Stafford, Auditor - Treasurer by Joanne Helm, Property Mgmt Coordinator SUBJECT: Truth in Taxation Notice Update We anticipate mailing the Truth in Taxation notices on November 24. As you may know, the Legislature made many changes to the format and content of the Proposed Tax Notices for taxes payable in 1998. The focus of the notice is now on local government spending. The notice illustrates what the tax on the property would be given no increase in spending but given whatever tax base growth and state changes have occurred. Specifically, the major changes on the notice are: - School district tax amounts are shown in three lines (previously two lines) - The new Education Homestead Credit is deducted from the state determined school tax - Eliminated column for total tax increase /decrease - Eliminated % change column by district - % change is shown for the total tax only - Added column for Increase /Decrease in tax due to spending factors - Added column for Increase /Decrease in tax due to other factors With all of the changes that have occurred this year, many of you have requested information about the bottom line impact to the taxpayer. In order to help you understand what the proposed tax notices will look like and what the impact on your taxpayers will be, we are sending you the following information: • Two sample notices for a residential homestead parcel in your district - one with the same market value for 1997 and 1998, and one with a 5% increase in market value from 1997 to 1998. • A copy of the text that is found on the reverse side of the notice. • Tax Comparison Charts - one with the same market value for 1997 and 1998, and one with a 5% increase in market value from 1997 to 1998. These charts are in the same format that we have used in prior years - page 1 shows the total tax for all districts, page 2 shows the county /city /school portions separately. The taxes shown on these charts are after reduction for the new education homestead credit. As you can see, even with a 5% increase in market value, most taxpayers will see an overall reduction in their total tax bill. (FYI - the maximum Education Homestead Credit is $225. It varies from district to district, but generally a 135,000 home receives the maximum credit). We have also included the following information that you will need if you want to calculate the amounts shown on the truth in taxation notices yourself: • Pav 1998 "Truth in Taxation" Tax Impact Worksheet, - The intent of this worksheet is primarily to show you how the tax calculation formulas work. It is designed to show the calculations for one line of the notice for various residential homestead values.
