No new applications have yet been received for the April Planning Commission meeting date. 2. City Staff did meet with representatives from J K&K who own the 3+/-acre site at the SW corner of Oakgreen and 58th street.There is the old home on the property.They did provide an early concept plan for discussion purposes that showed two three story apartment buildings with a total of 32 units+/. Beyond the challenging access issues... this site is zoned Open Space and guided for LOW DENSITY residential—so this proposal would need a rezoning and significant change to the City's COMP PLAN. I think they understood the zoning hurdles with this type of concept and are likely going to go back to the drawing board.No application was submitted. (Similarly—the City has not received a submitted application for the apartment complex discussed for the site to the west of Menards) LED Traditional fixture COVID-19 Matters: • This is the Governor's-PORTAL https://mn.gov/covid19—Many documents/Exec. Orders can be found. Washington County has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK->>HERE. Other Items: • Council Member Dougherty provdied an update from the Convention and Visitor's Bureau discussig some orgainzational changes. See enclosed. j • The City did open its bids for the water meter change-out project—The Clty received one bid for$675,971.00.Staff will be reviewing relative to the estimate,budget and funding sources.We expect to have this before the City a Council on April 12th • Xcel Enery will be changing out their street lights—with LED... Some areas have already been completed.The City may see a small savings on its lease r charges for these lights.There is no side glass and is dark sky comlpiant. • Considering the propularity of our trails and being surethey are safe and passable...,trucks like the—WRIGHT TREE SERVICE-are required to get City permission in the form of a Right of Way permit park and block City Trails.No such permit was secured and no safety area was established.The operating crew was advised of the matter and comitted to ensure they secure the necessary permits.This is on Oakgreen Ave—looking North. nw ry • To the best of our Staff knowledge, MNDOT has been supplied with all the documents requested for the Norell Ave.project.We now await their signtures and seek to issue an award to Eureka Construction on or before 4/5/22 Mayor McComber Provided 1. NLC Updates for March 13th,2022 "Weekly Notes"is an internal/inter-departmental memo limited in scope to share brief updates and information among City Departments,City Consultants and Elected Officials regarding various topics. 1 of 9 I 1 March 5, 2022 To: Mayor and City Council From: Convention and Visitors Bureau Board (CVB) President, Chuck Dougherty Re: One year plan After 10 years of contracting with the Stillwater and Oak Park Heights Convention and Visitors Bureau, as our Marketing Director, Christie Rosckes, owner of Fresh Avenue Marketing, chose not be renewing her contract. Her last day was be February 28, 2022. On behalf of the Board of Directors, we would like to thank Christie for her service and her dedication to our organization. The Board of Directors is very excited to take this opportunity to re-assess the organization. During this process we have contracted with the Greater Stillwater Chamber of Commerce (Chamber) to handle the day-to-day business operations of the CVB for the rest of this year. In addition, we have hired the Peachiie Marketing Firm, a local business, to manage the social media accounts. This is an interim decision and will continued to be assessed by the Board as we look at different business models for our CVB for the future. The Chamber has been a valued partner and can assist with the infrastructure, systems, processes, and operations to continue to build a solid foundation for the CVB organization which has grown tremendously over the years. Peachiie Marketing Firm is locally owned and operated and are ready to hit the ground running. Having a local firm was extremely important to the Board. The plan is to spend the rest of the year looking at the organization and looking at how other CVB' s operate and arrive at a plan that will be best suited for Stillwater & Oak Park Heights. A subcommittee is right now reaching out to other CVB' s and the MNCVB to talk and get ideas. Once we have enough information, we will be hiring a consultant/ facilitator to help pull together all our thoughts and ideas and put together a comprehensive plan. 1 2 of 9 r I I There are no plans for combining the two organizations. The CVB will maintain Its own Board of Directors, its budget, and will comply with Minnesota state law. As part of this process, we may determine some shared services that will avoid duplication of efforts, save money and make good business sense. We have seen a major increase in tourism in the past few years with our wonderful lodging, restaurants, bars, attractions, services and shops; and we will continue to be an ever-growing destination for visitors. The CVB Board is looking forward to taking this step to update the organization to best serve our community. Most common question about this fixture is "where is the glass?" Sides are open by design to eliminate glare and is dark sky friendly. Our contractor will install LED replacements for Xcel Energy-owned Traditional streetlights installed under Standard Service rate. Xcel Energy will pay all costs associated with the retrofits, including removal and salvage of old lights and installation of new LED fixtures.There are no costs to the customer for lights on eligible rate. For Cities who have Traditional streetlights installed under Pre-Pay Option (Group 5) rate where entire project cost was paid upfront, lower monthly rate, and maintenance is for 25 years,there is the option to convert to LED at a cost of $600.00 per fixture.This includes the cost of the fixture and labor. Eligible Xcel Energy-owned post-top Traditional streetlights will be retrofitted with new LED lights this year. Q. How will the new LED rate compare to current rates? i 4 of 9 A. City could save up to 4 percent per light on their overall average monthly street light bill. Q. What is the wattage of the LED Traditional fixture being installed? A. 30-40W LED Q. What are the lumens and CCT of the LED Traditional fixture being installed? A. 3,500 Lumens and 3,000K Q. Will there be an up-front charge? A. No.There will be no up-front charge to customers with Traditional style lights installed under eligible rate. Q. Are the new lights as bright as the old lights? A.Yes.The light output(lumens) of the new LEDs is equivalent to that of the old HPS lights.
