, the paragraph on System
Improvements/Extensions would be removed.
Staff has had a conversation with Jake Reilly, the Sector Representative of the
Metropolitan Council regarding the amendments. He indicated that the proposed
amendments would qualify for administrative review and would not need to be
considered by the Metropolitan Council as a whole. Once the City Council approves a
resolution authorizing the amendments, the Metropolitan Council staff will complete their
review in approximately 15 days.
CONCLUSION/RECOMMENDATION
The Planning Commission should consider the amendments and make a
recommendation to the City Council.

8. Work with the contracted waste hauler on alternatives to reducing the amount of
material that will be land filled.
Solar Access Protection and Alternative Energy Systems
Ensuring that all properties have equal access to sunlight is a priority not only for potential
solar energy systems, but for the protection of property and aesthetic values as well.
Solar access protection is provided for by the uniform implementation of lot and building
performance standards adopted as part of the Zoning Ordinance. Requirements such as
maximum building height and yard setback standards have been implemented for
creating separation between structures and allowing equal sunlight access between
structures. Additionally, the City adopted alternative energy system regulations in 2010
to promote and encourage ground source heat pump, wind and solar energy systems.
The map on the following page indicates the gross solar potential for Oak Park Heights.
The gross solar potential and gross solar rooftop potential for the City are expressed in
megawatt hours per year (Mwh/yr) and are estimates of how much electricity could be
generated using existing technology and assumptions on the efficiency of conversion.

ANNEXATION
The City's policy toward annexation is consistent with the 2008 Comprehensive Plan. It
is recognized, just as it was in 2008, that the City will not aggressively pursue areas of
annexation from the Townships or detachment/annexation from one of the adjoining
cities.
As part of the planning process, the City has identified one area that potentially could
become part of the City in the next 20 years. The property is identified in the Future
Annexation Plan, found on a following page. The City would consider this area for
annexation if petitioned by the property owners and if the affected jurisdiction was willing

STREET RECONSTRUCTION/MAINTENANCE PROGRAM
One of the transportation policies indicates a continuation of the street reconstruction and
mill and overlay programs to maintain the local utility and street network. The City Council
and City staff will need to continue to monitor the condition of the City streets. The City
has created a timeline to complete the necessary sections of the network and has a
program to set aside funds to implement this expensive rehabilitation program.
RAIL FACILITIES
The City of Oak Park Heights will work with representatives of Union Pacific on any rail
transportation issues that arise. It is expected that the Allen S. King Plant will continue to
receive all the coal shipments via this rail line.
The 2040 Transportation Plan does not indicate any light rail corridors that would access
Oak Park Heights or neighboring communities in the St. Croix Valley.
AIRPORTS
There is no impact to Oak Park Heights resulting from the Lake Elmo Airport and the City
is not within the airport influence area. The City regulates building and structure height
as it relates to navigable air space.
