Another neighbor, anita McGinnis, said she too had oblems with traffic overflow that iy, and witnessed many drivers rning around in the private apartment lot, making it unsafe for children living there. Brian Jones, who also lives in the vicinity, suggested lowering the speed limit along 58th to 10 or 15 miles per hour, but was told by City Attorney Mark Vierling that the state's rules do not allow cities to arbitrarily set speed limits below 30 mph unless extensive state studi are done. City officials agreed to ask for ore communication from B & B owner Chuck Dougherty if the site is on next year's tour. The council has been regularly tabling the im- provement hearing since May in ,hopes of reaching consensus with School board -- adjacent land owners and devel- opers about whether the street should be a two-lane or four -lane roadway, among other issues. Council Member Dick Seggelke pointed out Monday that the pro- ject may only be tabled until November -- six months from the original hearing date -- without re - notifying all adjoining property owners and setting a new hearing date. "The land owner has several signed agreements with developers and he is looking for completion of 58th Street sometime this next spring," commented Mayor Barb O'Neal. She suggested holding a workshop "to bring all the key players in this area together." The council agreed to table the project until its Oct. 24 meet- ing, and to notify potential devel- opers of the timelines involved. Also on Monday, {he council: o (, e • Voted to hire Brian DeRosier as part time police offi- cer, at Police Chief Lindy Swan - son's request. According to O'Neal, funds are already budgeted for the position; • Agreed on an appointment process for city commissions which involves advertising and discussing the openings at city council meetings, and publishing notices in all newspapers to solicit applications; • Heard that 80 applications have been received to date for the city administrator position which will be filled at the end of 1994 when LaVonne Wilson retires; • Set a workshop for discus- sion of Minnesota Department of Transportation (MnDOT) noise barriers for 6 p.m. Monday, Oct. 24, prior to the regular council meeting; c�-
