No new applications have been received for the April Planning Commission meeting date. 2. Please see the CODE ENFORCEMENT letter related to a home on Paris Ave.-piles of junk 3. The City has received word from MNDOT-indicating that they have approved the Cooperative Construction Agreement for the Norell Ave. Project-Accordingly the City has issued the award to EUREKA Construction for the project.The next steps are to coordinate a pre-construction meeting and look forward to commencing construction. Please see the award letter from Lee Mann. 4. Senjem Prepared by: Carlon Doyle Fontaine, Senate Counsel (651/296-4395) Date: March 31, 2022 Section 1 (S.F. 4119, Senjem) adds $5,000,000 per year in 2023 and 2024 to the current allocations to total $10,000,000 for each of those years, and then allocates $10,000,000 in 2025 to add an additional year of funding for the solar energy production incentive program (known as Solar Rewards). Sections 2 and 19 (S.F. 4269, Senjem) modifies due dates for reports on utility customer disconnections under the cold weather rule and the telecommunications access report. Section 3 (S.F. 225,Kiffineyer) abolishes the prohibition that the Public Utilities Commission may not issue a certificate of need for the construction of a new nuclear-powered electric generating plant. Sections 4 to 12 (S.F. 4262, Senjem) provides a process for the issuance of a financing order by the Public Utilities Commission to enable a natural gas utility to recover extraordinary event costs through the issuance of extraordinary event bonds. Section 13 (S.F. 3225, Senjem) increases the acquisition cost limit that require Public Utilities Commission approval from $100,000 to $2,000,000. Section 14 (S.F. 4089, Senjem) specifies that$8,000,000 will be withheld in 2024 from transfer to the renewable development account by Xcel Energy for the solar for schools program. Sections 15 to 17 (S.F. 3060,Weber) adds farmland to the definition of"qualifying commercial real property" for purposes of the commercial PACE loan program. Reflects that"land and water improvements" are included in the program. Requires notice and written consent from the mortgage lender prior to financing improvements or imposing any assessment on qualifying commercial real property. Section 18 (S.F. 3661, Benson) sets forth a state carbon capture policy. 5of19 Section 20 (S.F. 2185,Kiffineyer)prohibits political subdivisions from banning or preventing a utility from connecting or supplying natural gas or propane to a building or utility customer. Section 21 (S.F. 4163,Mathews) requires the commissioner of commerce to conduct an advanced nuclear study. Section 22 (S.F. 2156,Housley)requires Xcel Energy to provide a plan and detailed timeline to decommission and demolish the Allen S. King power plant located in Oak Park Heights. The plant is currently scheduled for retirement in 2028. Section 23 (Appropriations) appropriates money for the following purposes: • Advanced nuclear study ($150,000, general fund in FY23) (S.F. 4163, Mathews) • Solar for schools ($4,150,000, general fund in FY23, $5,700,000, general fund in FY24) (S.F. 4089, Senjem) • Granite Falls hydroelectric generating facility ($2,290,000 from the Renewable Development Account in FY23) (S.F. 3508,Dahms) Section 24 (S.F. 3023, Senjem) repeals the sunset of recovery of gas utility infrastructure costs. 2 6of19 CITY OF OAK PARK HEIGHTS POLICE DEPARTMENT 14168 Oak Park Blvd. N., Oak Park Heights, MN 55082 April 1 st, 2022 To: Mayor and Council From: Chief of Police, Steve Hansen Subject: Police Activity Report March 2022 This overview report is the activity of the Oak Park Heights Police Department during the month of March 2022. Officers responded to and generated 372 calls for service in the City of Oak Park Heights during this month. Quick Breakdown for some of those calls for service include: 71 medicals, 1 fire related, 9 thefts from businesses, 14 vehicle accidents, 19 alarms, 8 disturbance/disorderly conducts, 57 traffic violations, 7 suspicious persons/vehicles, 11 mental health/suicide threats, 13 welfare checks. With the arrival of Spring and improved weather conditions there will be increased traffic enforcement details this spring/summer through the TZD/Safe n Sober grant initiatives. Also, the MN State Patrol has announced their HEAT program and we plan to participate with them throughout the summer when they are scheduled out on hwy 36 too. With the warmer weather we hope to get the speed trailer back out onto residential streets as well. On March 18`h, I met with the new OPH Prison Warden William Bolin and the Associate Warden Chris Pawelk. I assisted as part of their interview panel for the captain position they have open. Warden Bolin is hoping to stop by a council meeting in April to introduce himself and I will help coordinate that. Officer Schroeder administered and completed the annual fit test for gas masks and N95 respirators for all officers. We received the final audit report for our Body Worn Cameras and have updated our BWC policy. This report will be presented to Council in April. Community Outreach: Staff met with the Stillwater Area High School Facilities director and discussed upcoming Special Olympics event. Additionally, we are starting to plan for summer events and requests for presentations. 7of19 Training: k All Officers completed another joint training session with Bayport Police this month and covered topics less lethal Pepperball launchers along with chemical irritant. Lakeview EMS also did the annual refresher for NARCAN use by first responders to overdosed patients. Officers Wynia and Schroeder attended POST required pursuit/evoc driving school at Dakota County Technical College. n� Calls for service highlights: This is a sample of some of the cases we responded to and investigated. 1. Officers arrested a 65 you female at 1St State Bank that was involved in a large fraud scheme of transferring/withdrawing over$300,000 using another's identity. Investigators learned she is involved in incidents all over the country and are working with the BCA and Federal agents. 2. Investigators executed two warrants on a suspect in OPH for production of child pornography. 3. Officer received a complaint of fraudulent activity involving the threats of dark magic towards the complainant if they did not send money. 4. Theft of catalytic converter from a residence in Fox Hollow development 5. Officer responded to Sunnyside Marina at 0600hrs for a report of two persons sleeping in a vehicle 6. Panhandling complaint of a man fake playing the violin in front of Kowalski's store. Manager just wished for him to move along and not be -- trespassed at this time. 7. Wal mart reporting theft of$748 worth of = Pokemon cards on 3/12/22. S. Officer responded to Walmart for a theft suspect attempting to push out another cart of merchandise, later found hiding in the bathroom. His vehicle was impounded and search warrant executed, recovering numerous stolen laptops, merchandise and 6 catalytic converters. 9.
