Reference: Park Dental -Preliminary Plan Review
Dear Eric:
As requested, we have reviewed the information submitted regarding the proposed Park Dental project.
The information reviewed includes preliminary, not for construction engineering drawings, and stormwater
related documents dated 9-14-2021. Further review will be forthcoming when construction plans are
submitted. Following are our preliminary comments and/or recommendations:
Sheet C1-2—Demolition Plan
1. Show existing water and sewer service lines and plan for their disposition.
Sheet C2-1 —Site Plan
1. The driveway apron will need to be installed per the City's standard detail plate STR-8 for
commercial driveway aprons.
2. Provide ADA compliant pedestrian ramps at the new driveway.
3. The locations of the pavement patches for the utility connections need to be shown. The pavement
patch for the utility installations shall, at a minimum, match the existing pavement section. The
section to be used will be confirmed at the time of construction;wear course to be a minimum of 1-
1/2-inches, utilize C type oil. The patch joints will be butt joints.
4. With the removal of the two driveways and the addition of the new driveway, the entire trail along
the property will need to re-paved.
5. Include all applicable City Detail Plates.
6. Refer to the Fire Department review of fire lanes and circulation.

Sheet C3-1 -Grading Plan
1. Refer to the stormwater comments below. The Owner will need to comply with all related
requirements of the NPDES Construction Stormwater Permit and the Brown's Creek Watershed
District.
2. Include all applicable City Detail Plates.
Sheets C3-2,3—SWPPP Plan
1. The SWPPP is acceptable as presented.
2. The City reserves the right to require additional erosion control measures as determined/necessary
during the construction of the project.
Sheet C4-1 -Utility Plan
1. Connections to the City's sewer and water systems shall be per City standards and detail plates.
The City or its designee will be present for water and sewer service connections to the City's
systems.
2. Provide details for the sewer and water service connections.
3. The watermain and sanitary sewer lines, and storm sewer facilities that serve the site will be private
and maintained by the owner.
4. Use a minimum of 8-CY of RIP RAP for pipe outlets per City Detail Plate STO-13.
5. Include all applicable City Detail Plates.
6. Indicate which storm structure that The Preserver will be installed in.
Sheets C8-1,2-Details
1. Utilize City Detail plates where applicable and/or ensure Loucks plates are equal or greater. For
example, utilize City Plate STO-13 instead of Loucks plate 4308.
2. Add sizing and elevation information to The Preserver detail.
Storm Sewer/Storm Water Management
1. The site is within the City's High Vulnerability Drinking Water Supply Management Area(DWSMA)
and therefore infiltration is not allowed.

2. HydroCAD calculations: Time of concentration calculations shall be consistent between existing
and proposed model. Time of concentration shall be a minimum of 6 minutes. Revise the modeling
accordingly.
3. The impacts of the runoff from the site to the southwest will need to be re-analyzed due to
infiltration being prohibited.
4. The project is subject to review by the MSCWMO. The City shall be provided a copy of the permit
approval letter from the MSCWMO and any required agreements.
General Comments
1. The City reserves the right to inspect the construction of the project. The City or its designee shall
be present for water and sanitary sewer service connections.
2. The Owner will need to comply with all requirements of the NPDES Construction Stormwater
Permit and the Middle St. Croix Watershed Management Organization. The City reserves the right
to require additional erosion control measures as determined/necessary during the construction of
the project.
3. Review of issues related to parking, lighting, landscaping,fire department access or the buildings is
by others.
4. The Owner shall be responsible for obtaining all required permits.
5. Utility construction and improvements in the right-of-way need to conform to the City's Standard
Detail Plates. Include all applicable City detail plates on the plans. The City's details can be
provided upon request.
