City Council Representative: Dick Seggelke Minutes of October 17, 1994 Parks Commission meeting were reviewed. Janet Robert, seconded by Mike Dahlquist moved to accept minutes as presented. Motion carried. Valley View Park east pathway was discussed. Janet Robert, seconded by Mike Dahlquist moved to approve the northern access as indicated in file 798.02, with the recommendation that the City includes this access in the Developer 's Agreement. The 5 Year Capital Improvement Plan was discussed and updated with the following items to be included: Approximately $8,000.00 to be appropriated for toddler play equipment in Brekke Park. This sum does not include installation, Mike Dahlquist, seconded by Paul Plaster, moved to recommend that the City begin budgeting for acquisition of annex park. Motion carried by unanimous consent. Existing Parks: Separate fund for equipment replacement, beginning in 1996 at $2,000.00 per year thereafter. 1998 Valley View Park prairie restoration: $5,000.00. 1996 Cover Park east bank: $1 ,000.00. Brekke Park Shelter ADA project update was completed. Discussion and review of the bike trails issue was had. City maintenance issues were discussed. Valley View Park needs signs posted. An update is requested on the status of posting signs at Valley View Park. Review of Prohibition of Gifts to Local Officials and Open Meeting Law Basics was had. 11/28/94 10:03 CITY OF OAK PARK HEIGHTS 4 612 595 9837 NO.841 1702 Ice Rink Attendants : Process was reviewed by Commission. Maintenance List Addition: Easement ballfield . Flatten ruts in playing lines. A request to use Brekke Park ice rink for figure skating for 6 weeks from 3 to 5 p .m. every Saturday was made. Bill Tait , seconded by Janet Robert, moved to recommend approval . to use Brekke Park for figure skating on the conditions that a user fee is paid and is open to the public for registration. Motion carried by unanimous consent . Next meeting of the Parks Commission will be held at City Hall in the council chambers on Monday, December 19, 1994 at 6 :30 p .m. Bill Tait, seconded by Janet Robert , moved to adjourn meeting . Meeting adjourned at 9:35 p.m. by unanimous consent . City Council Representative: Dick Seggelke Minutes of September 19, 1994 Parks Commission meeting were reviewed_ Janet Robert, seconded by Mark Johnson moved to accept minutes as presented. Motion carried. Updated Financial Report reviewed_ Valley View Park Culvert Update. Krongard Valley View East Reviewed. Valley View Estates storm water management plan. Mark Johnson, seconded by Janet Robert moved to recommend to planning and engineering to continue to study both access paths to determine which access path to Valley View Park is the most feasible. Motion carried. Park Commission members will walk proposed path terrain at their own convenience. Discussion was had regarding snowmobiles at Valley View Park_ Standard "No Snowmobiling" signage needs to be posted at known and suspected access points into park. Janet Robert moved to amend the five year capital improvement plan to include toddler play equipment for Brekke Park. Price to be determined at next meeting of parks commission. Janet Robert and Mark Johnson will research the cost of the equipment. The costs will be presented to the City Council for incorporation into the 1995 plan. High school athletic facilities access. Received, reviewed and will be maintained for future reference. Brekke Park Shelter ADA project was reviewed. City maintenance issues were discussed. Janet Robert will pursue an ISTEA Bikepath Application. Boat Ramp discussion was held. Next meeting of the Parks Commission will be held at City Hall in the council chambers on Monday, November 21, 1994 at 6:30 p.m. Paul Plaster, seconded by Mark Johnson, moved to adjourn meeting.
