Thank you for participating in the City's recycling program. As an incentive to
recycle and to increase fire prevention awareness, the City rewards two residents
each month with their choice of an award of $25.00 or a fire extinguisher and/or
smoke detector(s).
Your residence was checked on Thursday, May 19, 2022, to determine if you had
your recycling bin out with your regular garbage. Your recycling was out and ready
for collection; therefore, you are one of this month's winners. Please contact me

know your choice of award.

CITY COUNCIL MEETING MINUTES
1. Call to Order/Pledge of Allegiance/Approval of Agenda: Mayor McComber
called the meeting to order at 6:00 p.m. Present: Councilmembers Dougherty,
Johnson, Liljegren, and Runk. Staff present: City Administrator Johnson, Police
Chief Hansen, City Engineer Mann, Assistant City Administrator/City Clerk
Pinski, and City Attorney Sandstrom.
Councilmember Liljegren, seconded by Councilmember Dougherty, moved to
approve the Agenda. Carried 5-0.
II. Council/Staff Reports:
A. Ma or McComber: She reported that she had three meetings coming up
with the Energy Transition Advisory Committee; Toast and Topics with
the Chamber was coming up the following week; and she had a call with
the Coalition of Utility Cities lobbyists.
B. Councilmember Dau herty: No report.
C. Councilmember Johnson: She reported she was appointed by the Governor
and Lieutenant Governor to the Board of Water and Soil Resources.
D. Councilmember Liljemen: He reported the next Joint Airport Zoning
Board meeting was set for May 25 at 3:00 p.m. and that the Planning
Commission meeting for May was cancelled.
E. Councilmember Runk: He reported he would be attending the CVB
meeting on May 11 and the Middle St. Croix Watershed Management
Organization meeting on May 12.
F. Staff. Chief Hansen reported that the Law Enforcement Day Ceremony
was set for noon on May 13 at the Historic Courthouse. He also reported
that the Emergency Medical Responder training for the officers was
complete.
Assistant City Administrator/City Clerk Pinski reported that Paula
Sanchez at 14855 57h Street North was chosen as the recycling award
winner. She also provided the load and tonnage report for Spring Cleanup
held on May 7, 2022.

Councilmember Runk, seconded by Councilmember Johnson, moved to approve
the Consent Agenda. Roll call vote taken. Carried 5-0.
V. Public Hearings:
A. Consider Issuance of Tobacco Sales License to Smokeshack MN LLC:
Mayor McCornber opened the Public Hearing. No comments.
Councilmember Johnson, seconded by Councilmember Liljegren, moved
to close the Public Hearing. Carried 5-0.
Councilmember Runk, seconded by Councilmember Dougherty, moved to
approve the license request. Carried 5-0.
VI. Old Business: None
VII. New Business:
A. Stillwater Motors 100 Year Celebration Event—Food Trucks: DJ Raduenz
from Stillwater Motors was present and described the planned event for
June 9, 2022.
Councilmember Runk, seconded by Councilmember Liljegren, moved to
approve the request for the event with food trucks. Carried 5-0.
B. 581h Street—Traffic Speed Warning Signals and Parkin Area: City
Administrator Johnson reported that staff secured estimated costs for
purchase and installation of two speed warnings signs and installation of a
parking pad for a police vehicle. He said the total approximate cost would
be $19,355.00, and the proposed locations for the speed signs and parking
pad were outlined in the packet.
Councilmember Dougherty, seconded by Councilmember Johnson, moved
to approve the warning signals and parking area. Carried 5-0.
Resident Jim Kremer approached the Council and voiced concern about
the cost of the parking pad in an area he felt had low visibility.
C. Economic Development Association of Minnesota (EDAM)—Host City:
Mayor McCornber reported she would not be attending the conference in
Nisswa. No action was taken.

D. Approve Agreement Authorizing,Bike Event for Sunrise Rotaly on
August 14, 2022: Rick Heidick from the Sunrise Notary was present and
explained the event set for August 14 including estimated number of
participants.
Councilmember Dougherty, seconded by Councilmember Runk, moved to
authorize the event and waive the fee as done in the past. Carried 5-0.
E. Schedule Council Communication/Teambuilding Meeting:
Councilmember Runk, seconded by Councilmember Lilje&y-ren, moved to
direct CouneiImember Dougherty and Councilmember Johnson to
interview facilitators and develop a plan. Carried 5-0.
VIII. Other Council Items or Announcements: Mayor McComber reported that Carla
Vita from DEED would like to visit coal plant cities and Xcel Energy.
Councilmember Liljegren, seconded by Councilmember Johnson, moved to set a
worksession for 5:00 p.m. on May 24, 2022. Carried 5-0.
IX. Closed Session
A. Potential Litigation: City Attorney Sandstrom reported that the City
Council would go into a closed session pursuant to Minnesota Statute
13D.05 to discuss potential litigation by James Bodin regarding a pending
purchase of property in Palmer Station.
B. City Administrator Contract: City Attomey Sandstrom reported that the
City Council would go into a closed session pursuant to Minnesota Statute
13D.03 and that portion would be recorded as required.
X. Adjourn: Councilmember Johnson, seconded by Councilmember Liljegren,
moved to adjoum to the Closed Session at 6:30 p.m. Carried 5-0.

