CITY OF OAK PARK HEIGHTS—WEEKLY NOTES for: April 14th,2022 TO: City Council Members& Staff FROM: Eric Johnson,City Administrator ✓% Zoninq&Development Items: 1. The City has received the application for the 80-unit apartment building—to be located just west of the Menards Building.Staff will be reviewing in the coming weeks and it is likely a May Planning Commission item.(Popeye's application is expected late on 4/15) 2. Staff has responded to the proposed new curb cut/access to the former White Castle site—indicating no major issues nor requiring an Amended PUD. Please see the enclosed memo and layout.The owner will be required to pull permits from MNDOT as it is their Right of Way. 3. The 3rd and presumably final Neighborhood Meeting for the Norell Ave Project is planned for 5:30 PM on 4/26. Please see the enclosed letter sent to nearby businesses and neighbors. It may take about 1/2 hour...so the Council can then move directly into its regularly scheduled meeting. Staff has a preconstruction meeting with Eureka construction on 4/18. COVID-19 Matters: � • This is the Governor's-PORTAL'https://mn.gov/covidl 9—Many documents/ Exec.Orders can be found. Washington County has initiated a County Dashboard containing more localized COVID-19 Impacts and rates LINK->> HERE. Other Items: �l 1. Part of the Council's Goal Setting was a discussion of speed-signs and the location of a police-squad parking pad SPEED on 58th street. The enclosed map shows the approximate LIMIT — - locations.Chief Hansen is assembling cost estimates and concepts and hopes to have these for Council review soon 25 and possible installation by Mid July—2022. 2. The City has received is 2022-2023 Hazardous Waste Permit from Washington County., Frankly,I am not terribly sure how this is useful or justified for a"generator"of our size and a public entity;but it is just easier to complete the paperwork and pay the$120+/-versus a running discussion that would go on and on. Similarly, it would seem an unnecessary exercise for the County to chase entities such as cities and towns.However,I guess I get it. 3. At the request of Hamline University, they sought a prompt letter of support for seeking Federal Funding to support their pre-professional internships.As we have had several Hamline students hold such positions in Oak Park Heights-the letter they sought seemed reasonable nd is enclosed. To play quid- pro-quo—we will be reaching back out to them about possible aids for internships for the City social media/Fac ook concepts. 4. The MMCD(Mosquito Control)will be starting activities in the area;please see their enclosed update. 5. Public Works crews completed the new pad,signage and bike rack at Oak Park Crossing Park playground—looks great! Based on this submitted plan—as attached - the City has no objection to such installation and we would not seek an amendment to the underlying PUD at this time. That said, please be sure that you secure the necessary permits from MNDOT before any work is completed and that if any work is commenced that it is done promptly, efficiently and completely. Full site restoration and repair will be solely your responsibility as will any unknown impacts that may need to be addressed post-installation. This letter is not a specific approval for any subsequent site uses at the former White Castle site; rather that would require separate review following the City's standard review process. This Meeting will include representatives from Eureka Construction (the awarded contractor) and the City Engineer's Staff from - STANTEC. These entities will discuss the anticipated construction schedule and what we can all expect to experience during a VERY BUSY construction season in Oak Park Heights. With a project of this scope -there will be likely be traffic delays and other challenges, but once completed -- it is expected to relieve the current congestion. Accordingly, please join us"in person"at the Oak Park Heights City Hall on April 261h, 2022—Starting at 5:30 PM.City Hall is located at 14168 Oak Park Blvd N. In the interim,the Contractor will be mobilizing—setting up signage, performing locates, staging equipment, silt fencing, etc. Site work will be commencing promptly and continuing through early Fall 2022. I understand that they will be serving in private, governmental, and nonprofit organizations in the Twin Cities Metro. As you are aware, Hamline has a distinguished history of enrolling and supporting students from low- income, first generation college, and BIPOC backgrounds and this program will enable students from these groups to receive a modest salary and other forms of support while gaining critical on-the-job skills. Our experience with internships has been that they often provide college students with the understanding that they need to make decisions about their future careers and to be motivated toward completing their degrees. Our City has employed several Hamline interns since 2005 and we find them to be engaged, enthusiastic and well qualified for the workplace. We appreciate their efforts on our behalf. Making such opportunities available to more students—especially those who are from challenging backgrounds—will be of great benefit to many organizations.
