1. No new applications have been received.The Planning Commission meeting slated for 2/10/22 has been cancelled due to a general lack of business.
2. The developers of the proposed apartment building–west of Menards–is intending to hold a NEIGHBORHOOD MEETING–we speculate in an
attempt to gauge some neighborhood feedback about their proposal-but prior to their actual submission to the Clty.They did inquire about the use
of the Clty Hall on Jan 31 St–which was approved–however it is not a"CITY"meeting per-se.We expect them to send a letter to nearby residents
–including those in Autumn Ridge
3. Park Dental did receive approval from the City for the demolition of the three building at its site next to the Aldi Bldg and the construction of a new
dental office.They have made some proposed revisions to their pond/building footprint which will result in a loss of parking and will require some
further staff review–thus we are unsure when they may start demolition/construction. The approved and proposed drawings are enclosed, but
overall,it should not be a significant issue in the big scheme of things.
COVID-19 Matters:
• This is the Governor's- PORTAL https://mn.gov/covidl9–Many documents/Exec. Orders can be found. Washington County has initiated a
County Dashboard containing more localized COVID-19 Impacts and rates LINK->>HERE.
Other Items:
• The SENATE BONDING TOUR did attend the City's event at City Hall–listening to the funding request for utility extensions to the King Plant Site.
We will have to wait and see what the next steps are as the 2022 Legislative Session unfolds. On a related note: Rep.Shelly Chritensen will not
be seeking re-election in fall 2022.Pic is of the Council and Senate
Bonding Tour Members.
• The City did have a DOG BITE – "Potentially Dangerous Dog"
Finding–please see the enclosed letter from Chief Hansen.
• Various Chmaber of Comemrce–Event Schedule.
• EMWREP Steering Committee Annual Meeting -Summary of
Activioties for 2021. Please recall thatthis work and partnmership
checks a lot of boxes forthe City in is MS4 stormwater requirments "
wfor which we could not acomplish for the$750+/-the Clty pays
annually.
• The City has received a response four A.G. Ellison's Office
indicating that their office will accept the City's submission of its
SIGN ON to the opioid settlements;this hwoever does not mean
any funds will be directed to the City–similar to larger cities or
councties. Recall, the website did not allow an on-line
submission.The signed agreements will be forwarded.
• Enclosed is a listing of the 4th Quarter OPEN AND CLOSED TAX PETITIONS–with firms disputing their valuations.In total,these OPEN valuations
exceed$151,000,000.The closed 4th quarter petitions in 2021 did not appear to result in a loss of value to the City and a corresponding tax revene
loss for 2022.

This letter with enclosed copy of ordinance 601 and MSS 347.50 is in response to the conduct
of a dog owned by you. This dog is described Pitbull/Lab/Pointer mix named Blue
On 01/11/2022 the Oak Park Heights Police Department responded to the Raymie Johnson
Estates Apartment complex for a dog bite report. The complainant advised your dog Blue had
escaped your apt and proceeded to run loose in the apt hallway. Blue proceeded to attack the
complainant's dog and bit the back of the other dog's neck causing one puncture wound. You
advised officers that Blue usually has a muzzle on and you were taking out the trash at the
time of the incident.
Note: this is the 3'police reported incident involving your dog Blue within the past 8 months.
-12/02/2021 Blue reportedly attacked the same complainant's dog in the apt elevator.
-05/05/2021 Blue was acting aggressive and jumped up onto a female resident walking in the
hallway at the time causingpunctured/torn clothing.
For the safety of the residents and visitors of Oak Park Heights I have determined your dog
BLUE to be declared as a Potentially Dangerous Dog and impose all the corresponding
requirements due upon you as the owner of such dog. I have enclosed a copy of the city
ordinance requiring you to remove the dog from the city-601.14. Failure to remove the dog
may result in the dog being seized and all subsequent costs to be paid by you.
As allowed in the city ordinance 601 may you seek relief after removing the dog for 10-day
quarantine period and by meeting established standards and submitting an application with
the city administrator.
Copy of this letter also sent to Raymie Johnson Estates Management.

SCOTUS Issues Vaccine Mandate Decisions
On Thursday, the Supreme Court acted on two vaccine mandate cases. Justices blocked the
Occupational Safety and Health Administration's (OSHA) emergency rule from going into effect
temporarily, which requires those who work for employers with 100 or more employees to be
vaccinated.. The Court allowed an interim final rule requiring health care facilities that receive
Medicare and Medicaid funding to ensure their staff are vaccinated against COVID-19.
