Dear Mr . Dougherty:
Kindly be advised that there are to be no occupants at the
above-referenced Bed and Breakfast .
On August 11 , 1993, Gary Topp and I met with you to do a
plumbing inspection at the above-referenced Bed and Breakfast .
As you are aware the plumbing inspection did not pass. After the
August 11th inspection, Gary faxed you his correction notice to
enable you to proceed immediately in addressing the necessary
corrections. At the time of the inspection, I advised you that
there were still a number of violations needing to be addressed
by yourself, before a Certificate of Occupancy could be issued .
On Friday, August 27, 1993, I stopped at the Bed and
Breakfast and personally notified your manager that there were to
be no occupants at the Bed and Breakfast until a Certificate of
Occupancy was issued , as well as Bed and Breakfast licensing
obtained from Washington County.
To date, no Certificate of Occupancy has been issued to you
for your Bed and Breakfast ; nor , has a Bed and Breakfast license
been issued to you by Washington County. Consequently, earlier
today, I stopped by the Bed and Breakfast and informed you
manager personally that there are to be no occupants at the Bed
and Breakfast until a Certificate of Occupancy and a Bed and
Breakfast license from Washington County have been issued .
In order for the Bed and Breakfast to have occupancy, the
following conditions must be met :
1 ) . All corrections on the August 4, 1993 notice must have been
made, inspected and approved by me;

2) . All corrections on the August 13, 1993 letter from Gary
Topp , Minnesota Department of Health Plumbing Inspector ,
must have been made, inspected and approved by him;
3) . You must obtain a license from Washington County Department
of Health for your Bed and Breakfast ; and
4) . Per Ordinance 401 .07(h ) , no parking space shall be located
in the front yard area of the property. At this time, you
are in violation of this Ordinance. A variance must be
obtained .
It is your responsibility to ensure that all requirements
are met in order to receive a Certificate of Occupancy from the
City of Oak Park Heights, as well as Bed and Breakfast licensing
from Washington County.
It is your responsibility to request any inspection required
for compliance with the items set forth above. Any needed
inspection or reinspection must be requested and addressed to the
inspector which handles the type of inspection being requested by
yourself,
Until these items have been met , you are in direct violation
of Washington County' s Food Protection and Lighting Ordinances
and the Uniform Building Code.
