The application is for Design Guidelines/Site Plan review, and a Preliminary/Final Plat to allow the combination of three lots into one. The building is proposed to be constructed in two phases, the first, a 6,000 square foot building to be used by Park Dental — St. Croix Valley and the second phase of 3,000 square feet to include a complimentary medical, office or retail use. The site is zoned B-4, Limited Business District in which medical clinics, office and retail are a permitted use. The applicant is also requesting approval for a Subdivision: Major to provide for a lot combination from the existing three (3) lots into one new lot. Subdivision: Major The current property consists of three (3) parcels, PID 0502920110005, 0502920110006, and 0502920110004. The applicant is requesting to plat these three parcels into one (1) new parcel to cover the entire area in order to enable a more efficient and appealing overall development consistent with the area. Site Plan Review This 1.49-acre site and Phase I — 6,000 square foot building is being designed as a replacement medical office building to be used by Park Dental — St. Croix Valley to expand its services to the surrounding community. The uses within the building will include treatment rooms, lab, and ancillary support spaces. The Phase ll — 3,000 square foot expansion is being planned for a potential expansion for a symbiotic co-tenant which may include complementary medical, office or retail users. ISSUES ANALYSIS Comprehensive Plan. The property is designated as Commercial on the Proposed Land Use Map. The proposed use is consistent with this land use designation. 2 Zoning. The property is zoned B-4 Limited Business District. The use of the site for a medical clinic, office space or retail use is permitted in this district. Design Guideline and Site Plan review for the application is in a following section of this report. Preliminary/Final Plat. The Applicant has provided a Preliminary and Final Plat for review. The Subdivision Ordinance does not allow lot combinations of more than two lots by administrative review. The lot combination as requested for Park Dental requires a public hearing and review by the Planning Commission and City Council. The Preliminary and Final Plat comply with all subdivision requirements but are subject to review by the City Engineer and City Attorney for easements and other requirements. Site Plan. The existing site contains three buildings, all will be removed for the construction of the one building for Park Dental. The existing dental building will remain open during construction and will be removed after the new building is open for business. The two access points to 60th Street North will be reduced to one at the east side of the site. Parking for the building will be at the rear, with primary customer and employee access into the south elevation of the building. Green space and landscaping will be provided at the front of the building adjacent to 60th Street North. Setbacks. The building and parking areas are compliant with all setback requirements. Traffic Circulation/Curb Cuts. As indicated there will be one access point from 60th Steet North. The access shall be subject to approval of MnDOT. The rear parking lot is constructed with landscape islands and landscaping. The plan has been reviewed by the Fire Chief for emergency vehicle access. He has expressed concern related to turning radius for the ladder truck and is working with the Applicant to resolve any issues. The final site plan shall be subject to the review and approval of the Fire Chief for emergency vehicle access. Snow Storage. The plans do not indicate an area for snow storage. The Applicant shall indicate where the snow is to be stored. Parking. The following table provides an analysis of proposed and required parking spaces: Parking Area Required Requirements Spaces 1 per 200 SF. + 3 9,000 SF x .9 = 8100 SF /200 + 3 44 Per ordinance, the site would require 44 parking spaces. The proposed site plan indicates a total of 66 spaces of which three are ADA compliant stalls and are appropriate for this dental clinic. 3 Landscaping. The submitted landscape plan is subject to City Arborist review and approval. Note the comments that have been made by the City Arborist in Exhibit 25. A tree inventory of existing significant trees and tree protection plan will be required. Lighting. The lighting plan indicates the locations of the parking lot light fixtures. The lighting specifications indicate that the fixtures to be used in the parking lot will be full cut off and LED. The plans do not indicate any wall mounted building fixtures. The lighting regulations limit the height from ground level to the top of the fixture at 25 feet. All light fixtures shall be required to be full cut off, compliant with the height requirements, and be consistent with Section 401 .15.6.7 of the Zoning Ordinance as it relates to lighting requirements. A photometric plan has been provided that complies with the Ordinance. Trash Storage. The plans indicate a trash enclosure at the rear of the building in the parking lot. Plans for the enclosure indicate the use of brick with a corrugated metal panel gate. Mechanical Screening. Any exterior mechanical equipment, either on the roof or ground mounted will need to be screened in accordance with Section 401.15.E.10.e. of the Zoning Ordinance. The plans indicate that the roof mounted mechanical equipment will be screened with a corrugated metal screen wall. Grading, Drainage, Erosion Control and Utilities. Grading, drainage, erosion control, and utility plans are subject to review and approval by the City Engineer. The City Engineer has provided comments in a separate report that is found as Exhibit 24. Storm water issues are also subject to review and approval by the Middle St. Croix Watershed Management Organization. Signage. Freestanding Sign. The plans do not indicate a freestanding sign for the site. Wall Signage. For Phase I, the Applicant has proposed two wall signs, one on the north and the second on the south facade. The signs are 58 square feet each. Section 401.15.G.9 of the sign regulations specify the allowances for multiple occupancy buildings. The proposed sign sizes are consistent with the regulations. For Phase II, the Applicant has shown four signs, each 48 square feet for two potential tenants. The proposed signs are within the allowances for multiple occupancy buildings. Sign Illumination. The proposed plans do not indicate how the signs will be lit. Additional detail is required to review how the signs will be illuminated. The signs will be required to comply with the Zoning Ordinance lighting requirements. Staff will approve the lighting specifications for the signs at the time of permitting. 