As a follow up to our conversation related to landscaping for the Valley View
Condominiums, please find attached the correspondence sent to Mr. Krongard this spring.
It appears as though the landscaping will not be done until spring of 2000 and we must
make sure that he follows through with the directives provided in this memo.
Jim Butler and I discussed the issue of the retaining wall along the westerly property line.
Although the approved grading plan called for a retaining wall along the entire length of
the property, the PUD General Plan and the development contract indicate that approval
of the grading plan shall be by the City and more specifically the City Engineer. I believe
the City Engineer agreed to the changes to the grading plan as the slope was constructed
with a combination of wall and landscape area. Jim and I looked at the retaining wall as
well as those areas that were sodded and landscaped. After 3-4 years of being in place
the maintained slope and retaining wall have worked well on the westerly property line.
As a follow up to my September 30, 1999 memo to you, Mr. Krongard did construct the
additional guest parking stalls as indicated in the 1996 plans. Additionally, Jim confirmed
that the garage stalls were constructed at a 20 foot length as required.

Dear Mr. Krongard:
As you are aware, the conversion of the phased six unit building to an eight unit building
required the submittal of a landscape plan. You had indicated that the landscape plan
submittal for the other eight unit structures would be utilized for the new building. That
was acceptable to staff. Donna Gray has reviewed the landscape plan and suggested that
a tree other than River Birch be installed. Our office suggests that Japanese Tree Lilac,
Amur Maple, Hawthorne, or fruitless crabapple trees be installed. Additionally, we would
suggest that Summit Ash not be used, but rather substitute a maple or oak variety.
Ms. Gray also indicated that a number of terms remain outstanding from an agreement you
had made to the Valley View Condominium North Association on February 19, 1999. We
strongly recommend that you resolve these issues as soon as possible. A copy of that
agreement is attached. If you have any questions, please do not hesitate to call.
