2. The City has received some informal concept sketches related to the possible apartment building just west of Menards. Please see the enclosed—
we have not received an application at this time.The site is zoned OPEN SPACE and would require a rezoning to R-3 or B-4(Conditional Use)to
allow residential elements;as one can also anticipate 58th street access will be a key issue during any review.
COVID-19 Matters:
• This is the Governor's- PORTAL https://mn.gov/covidl9—Many documents/Exec. Orders can be found. Washington County has initiated a
County Dashboard containing more localized COVID-19 Impacts and rates LINK->>HERE.
Other Items:
• Police Activity Report—December 2021 from Chief Hansen
• The City is not eligible to LOG-IN to the Attorney General's website for OPTING-In or being part of the Memorandum of Agreements related to the
State opioid settlements.This LOG-IN appears locked to only allow cities over 10,000 and all counties.As an affirmative alternative,we have sent
a direct letter to Keith Ellison,Attorney General.See enclosed.
• The 2022 Pond Maintenance Agreements for the Autumn Hills storm pond have been updated and signed.
• BFD Call summary for 2021 —Various communities.
• The LMC will be hosting a local/regional meeting on Feb 11t, 2022 — Please see the enclosed summary and how to register. It will be held in
Oakdale.
• The Community Thread has supplied a summary of how they used the funds supplied to them from the recent ARPA act—See enclosed.
• In the event you have not heard, Ms.Collette Jurek has retired from Xcel Energy.She was a great partner for the City to secure some actions and
documents from Xcel as well as to enable discussions when issues arose—such as with tree cutting or other funding matters.She will be missed.
• City ice rinks have seen some initial floods—and PW is hiring rink attendants—please let Andy K or Jenni P.know if you know of anyone who may
be looking for a rink attendant gig and we can forward to them an application.

Subject: Police Activity Report December 2021
This overview report is the activity of the Oak Park Heights Police Department during the
month of December 2021. Officers responded to and generated 420 calls for service in the City
of Oak Park Heights during this month. Quick Breakdown for some of those calls for service
include: 105 medicals, 27 vehicle accidents, 1 fire related, 21 alarms, 8 disturbance/ disorderly
conducts, 26 traffic violations, 18 suspicious persons/vehicles, 4 mental health/suicide threats,
10 welfare checks.
This was a busy month for OPHPD with the holiday season in full swing. We participated in
several holiday community outreach events and wrapped up a lot of training towards the end
of the year too. We also had two major incidents that occurred over this past month. Officer
Schroeder was struck while inside his squad car up on hwy 36 at Stillwater Blvd while
checking the welfare of a pedestrian sitting on the cable wires in the median at 0230hrs. Driver
of the vehicle that hit him was suspected of DWI and will be charged for criminal vehicular
operation. The League of MN Cities Insurance Trust adjuster has inspected the damaged
squad and has deemed it a total loss. Replacement squad has been ordered.
Second event occurred at the Stillwater High School involving social media posts of possible
threats. During this event we investigated 5 separate social media posts along with on-site
activity of a vehicle causing loud noises similar to fireworks from his exhaust. Multiple
agencies involved for assistance as investigators were able to quickly dissect each post and
determine no credible threat was actually posted. It was a quick reminder just how fast social
media could cause a wild fire of reactions of consequences from such posts.
Tobacco and Alcohol compliance checks were conducted this month with only one failure to
report of Tobacco underage sale at the Speedway on 60th St.
I met with Postmaster at the OPH Postal Annex for quick meet and greet and tour for facility.
We also discussed security and mail theft trends in the area.
During this month we also had our Body Worn Camera Audit completed which is required by
MN State Law every two years by an outside vendor. Will be getting the final report in
January 2022 for presentation.