4 Design Guidelines Architectural Guidelines. Facade Treatments The building will be required to have a definite base, middle and top at its front, side and rear facades. The facades have significant visual interest with a mix of brick colors, building materials, and roof lines. Ground Level Expression This is a one-story building with a prominent entrance from the rear parking lot. The front of the building that will be viewed from Highway 36 has the same materials and visual interest as the rear. The height of the building is less than the 35-foot maximum requirement. Transparency The building uses glass on each façade. The transparency requirements are met with this building design. Entries The building features a prominent entry with a metal canopy and glass. Roof Design The building has a flat roof but with varying roof heights. The rooftop mechanical equipment will be completely screened with a corrugated metal screen wall. Building Materials and Colors The applicant has provided a building materials board for Planning Commission review. The building will be a combination of three colors of brick, metal panels, and glass. Franchise Architecture The building is not a franchise design. Site Design Guidelines Building Placement The proposed building has a well-defined entrance to the rear and attractive front which is visible from Highway 36. Parking Areas The parking area includes landscaped areas. Storm water Storm water will be addressed by the City Engineer. 5 Pedestrian and Common Space The City Engineer has indicated that the existing trail along 60th Street North will need to be repaved by the Applicant with the change in location of the access. Landscaping The overall landscaping plan is a positive feature of the site. The landscape plan is subject to review and approval of the City Arborist. Trees/Shrubs The trees and shrubs used in the landscape plan shall be subject to the review and approval of the City Arborist. Utilites/Service/Loading/Storage Areas Addressed elsewhere in the planning report. Lighting Addressed elsewhere in the planning report. Signage Addressed elsewhere in the planning report. Pedestrian/ Bicycle Routes A bike rack location will need to be included on the plans. CONCLUSION / RECOMMENDATION Subject to the preceding review, City staff recommends approval of the following listed requests for 13961 60th Street North subject to the conditions that follow: • Design Standards/Site Plan Review • Preliminary and Final Plat 1. The Preliminary and Final Plat shall be subject to review and approval of the City Engineer and City Attorney. 2. The site plan shall be subject to review and approval of the Fire Chief. 3. Access from 60th Street North shall be subject to review and approval of MnDOT. 4. The Applicant shall provide a snow removal plan or indicate if the snow will be hauled off site. 5. The landscape plan shall be subject to the review and approval of the City Arborist. A tree inventory of existing significant tress and tree protection plan shall be required. 6 6. All grading, drainage, erosion control, and utility plans are subject to review and approval of the City Engineer. Storm water plans are also subject to review and approval of the Middle St Croix Water Management Organization. 7. All light fixtures shall be full cut off, compliant with the height requirements, and be consistent with Section 401.15.6.7 of the Zoning Ordinance as it relates to lighting requirements. Outdoor lighting for the parking areas shall be turned off one hour after closing, except for approved security lighting. 8. All mechanical equipment on the roof or on the site shall be fully screened in accordance with the provisions of the Zoning Ordinance. 9. All signs shall be designed to comply with the Zoning Ordinance requirements for size, number, and illumination. 10. The Planning Commission shall comment on the building design and building materials. 11. A bike rack shall be installed near the rear building entrance. Most of the trees and plants chosen are hardy under local growing conditions, relatively insect and disease free and fairly low maintenance. The plant sizes included conform to the zoning ordinance requirements. The recommendations and edits I have for this plan sheet are listed below: 1. I would like to recommend not planting the Gro-low fragrant sumac since it can be difficult to control as it is a plant that spreads. I would recommend spirea, ninebark or another low maintenance shrub to be planted. TREE CITY U.S.A. 2. Please verify that all plants included in the plant schedule correlate to the overall landscape plan with proper labels, quantities and symbols. There are (8) eight different species included in the plant list with quantity discrepancies from what is on the plant list vs depicted on the landscape plan. Tree Removal and Protection Plan A tree protection plan was not included. Please include if any existing trees are planned to be preserved. Tree Inventory A tree inventory of existing significant trees on site was not included. Please include a tree inventory. Tree Replacement The tree replacement requirement cannot be calculated until a tree inventory has been submitted. Landscape Details and Notes (L2-1) The landscape contractor for the project is required to plant all trees and shrubs according to the approved planting detail submitted with the approved landscape plan. All trees must be of landscape quality and planted without staking. Landscaping will be inspected by the City Arborist after planting (Initial Landscape Inspection) and at the end of the plant guarantee period (typically 1-2 years after installation). Any deviations from the detail will need to be corrected before the landscaping will be approved by the City. Please include this in the Landscape Installation Notes.
