Enclosed is the Lower St. Croix Valle Watershed District (formerl known as Valle Branch
Watershed District permit for y our pro Please note the followin conditions imposed b the
Mana which are also listed on the back of the permit.
1. Erosion controls shall be installed prior to the commencement of operations and be
maintained throu the construction period until turf is established. Additional erosion
controls ma be re as determined b the LSCVWD En or Inspector durin
construction.
2. Disturbed areas should be seeded and mulched within 14 da of final g radin g .
3. Riprap sizin calculations should be submitted that show the riprap is lar enou to
handle dischar up to the 100- critical storm event.
4. The detail of the proposed concrete flumes shall be revised to show the tn oreotextile filter
material ke into the g round. The riprap should not be g routed.
5. A maintenance a which addresses pond maintenance, sweepin sediment removal
and disposal, etc., shall be submitted.
6. The LSCVWD En and/or Inspector shall be notified at least three da prior to
commencement of work to schedule an inspection of the project's erosion controls. The
erosion controls must be in place and properl installed before g radin g ma commence.
7. Draina easements shall be g ranted to the Cit of Oak Park Hei which cover land
adjacent to the pondin area up to its 100- flood elevation and which cover all ditches
and storm sewers. Access easements to these draina easements shall also be g ranted to
Oak Park Hei The Cit of Oak Park Hei shall be responsible for all maintenance
within draina easements. The 100- flood elevation for the stormwater pond on the
site is Elevation 940.3 feet.
8. The minimum buildin elevations for all buildable lots in the development shall be recorded
in a Declaration of Covenants and Restrictions or on the final plat. The minimum buildin
elevation for the lot is Elevation 942.3 feet.
9. The deed shall state existence of draina easements and wetlands were applicable.
10. This permit is not transferable.
11. This permit is subject to obtainin all other permits re b g overnmental a
havin Jurisdiction (includin N`PDES Permit). 1
12. The applicant is responsible for removal of all erosion control measures includin silt fence
and ha bales upon establishment of permanent ve at the pro site as determined
b the LSCVWD En or Inspector.

13. The applicant should attempt to include as man of the followin as possible, into the site
desi and construction:
a. Provide onl the minimum number of parkin stalls.
b. Store plowed snow in pervious areas.
c. Re the contractor to loosen soils to a depth of 24 inches to a maximum
compaction of 85% standard proctor densit prior to plantin and add compost to the
s oil 'I durin the loosenin efforts.

d. Re the contractor to till the upper 10 inches of soil prior to plantin
e. Reduce the len of parkin stalls from 20 feel to 18 feet (a cit ordinance).
f. Propose 30% of the parkin stalls for compact vehicles and makin those stalls
smaller.
g . Use infiltration islands at the parkin lot (depressin the island between, the.
buildin instead of raisin it).
h. Direct rooftop runoff to pervious areas.
I. Plant trees that will canop over the impervious surfaces.
j . Plant deep-rooted trees,- shrubs, wildflowers, and O-•.-_,.sses.
k. Grade the parkin lots to sheet flow to ve -filter strips.
14. The pond outlet shall be modified to maintain the existin 2-, 10-, and 100- peak
dischar leavin the site. This can be done b chan the outlet to a 15-inch diameter
pipe with a 4-inch diameter orifice at the bottom of a plate that is 0.9 feet hi The
emer overflow shall be raised to Elevation 940.3 feet.
