HomeMy WebLinkAbout1998-07-28 CR to Krongard Construction July 28, 1998 Jack Krongard Krongard Construction Co. 14791 60th St.N., Ste. 2 Oak Park Heights,MN 55082 Dear Jack: On February 26, 1998, City Administrator, Tom Melena addressed a letter to you regarding drainage issues in your Valley View Estates development. You assured the City that you would take care of the issues in question. To date these issues have not been resolved and I have also received complaints on other issues. The following must be corrected by yourself and be approved by the City before any further permits or inspections will be completed on your 8-unit complex now under construction. 1. Drainage and berms on the south property lines of Valley View Estates. Contact Public Works Director, Jay Johnson to go over the existing problems and submit to him a design plan for approval. 2. Drainage swale from the southeast corner of the parking lot at 14890 57th St. N. is to be redesigned. Contact Public Works Director, Jay Johnson regarding this problem and submit to him a new design for approval. 3. At 14818 58th St. N., the following conditions exist and are in violation of City Ordinance requirements: A. Ra-Mar Plumbing's truck is to be removed from the City. Storage and overnight parking is not permitted. A letter is being addressed to Mr. Martin regarding this issue. B. Weeds must be cut. C. Dead tree must be removed. D. On the northwest property line the spillway needs to be widened. 4. At Lot 1, Block 2, Valley View Estates, on the corner of Upper 56th St.N., 57th St.,N. and Osman Ave.,N. City Ordinance requirements are in violation. The following must be attended to: A. Weeds must be cut. B. Building materials must be removed from the site. . 5. Grass must be cut at the vacant lot situated on the corner of 58th St. N. and Osgood Ave.N. 6. The grass must be cut and construction debris removed from site at 14775 and 14777 Upper 56th St.N. 7. At 14870 57th St.N. and 14871 58th St. N. the following issues must be attended to: A. Silt fences to be properly installed. B. Weeds must be cut. C. A Parking plan is required. D. Ra-Mar Plumbing truck to be removed. E. Submit a landscape design on east property line showing spillway design of north lot and retaining walls on the southeast corner. If you have any questions regarding the above,please call me. I appreciate your attending to these issues at once and remind you that until these issues are attended to, no permits of any kind will be issued, nor will any inspection requests be accepted for the 8-unit complex presently under construction. The following are hereby declared to be public nuisances affecting health, safety, comfort or repose: A. All decayed or unwholesome food offered for sale to the public; B. All diseased animals running at large; C. Milk which is produced by cows which have not been tested and found free of tuberculosis within the year previous to the offering of such milk for sale to the public; D. Carcasses of animals not buried or destroyed within twenty-four (24) hours after death; E. Accumulations of manure and rubbish; F. Privy vaults and garbage cans which are not fly-tight; G. Dumping the contents of any cesspool, privy vault or garbage can except at places authorized by law or allowing any cesspool or individual sewage disposal system to overflow in any manner; H. All noxious weeds , tall grasses and other rank growths; the word "weeds" shall be construed to mean and include all noxious weeds as defined by the Statutes of the State of Minnesota and all such useless and troublesome plants as are commonly known as weeds to the general public. All grasses growing to a height greater than 6 inches upon any lot or parcel of land within the platted portions of the City of Oak Park Heights are hereby declared to be a nuisance; I . An accumulation of tin cans , bottles or trash or debris of any nature or description: and the throwing, dumping or disposing of any dead animals , manure , garbage , waste , decaying matter , ground, sand, stones , ashes, rubbish, tin cans , or other material or debris of any kind on private property; 2
