Box 64446 St. Paul, Minnesota 55164 August 8, 1984 TO: ALL CITY FINANCE OFFICERS RE: 1985 LOCAL GOVERNMENT AID NOTICE The 1985 local government aid that has been determined for your city is shown on the enclosed notice. The first of the six monthly installments of this aid will be paid on July 15, 1985. The enclosed notice also lists a number of factors that pertain to your city which were used in determining your city's local government aid. The following is an explanation of these factors: 1. 1984 LOCAL REVENUE BASE: This is the amount of your city's final 1984 local revenue base used in the calculation of your city's 1984 local govern- ment aid. 2. IPD INFLATION ADJUSTED LOCAL REVENUE BASE: This is your city's 1984 local revenue base increased by the percentage increase in the implicit price deflator for state and local government for the twelve month period ending June 30, 1984. The percentage increase in the implicit price deflator for this period was 6.4 percent. 3. LAST YEAR'S POPULATION ESTIMATE: If your city is located in the seven county metropolitan area, this is the 1983 population estimate determined by the Metropolitan Council. If your city is located outside of the metro- politan area, this is the 1982 population estimate determined by the State Demographer's Office. 4. CURRENT POPULATION ESTIMATE: If your city is located in the seven county metropolitan area, this is the 1984 population estimate determined by the Metropolitan Council. If your city is located outside of the metro- politan area, this is the 1983 population estimate determined by the State Demographer's Office. The 1984 State Demographer estimates will not be developed until 1985. 5. RATIO OF CHANGE FROM LAST YEAR'S TO CURRENT POPULATION ESTIMATE: This is the difference between the 1984 population estimate and the 1983 popula- tion estimate, divided by the 1983 population estimate. LAST YEAR'S HOUSEHOLD ESTIMATE: If your city is located in the seven county metropolitan area, this is the 1983 household estimate determined by the Metropolitan Council. If your city is located outside of the seven county metropolitan area, this is the 1982 household estimate determined by the State Demographer's Office. 7. CURRENT HOUSEHOLD ESTIMATE: If your city is located in the seven county metropolitan area, this is the 1984 household estimate determined by the Metropolitan Council. If your city is located outside of the seven county metropolitan area, this is the 1983 household estimate determined by the State Demographer's Office. The 1984 State Demographer estimates will not be developed until 1985. 8. RATIO OF CHANGE FROM LAST YEAR'S TO CURRENT HOUSEHOLD ESTIMATE: This is the difference between the 1984 household estimate and the 1983 household estimate, divided by the 1983 household estimate. 9. GRO11TH FACTOR: This is the greater of the ratio of change in population or the ratio of change in households. If both the population and household estimates decreased from last year to the current year, the growth factor adjustment is zero. 10. FINAL 1985 LOCAL REVENUE BASE: This is your city's IPD inflation adjusted local revenue base increased by your city's growth factor, if greater than zero. 11. 1983 ADJUSTED ASSESSED VALUE: This is your city's taxable value for assess- ment year 1983 after adjustment for the assessor's level of assessment. The assessor's level of assessment is determined by the Property Equalization Division of the Department of Revenue. 12. 10 MILLS TIMES ADJUSTED ASSESSED VALUE: This is your city's 1983 adjusted assessed value multiplied by .010. 13. PRELIMINARY 1985 LOCAL GOVERNMENT AID: This is your city's final 1985 local revenue base minus the product of 10 mills times your city's 1983 adjusted assessed value. 14. MAXIMUM AID: This is the maximum amount of aid that your city can receive in 1985. It is equal to 106 percent of your city's 1984 local government aid. 15. MINIMUM AID: This is the minimum amount of aid your city can receive in 1985. It is equal to your city's 1984 local government aid. 16. 1985 LOCAL GOVERNMENT AID: This is the actual amount of aid that your city will receive in 1985 under the local government aid formula. It cannot be less than your city's minimum aid nor greater than your city's maximum aid. n To: All City Finance Officers Re: 1985 Local Government Aid Notice Page 3 August 8, 1984 Minnesota Statutes 1982, Section 477A.014 provides that a governmental unit may object to the amount of aid that the Department of Revenue has determined for it. No objection may be raised later than 60 days after receipt of this notice. Such objection should be addressed to Wallace 0.