Community Outreach:
Officers from OPHPD and Washington County Sheriff's Office participated in the Shop
w/ Cop event on two separate evenings at the Wal*Mart store. We also wrapped up our Toys
for Tots campaign and two full squads were used to drop the new toys off at Karel 1. Officers
also assisted with the Holiday Hope event sponsored by Community Thread. OPHPD and
several other local police agencies participated with delivery of presents to community
members throughout Washington County. OPHPD delivered to the OPH residents this year.
Officers also participated at the Xmas giving event at Watermark church along with other
neighboring police agencies.
C ovid 19:
MN presumptive law for first responders ended on December 31St, pertaining to Covid
infection.
Training:
All officers participated in the annual POST required inclement weather/ night shoot at the
outside gun range. Officers also completed their Taser refresher and chemical irritant refresher
training.
Joe Croft attended cell phone forensic intro training in Cottage Grove. SRO Paradise
completed her Chemical Irritant instructor course refresher.
Officers were also given training on the new Body Worn Camera System which went live on
1/ l/ 22.
Calls for service highlights:
1. Officers responded to a crash at 58th/Krueger, female driver had to be extricated from
vehicle with hip injury
2. Officers dealt with another homeless person living in the woods behind Lowes on
Boutwell's property. He was eventually trespassed and arrested at Walmart.
3. Vehicle reported to having the rear window smashed out and a small purse stolen on
12/ 12/ 2021.
4. Motor vehicle theft from the McDonalds
5. OPHPD officer investigated a fraud case at Walmart involving a suspect loading 3 gift
cards for the amount of$500 each while using a stolen credit card.
6. Walgreens for a report of fraud case involving the purchase of over $500 in gift visa
cards.
7. DWI arrest at the carbones parking lot
8. Officers responded to the High School for social media posts of possible threat
concerns.

RE: Opioid Settlement
Dear Mr. Ellison:
The City Council for the City of Oak Park Heights does offer its support of the proposed
MOA/Settlements between participating States and the involved opioid manufacturers, including
the State of Minnesota.
We understand you are seeking support from Minnesota cities for such settlement agreements.
However, as we are a community of less than 10,000 it appears we cannot formally "log-in" to
the established process nor "opt-in" as direct party to such Memorandum of Agreements/
Settlements.
That said, the City Council does however wish to express its support for such action your Office
has taken and if the City is offered a similar ability to sign the MOA that it would promptly do
so. Please see the attached City Council Resolution 21-12-47.
In the interim, please let me know if you have any questions.

Dear Pond Property Owner;
Enclosed, find our 2022 pond maintenance proposal. You do not need to prepay; however, you may take
a 2% discount if your payment is received by March 1, 2022.
Our programs begin in mid-May. To avoid service delays, please submit your contract by March
1, 2022.
Contracts received after this date, mal, not he processed in time for first visit in mid-May.
Our proposal is for seasonal maintenance. The seasonal maintenaiwe program offers the most effective
method of control when dealing with higher nutrient bodies of water. Our professional staff inspects the
pond on an approximate two week cycle. Notification is left on site detailing pond condition and
application information.
Lake Management's field staff are experienced, licensed applicators and go through yearly training and
recertification. Only EPA and DNR allowed aquatic products are used. These products have been deemed
safe for humans, pets, fish and wildlife when properly used. There are no swimming restrictions.
Aquatic control products biodegrade very quickly,therefore,some plant growth,may occur between visits.
If requested, LMI will provide service between scheduled visits. An application/service fee may apply.

Over the past two years, with large gathering being limited, the League has been traveling around the state
meeting with city officials in small groups to provide important updates from the League LMC, hear what is
happening in cities across Minnesota and provide an opportunity for cities to get together.
LMC's Deputy Director, Luke Fischer and Learning Manager, Adriana Temali will be hosting a meeting with
the City of Oakdale to bring together a small group of city officials on Tuesday, February 1 from 3:00 PM—
4:00 PM. We'd like to invite you as the Administrator as well the Mayor or a Council Member for your city to
attend this gathering.
Generally,this meeting will:
• Be a small gathering of city staff and elected officials in your area.
• Contain informal updates from key LMC staff.
• Provide time to connect on current issues city officials are facing.

Dear Eric,
Per your request, this letter seeks to summarize how the $4,000 in American Recovery Plan Aid
funding benefitted Community Thread and the older and disabled adults who turned to us,
connecting people and enriching lives.
Over the course of the pandemic, our staff worked tirelessly to find new ways to engage older
adults who were quarantined at home and to recruit volunteers who were willing to support them.
The services provided by these volunteers included delivery of essential items including food,
prescription medication and paper products. Volunteers also furnished rides to errands and
medical appointments, and made check-in phone calls to reassure older and disabled adults that
our resources were available.
We also collaborated with other local organizations to meet community needs. For example, we
partnered with Stillwater Cares and Washington County Emergency Management to serve as a
drop off and pick up site for mask-making supplies and distribution. Our Volunteer Center
recruited volunteers to distribute meals in partnership with the Stillwater Area Public schools.
Overall, we directly served 120 members of the community, thanks to the efforts of 81
volunteers who donated 276 hours of service.
On behalf of those who rely on our programs and services, thank you for your city's support
during this time of crisis.

