1. The City has received an application for a redevelopment proposal for the Ruby Tuesday site. This will be process by
the Planning Commission in November. It is a remodeling; addition of a drive-thru lane and some fagade work.
2. The City has not received any further feedback or application documents from the potential purchaser of the City owned
"BELL PROPERY"; please recall the City extended the embedded deadlines by 30 days to Oct 15th for a meritorious
submission. Nothing has been received.
3. The City is still attempting to work with the THREE-Unit complex along Oakgreen Ave related to the flooding foundations;
please see the enclosed communication from Julie Hultman.
COVID-19 Matters:
• This is the Governor's - PORTAL https://mn.gov/covidl9—Many documents/Exec. Orders can be found. Washington County has
initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK->> HERE.
Other Items:
The City received a THANK YOU from the Valley Outreach (food shelf) for its $4,000 contribution stemming from the ARPA funding.- see
enclosed.
Washington County has provided two updates:
1. Information on how to comment on their 2022-2026Capital Improvement Program. Comments are due by Nov 19th—see the enclosed

Re: 5944, 5946 & 5948 Oakgreen Ave. N. —Foundation Repair/Lift Work
Dear Paul:
Thank you for meeting on site with Water Conservation and City staff to check on the possibility
of a water line leak to the units with respect to the water issue at the units. Fortunately, none was
found. Unfortunately, the problem remains and needs to be addressed in order to preserve the
safety of the building structure for units 5944, 5946 and 5948 Oakgreen Ave. N.
The foundation at 5944 is clearly in disrepair with visible openings and rebar exposed. The gutters
on the building are not sufficient for moving storm water off and away from the structure. Those
that are in place are not extended so that water is moved away from the foundation.
It is also evident that water is entering the foundation and undermining it and appears to have been
so for some time,based on the disrepair of the porch areas to the north side of the units,particularly
at 5944. It is imperative that the water source be located by a foundation repair expert and that it
be removed and addressed, the foundation repaired properly and effective efforts to keep water
away from the foundation and drained properly must be undertaken.
This responsibility does fall to each of the homeowner of units 5944, 5946 and 5948. In the
absence of a homeowner association, the three of you will need to work collectively to undertake
the necessary investigation and repairs in a timely manner so that the structural stability of the
townhomes does not become undermined to a point of them not being safe for living within.

Hello,
As part of the annual budget process, Washington County prepares a five-year Capital Improvement
Plan (CIP). The 2022-2026 CIP includes the county's tentative plans for roads, bridges, parks, land,
trails, transit, and public facilities. The first year of this plan is included in the county's proposed
2022 budget.The "out-years" of 2023-2026 reflect projected needs and estimated costs, which may
change based on future priorities and funding opportunities.
Attached is a copy of the draft CIP for your review.The draft CIP document and maps showing the
projects are also available online by visiting the county website County Capital Improvement Plan.
We invite you to send your comments on the proposed projects to:

Comments must be received in writing no later than November 19, 2021, to be considered when

Good morning,
As part of the biennial redistricting process the Washington County Board of Commissioners is
establishing redistricting principles. Proposed redistricting principles are available online by visiting
the county website Redistricting.
A public hearing will be held on November 30, 2021 to receive comment on the principles. We
invite you to attend the hearing on November 30th or send your comments on the proposed
principles through the online portal on the Redistricting page, by email to
administration C@ co.washington.mn.us or by US Mail. Comments received in writing by 2 p.m. on
November 29, 2021, will be provided to each commissioner on November 30th. Formal adoption of
redistricting principles is scheduled for December 14, 2021.
Please share with your elected officials as appropriate and let me know if you have any questions.

The reconciliation bill under consideration includes a number of priorities that local
governments have been calling on Congress to address for years, including workforce
development and affordable housing. It is politically tied to the Infrastructure Investment and
Jobs Act, which passed the Senate in August. The investments, opportunities and economic
growth that these two bills would provide to cities, towns and villages are critical to the

The Treasury's ERA Report: 3 Things to Know
The U.S. Treasury recently reported that$7.7 billion in emergency rental assistance
(ERA) has been distributed to state and local governments from January to August of
this year. To date, ERA grantees have distributed over 1.4 million ERA payments to
households. Prior to the launch of the emergency rental assistance program, both
state and local governments had to develop the infrastructure to distribute ERA and
over time, have proven their capability to successfully accelerate assistance to

Addressing Concerns About Census Data
The 2020 Census saw significant delays due to the COVID-19 pandemic, which
curtailed the period for collecting data. Compounding the logistical hurdles associated
with the public health crisis was a simultaneous crisis of trust in government that
made many reluctant to fill out their Census questionnaires or answer the door for
enumerators.

EPA, Army Announce Regional Roundtables on Waters of the
U.S.
EPA and the U.S. Army Corps of Engineers (Army Corps) are undergoing a two-step
regulatory process to revise the definition of"Waters of the U.S." under the Clean
Water Act. NLC recently submitted a comment letter on the proposed definitional

Corps on the definition of"Waters of the U.S." can submit a letter to the agencies by

Metro Cities' Legislative Policy Adoption Meeting will be held virtually on Thursday. December 9th from
12 noon - 1:00 pm, and draft policies are available for review here. Policies were recommended by four
standing policy committees and approved by the Metro Cities Board of Directors in October.
All member city officials are welcome to attend the policy adoption meeting. Additional information on
meeting content and details will follow. Each member city is responsible for assigning delegate(s)to
represent the city's position on policies. Policy committee chairs will provide brief summaries of policy
recommendations, and policy adoption protocols were emailed to city managers and administrators.
Please watch for additional details that will be sent in advance of the meeting.
