G-di JUL 2 51991 lij CITY OF OAK PARK HEIGHTS Mr. Steve Chaves CFI Trucking Suite 1 1601 Industrial Street Hudson, Wisconsin 54016 Dear Mr. Chaves: RE: Petroleum Tank Release Site Closure Site: CFI Trucking, 15597 North 59th Street, Oak Park Heights Site ID#: LEAK00003966 The Minnesota Pollution Control Agency (MPCA) staff has determined that the cleanup performed in response to the petroleum tank release at the site referenced above has adequately addressed the petroleum contamination, and therefore the file regarding this release will be closed. On April 26, 1991, a petroleum tank release was reported to the MPCA. Since then, the following corrective actions have been taken in response to the release: - One 10,000 gallon underground storage tank previously containing fuel oil was removed. - Approximately 10 cubic yards of petroleum contaminated soils were excavated and thermal treated at Clean Soils Incorporated. - Soil excavation extended down 6 to 8 feet below grade. Soil vapor headspace ` analysis for hydrocarbons utilizing a photoionization detector indicated low levels ranging from 1 to 3 parts per million (ppm) at 8 to 8.5 feet. Chemical analyses of two soil samples taken from each end of the excavation basin detected 0.42 to less than 0.06 ppm total hydrocarbons as fuel oil. Analysis for benzene, ethyl benzene, toluene, xylene compounds indicated levels of less than 0.002 ppm. The water table is at 8 feet and appears to not be affected by the release. Excavation was limited to the north end by an existing building. Based on available data, the low levels of petroleum contaminated soil that remain in these isolated areas of the site do not pose a threat to public health or the environment. Therefore, MPCA staff does not intend to require any more investigation or, cleanup work in response to this release. However, the MPCA reserves the right to reopen this file and require additional work if in the futuremore*work is determined to be necessary, and this letter does not release any,party. from liability for this contamination. Because you performed the requested work, the state may reimburse you for a major portion of your costs. The Petroleum Tank Release Cleanup Act establishes a fund which in certain circumstances provides partial reimbursement for petroleum tank release cleanup costs. This fund is administered by the Petroleum Tank Release Compensation Board (Petro Board). More specific eligibility rules are available from the Petro Board (612/297-4017). Please provide the following items when they are available: Please forward a copy of the signed thermal application to Clean Soils Incorporated as well as the subsequent post burn analyses.