With the new year upon us, I wanted to send a special thank you for your engagement and
partnership throughout the past year. I hope the new year will be a season of warmth and happiness
in your community. We're committed to you and all the places we serve and we're grateful for the
opportunity to be a part of your community.
I will be retiring at the end of December after 45+years of employment with Xcel Energy. It has
been a pleasure assisting you over the years with any and all energy-related matters involving our

I also wanted to share some company-related news. Xcel Energy recently announced a new pilot
offering in Minnesota that will provide easy and affordable ways for building owners and landlords
to bring electric vehicle charging and access to their properties.This pilot will also support a carshare
project in the Twin Cities metro area that provides environmentally friendly mobility options for
residents of multifamily housing and surrounding communities. Under this pilot for eligible existing
and new construction multi-family buildings, Xcel Energy will provide the necessary EV infrastructure
and offer charging options that meet the building's and tenants' charging needs. Services include
design, construction and ongoing maintenance of infrastructure (transformer upgrade, new meter,
necessary wiring), advisory services and the option to pay a low monthly fee for Xcel Energy-
provided charging equipment. Building owners and landlords can also purchase and install their own
charging equipment. This pilot will also support the installation of 50 electric vehicles at 25
multifamily sites as part of a wide-ranging partnership with HOURCAR,The U.S. Department of
Energy,The American Lung Association and East Metro Strong.These sites will increase accessibility
to clean mobility options for income-qualified multifamily communities by providing electric vehicle
car sharing options.
This new pilot is part of Xcel Energy's EV vision to power 1.5 million EVs on the road in the states we
serve by 2030. As Xcel Energy increases the amount of renewable and carbon-free energy on its
system, customers are increasingly charging with cleaner, reliable, and more affordable energy,
allowing people to charge EVs at home for less than the equivalent of$1 per gallon of gas at off peak
times. It also complements Xcel Energy's vision to deliver 100%carbon-free electricity to customers
by 2050.The company's transition to more electric cars, trucks and buses will help keep bills low for
all customers, including those who don't drive an EV.

Over the past month, Barbara and I have been meeting one-on-one with EMWREP partners to
discuss education strategies, target audiences, and priority activities for 2022. Based on this input,
we've created a draft education plan to share with the EMWREP steering committee at our upcoming
meeting on Wed., Jan. 19. A short summary is included below. More details will be shared and

Welcome to new partners!
Lower 51 Cox This year, four organizations from the Lower St. Croix Partnership will
also be joining EMWREP: Chisago SWCD, Chisago LID, Isanti SWCD,
and Isanti County.
The Lower St. Croix Watershed Partnership (www.lsc1w1p.org) was
developed as an outcome of the statewide "One Watershed, One Plan"
process. Currently, 16 local governmental organizations in Anoka,
Chisago, Isanti, Pine and Washington Counties are working together to
implement a 10-year comprehensive watershed management plan. The
State of Minnesota is providing grant funding through its Watershed
Based Implementation Funds (WBIF) to support this work.

Last year, Barbara Heitkamp was hired to provide education support for both the Lower St. Croix
Partnership and EMWREP. Lower St. Croix Partners are also working with University of Minnesota to
hire an embedded Extension Agronomy Educator, who is expected to start this month. WBIF grant-
funded education for the Lower St. Croix Partnership will focus on agronomy outreach to implement
conservation practices in priority locations; building relationships with lake associations and shoreline
landowners to promote stewardship of riparian properties; and education support for local
communities to encourage adoption of enhanced stormwater management and shoreline protection
ordinances.
Bringing Chisago and Isanti County partners into the EMWREP partnership will allow us to provide
additional education support in the northern watershed, including public education, media and
communications, and support for partner-led efforts.
Natural Environment Lakes
Check out this beautiful new video, created by Barbara Heitkamp, in partnership with Isanti SWCD, to
highlight the unique characteristics of "natural environment" lakes in Minnesota. The natural
environment lake type includes smaller (less than 150 acres), shallower (less than 15 ft) lakes with
limited recreation and development potential. There are hundreds of these lakes in Minnesota, and
growing development pressure means extra protections and education are needed to help preserve
their ecosystem health. The video features drone footage captured in Oxford Township this fall.

"The St. Croix River is a rare example of a complete and intact river ecosystem," explains Marian
