Monday, October 18, 2021 at City Hall
1. Call to Order: Chair Chirhart called the meeting to order at 6:10 p.m. Present: Commissioner
Thoreson, Commissioner Hoeppner and. Commissioner Berres. Also present: Assistant City
Administrator Pinski, Public Works Director Kegley, Arborist Danielson, and Commission
Liaison Councilmember Johnson. Absent: Vice Chair Peterson.
Il. Approval of Agenda: Commissioner Thoreson, seconded by Commissioner Hoeppner,
moved to approve the Agenda. 4-0.
111. Approve Parks and Trails Commission Minutes— Se tember 20 2021: Commissioner
Thoreson, seconded by Commissioner Berres, moved to approve the Minutes. Carried 4-0.
IV. Dgpartment/Commission Liaison Reports:
A. Arborist: Arborist Danielson reported that Prairie Restoration completed the third
and final weed control visit on September 27. She said that next year would be
similar to 2020 in that there would be a spring mow and three weed control visits.
She said the fall 2021 boulevard tree removal list and pruning list have gone out with
work to be completed by the end of the year. Danielson also reported that it was safe
to trim and remove ash trees as it was not emerald ash borer flight season..
Commissioner Hoeppner asked if the City could look into having private trees as part
of the bid list so residents could get in on a reduced rate.
B. Public Works Director: Public Works Director Kegley reported that trail patching
was beginning on 58°i Street next to the park, the swing set installation had
commenced at Cover Park, and public works staff would begin winterizing shelters
that week.
C. Other/CommIssion Liaison Reports: Councilmember Johnson reported that the City
Council discussed adding a portable toilet on the loop trail and would discuss further
at their 2022 goal setting meeting.
V. Visitor/Public Comment. None
VI. Public Hearings: None
VII. Old Business:
A. Swager Park Playwound Equipment Replacement: Chair Chirhart reported that the
Parks and Trails Commission conducted a walkthrough of Swager Park prior to the
meeting that evening and discussed focusing on equipment for the 6-13 age range
and adding benches. They discussed having a variety of equipment including sand
toys and musical equipment. Commissioner Hoeppner suggested it was a good idea
for Commissioners to look at other playgrounds. Assistant City Administrator Pinski
showed a video of a park in Eagan that was shared with her by Commissioner
Berres. No action was taken.

B. Brekke Park Train Equipment: Public Works Director Kegley reported that staff
would remove the train during the winter months and work on maintenance on it. He
said it would be very expensive to replace. Commissioner Berres asked whether the
train could be modified to add additional seating. Kegley said he would reach out to
the City Attorney to check on whether it could be modified. No action was taken.
X. New Business:
A. Summer Park Program Coordinator Position Replacement Process: Assistant City
Administrator Pinski reported that the City Council approved a timeline for the
replacement process. Commissioner Hoeppner suggested the Commissioners review
the job description. Pinski reported she would distribute the job advertisement and
job description with a deadline of December 15 for applicants. No action was taken.
XI. Informational:
A. Next Meeting: Monday, November 15 at 6:00 p.m. at City Hall
B. Upcoming Council Meeting: Tuesday, October 26 at 6:00 p.m. at City Hall
Commissioner Thoreson asked for an update on the King Plant Advisory Panel. Chair
Chirhart reported that the panel had received a lot of information through various
presentations, and the next meeting they would begin working in work groups to discuss site
concepts.
XII. Adjourn: Commissioner Hoeppner, seconded by Commissioner Berres, moved to adjourn at
6:56 p.m. Carried 4-0.

meetings have been changed to the week following the regularly scheduled
meeting date, due to legal holidays occurring on the regular meeting date.

October- November 2021 Staff posts and advertises position in the Stillwater Gazette and
announces on City's social media account and other
communication methods with deadline for application of
December 15, 2021,
December 2021 Parks and Trails Commission reviews applications during
worksession.
January 2022 Parks and Trails Commission conducts interviews and determines
top candidate for recommendation to the City Council.
February 2022 City Council considers the Parks and Trails Commission
recommendation and takes formal action to direct staff to make
offer and enter into contract with candidate.
March 2022 Parks and Trails Commission holds worksession with new
coordinator to discuss program goals and ideas.
June 2022 Season 14 of the Summer Park Program begins.
