The Parks and Trails Commission met in a worksession on December 20 to review the applications and took action at their regular meeting to invite both applications in for an interview on Monday, January 24 before their meeting. I have reached out to both applicants, and both are excited for the interview. Per the timeline, the Parks and Trails Commission will determine the top candidate for recommendation to the City Council in February. • Information on the Clty LMCIT Insurance Dividend is$22,508-- It is up from 2020's$8300(their chart data is a bit off)—See enclosed. • The City(via Eckberg-Lammers)has received the payment from the Tree Damages on Lookout Trail-$96,000. If the Trust's fune balance reaches a level where it's more than sufficient to pay claims and plan for contingencies, the Trust is able to return funds to its members. We undertake this evaluation every year based on losses experienced by members, actuarial projections, investment results, legislative and coverage changes, reinsurance costs, and the Trust's long-term strategic direction. What is the dividend formula? Dividends are calculated based on a formula that recognizes members with a longer history of coverage with the Trust and greater success in avoiding and controlling claims. Your share was determined based on the calculations shown on the enclosed information sheet. Is there any pattern or trend to the amount of dividend to expect in the future? Members should not include dividend returns in their yearly budget projections, because the amount will fluctuate from year to year. Roll call—Introductions—Sign-in The meeting was called to order by David Beaudet at 7:15 p.m. Present: Beaudet, Sierra Club; Buck Malick, St. Croix County and St. Croix Scenic Coalition; Jan Cuccia, Town of Troy; Jen Sorensen, MN DNR; Bill Palmquist, City of Afton; Lisa Yager, National Park Service; Matt Bauman, MN DNR; Grant Wilson, MN DNR; Dan Baumann, WI DNR; Julie Galonska, National Park Service; and Jennifer Pinski, Recorder. 2. Approval of Minutes of May 29, 2019 Malick, seconded by Cuccia, moved to approve the Minutes. Motion carried. 3. Meet the Lower St. Croix River Management Commission Members Grant Wilson, the current chair of the Management Commission, was present and thanked the Partnership Team for the invitation to be at the meeting. He said he was looking forward to the opportunity to learn about the Partnership Team. Beaudet reported that the Partnership Team had brought a few things to the Management Commission, such as the safe harbor colors and concerns with river wakes. Malick mentioned the homeowner's guide and best practices for cities. Malick said the Partnership Team not only reviewed land use decisions,but also compiled them to see if there was a pattern. Beaudet reported he put together a summary and sent it to the Management Commission. 4. Land Use Decision Reviews a. Hartman Pierce County,Lift: Beaudet provided his review, which is attached hereto and incorporated into the Minutes. He reported that the property owner requested a lift variance. He showed the map, topography, and report. Malick said he was surprised it was a variance and not a conditional use. Beaudet said it may had been as it was not identified in the file. b. Boles,Hudson, Home Addition: Beaudet provided his review, which is attached hereto and incorporated into the Minutes. He showed a map and said the review was not complete because it was a work in progress. c. Ritzer, Pierce County, Septic System: Beaudet provided his review, which is attached hereto and incorporated into the Minutes. He reported it was a permit for a septic system and not a home. He showed the map, survey and report. d. LandDevCo Hudson: Palmquist provided an oral report. He said the parcels were annexed by the City of Hudson from the Town of Troy and rezoned from agricultural residential to R1. He reported a plat was approved for 25 homes. Palmquist said he would need to revise his report because he did not have all the information. Beaudet showed pictures of a semi-demolished home adjacent to Birkmose Park in the City of Hudson. He said the City approved it as reconstruction. He reported he would get more information and provide a review. 5. Hudson Letter on Ashford Property, 1826 River Ridge Road Page 15 of 19 1 Beaudet showed a draft of a letter to the City of Hudson regarding a pool and home height that was approved with no variances applied for. Malick said the letter should note the pool was a structure and that was why it was not allowed. He also suggested some edits to simplify for readability. Beaudet said he would modify the letter and come back to the next meeting with it. 6. Partnership Team Elections Sorensen facilitated the election. Malick, seconded by Palmquist, moved to nominate Cuccia as Chairperson. Motion carried. Malick, seconded by Palmquist, moved to nominate Beaudet as Vice-Chairperson. Motion carried. Malick, seconded by Beaudet, moved to nominate Palmquist as Minnesota technical committee representative. Motion carried. Beaudet, seconded by Palmquist, moved to nominate Malick as Wisconsin technical committee representative. Motion carried. 7. General Riverway Announcements/Adjourn Galonska reported that the St. Croix enforcement group on the river was working on getting consistent information on slow and no wake zones. She said they were working on revisions of a brochure that was put together in 2001. She said they were also looking at signs and working out the language. Lift site was selected so it would rise at one slope angle from top to bottom and landings at the top and bottom only. The landing meets the Riverway size rules. Submitted August 16, 2017 and before the Zoning Board of Appeals on Sept. 17, 2017. Did the local government notify DNR in the proper time frame and include appropriate application materials? Information submitted to DNR. Did the local government hold a proper hearing (if required)? Yes. Did the local government document its decision with appropriate findings, etc.? Septic System was located below (to the west end of the property) where the new home would be built in the future. Did the DNR respond in the appropriate time frame? DNR did not submit any comments. What was the outcome? This is reasonable if the Home is to the east of the Septic system is to be located and no new subdivided land West of the field is required.
