The City has received the application for the 80-unit apartment building-to be located just west of the Menards Building. Staff has reviewed this application and has informed the Applicant and Owner that it is incomplete and has been rejected. Please see the enclosed communication that outlines the missing items necessary for review-,this now a possible June Planning Commission item. 2. Staff has communicated with Holiday, Chipotles and Central Automotive seeking their addressing litter in and —� around their site-the usual spring clean-up. 3. The Owner of the Stillwater Crossing building (where = T - Carbone's is) is seeking to work with MNDOT to install POND - " .< some supplemental parking on the former roadway - �C \ _ �• _ surface that is being abandoned due to the reroute.The image shows a very early concept which -except fora =esr connection to OSGOOD AVE.appears to not trigger any .t significant issues related to the City's codes.We will await ' more information on their process with MNDOT and storm - \ water plans. !1 LIGHT POLE 4. The 3rd and presumably final Neighborhood Meeting for a - the Norell Ave Project is planned for 5:30 PM on 4/26. Other Items: • The Clty has submitted for$62,000+ in reimbursements from MN DEED related to its KING PLANT-Utility Feasibility Study and Fiscal Analysis. We have some remaining work and reimbursements to seek for the Fiscal Study+/-$42,000 which we will need to complete by June 30tH • The City has reached back out to the RISE group-(formerly ESR)for assistance for City Police Dept.Cleaning.This will be far more limited than the 6-8 staff they formerly brought in (and frankly could not monitor well)to address the entire building and public works-in this case it is to only perform a once a week general cleaning of the PD by not more than two staff and one supervisor. • Staff has sought quotes for the police car parking-pad-curb cut. See enclosed details and location. We hope to have in by Mid July if pricing is reasonable. • Chief Hansen was authorized to expend $2,500 to secure necessary prizes, materials, and other things necessary for the City's expected participation in expanded community outreach events.Please see his enclosed summary. • Ann Lenczewski has noted that the City's Bill SF 1696-may have a possible hearing in the Senate tax Committee on Wednesday-,this is the bill that could net the City$1,000,000 in transition aid. FILE NO: 236.02 - 22.02 Dear Mr. Hampton: The City received your application materials on April 14, 2022 for a Rezoning, Subdivision, Conditional Use Permit and Design Guidelines/Site Plan review for a proposed multi-unit apartment building on 58th Street to the west of Menards. The application was received three days after the required submission date and given the scope of the application and project, it is difficult for consideration of this application at the May 12, 2022, Planning Commission meeting. Additionally, as of the date of this letter, significant information has not yet been received by the City to enable us to deem the application complete. The City hereby rejects the application and will return the application and fees via US Mail. To move forward, to deem the application complete and for possible consideration at the June 2022 meeting, (submittal date deadline May 10, 2022), we have identified the following information that must be submitted as necessary, see listing below. As we receive additional materials, the City further reserves the right to request additional supplementary information. 1 . Mailing labels obtained from Washington County for an area within 500 feet of the exterior boundaries of the property. 2. Traffic study addressing all access points and anticipated traffic counts. Please review the Supplemental Agreement to the Developers Agreement of March 21, 2002, which was entered into by the Property Owner. Please provide detailed information as to how your proposal complies with this Agreement, or alternatively, how the proposed site plan can be designed to comply with the provisions of the Agreement, such as limiting access only onto 58th Street. Detailed architectural plans with floor plans and elevations as required by the Design Standards and Zoning Ordinance. 4. A letter of support from the adjacent property owner related to the required access to the west from the subject property and a map, which clearly shows all possible vehicular connections though this property and turning movements to your site. This would include, but not be limited to, access from Neal Ave and/or 58th Street. 5. A narrative addressing the scope of the project and timeline for construction/completion. 6. The site plan superimposed on an aerial photo showing the broader scope of the project on the area. The photo should be extended to at least the intersection at the corner of 581h Street and Neal Avenue. 7. Update on your discussions with the Brown's Creek Watershed District related to the project. 8. Provide all stormwater calculations so the City Engineer can review volumes, rate, and quality control measures. The City Engineer may require data related to this and other utilities as the project may progress. 9. Tree information to include the following: a. A tree inventory must be included in a table format on the Removals Plan Sheet C1 .0. The table must include Tree ID#, Species, Size, Condition, Remove/Protect, Significant (Yes or No). Tree ID#'s must be included also on the Removal Plan Sheet and correspond to the Tree ID#'s in the table. b. Tree Replacement Requirement Calculation will need to be included when a tree inventory is submitted. 10. Identification of the trash storage enclosure or whether it will be within the building. 11 .Any proposed wall signage and an elevation with dimensions of the monument sign. 12. Locations of all lighting fixtures ground or wall mounted and fixture specifications. These must be a full cut off design with a site photometric plan.
