COVID-19 Matters:
• This is the Governor's- PORTAL https://mn.gov/covidl9— Many documents/ Exec. Orders can be found. Washington County has initiated a
County Dashboard containing more localized COVID-19 Impacts and rates LINK-»HERE.
Other Items:
• Ann Lenczewski from Lockridge-Grindal will be available for the Council's 3/22 meeting for an update on the City's Legislative
matters—She may need to attend via ZOOM depending on her responsibilities at the Capitol.
• The LMC Annual Conference is in Duluth,please see:

• Staff met with Washington County Hazardous Waste staff to discuss our annual licensure and disposal needs. We hope to streamline
that annual license renewal and how the City is required to label certain items. Also,the City pays three(3)fees associated with this
hazz. waste disposal—being the CEC fee on City dumpsters,Annual Hazardous Waste Permit and additional Drop off fees. These—
in total amount to less than$1,000+/-but each take paperwork and seems to be duplicative .... More to come in 2022...
• The City saw a 3.5%decrease in total BFD calls for year-end 2021.Earlier data was a bit incomplete. Similarly the City uses call run
data to send out billings-due to high responses by the BFD-to Boutwell's and Nolde developments.For 2021,Boutwell's owes
the City less than$2,000 and Nolde does not owe the City any additional funds.In both cases,call volumes were minimal compared
to previous years.

limited in scope to share brief updates and information among
City Departments,City Consultants and Elected Officials
regarding various topics.
FIRST AMENDMENT TO THE
PREDEVELOPMENT FINANCE FUND GRANT AGREEMENT
BETWEEN THE WASHINGTON COUNTY COMMUNITY DEVELOPMENT AGENCY
AND THE CITY OF OAK PARK HEIGHTS
THIS FIRST AMENDMENT TO THE PREDEVELOPMENT FINANCE FUND GRANT AGREEMENT(the
"Amendment") is entered into as of the 24th day of February 2022, by and between the Washington County
Community Development Agency(the"Agency"),and the City of Oak Park Heights,Minnesota(the"Grantee").
RECITALS
WHEREAS,Agency and Grantee wish to amend the"Predevelopment Finance Fund Grant Agreement",as
approved by the City of Oak Park Heights on February 251,2020(the"Agreement")which governs the investment
of Predevelopment Finance Fund dollars to assist with the planning of the Allen S.King Plant;and

WHEREAS, Section 1.04 of the Agreement identifies that"The Project shall be completed in a timely manner and
all Grant funds will be expended no later than December 31,2021";and
WHEREAS, Due to the conditions resulting from the pandemic caused by COVID-19,the Allen S,King Plant Plan
will not be complete until the second half of 2022.
THEREFORE,it is hereby agreed:
I Section 1.04 of the Agreement"Grant Term"is deleted in its entirety and replaced with the following:
The Project shall be completed in a timely manner and all Grant funds will be expended no later than
December 31,2022(the"End Date").
2. All other terms and conditions of the Agreement,unless specifically amended herein,remain in full force
and effect,
IN WITNESS WHEREOF,the undersigned have executed this First Amendment to the Predevelopment Finance Fund
Agreement between the Washington County Community Development Agency and the City of Oak Park Heights as
of the date first above written.

New Southern Cities Economic Inclusion
Initiative
The initiative is using a new approach to meet cities where they are based on their program
goals and capacity constraints by providing them with technical assistance and leadership
support through two interconnected peer groups—one cohort will focus on implementation and
the other on leadership development. On February 23rd NLC will share which 16 cities were
selected for the project through a public press announcement.