Action Requested Designate the Finance Director as the "Business Administrator"
for electronic fund transfers in accordance with the city's Purchasing Policy.
Background/Justification (Please indicate if any previous action has been taken or
if other public bodies have advised):
In accordance with the legal compliance for claims and disbursements and as
referenced in the city's purchasing policy there needs to be an annual designation
by the council of the financial officer to have the authority to make electronic funds
transfers. This is referenced in our purchasing policy as the "Business
Administrator".
Electronic funds transfers are used in the city for payments of payroll and related
benefits and a vendor payment for our utility payment processing service.
Finance Policies and Procedures are developed and practiced to insure that the City
is in compliance with the MN Statutes and for guidelines in order to protect internal
controls. Both of these areas are reviewed by the Auditors every year with the legal
compliance audit and a test of internal controls.
Therefore, please designate the Finance Officer, Betty Caruso as the Business
Administrator as defined in the purchasing policy and giving authority to make
electronic funds transfers.

Dyke. They conducted an interview and feel Jennifer would be a great asset to the Commission.
At their May 16, 2022 meeting, the Commission recommended the City Council appoint her to
the Commission with a term ending December 2024.

Small Cities Month
June 2022
Whereas small cities and towns under 50,000 population are the home to millions
of Americans and constitute the vast majority of municipalities across the United
States; and
Whereas small cities and towns strive to strengthen their communities through the
provision of services and programs to improve the quality of life for all citizens;
and
Whereas the federal government is an essential partner in the success of small cities
and towns, and must be encouraged to continue to support programs and legislation
that strengthen small communities; an
Whereas state governments are partners in the success of small cities and towns,
and must be encouraged to continue to support key programs and legislation that
strengthen communities; and
Whereas organizations,businesses,and citizens are partners in the success of small
cities and towns, and must be encouraged to continue to grow their efforts to make
small communities a viable choice for people to live in; and
Whereas during these challenging economic times, the need for a renewed
intergovernmental partnership to support essential public services is more
important than ever to ensure the safety and growth of small town America; and
Whereas the National League of Cities President and the Small Cities Council of
the National League of Cities have declared June 2022 as Small Cities Month;
Now therefore, the Oak Park Heights City Council does hereby proclaim June
2022, as Small Cities Month, and encourages President Biden, Congress, state
governments,organizations,businesses, and all citizens to recognize this event,and
to work together this month and throughout the year to invest in small cities and
towns to better the lives of all citizens.

Randy Urtel from Stillwater Bowl has filed an application for an outdoor concert on July 15,
2022 and is requesting the City Council consider authorizing an extension of one hour allowing
the concert to go until 11:00 p.m. on July 16 and allow a deviation from the noise"audibility"
matter.
Per City Ordinance I I09.04.F.6.a., any sound system cannot be"operated in which it is plainly
audible, at a distance of 50 feet or more from its source between the hours of 10:00 p.m. and 6:00
a.m." and any sound system cannot be "operated in which it is plainly audible from its source at
a distance of 100 feet or more between the hours of 6:00 a.m. and 10:00 p.m."
Following procedure, I request this matter be set for a Public Hearing on June 28, 2022 at 6:00
p.m. A Notice of Public Hearing will be published and mailed to neighbors within a 500-foot
radius of Stillwater Bowl.

In June the budget worksheets will be distributed to the Department Heads with a request for
them to be submitted by June 30th. The information will be compiled by the Finance
Department during July for future work session discussions with the Council. Staff offers that the
following items will be of important note:
• Legislative Impacts for the 2023 Budget- Unknown at this time.
• Local Government Implicit Price Deflator from 15t qtr 2021 as compared 1St qtr
2022 is 8.30%
• No information available for Xcel Values (first posting will be June)
• At this time County Preliminary Values reflect a total 12% increase in market
value. This is reflective of 2% new construction, other 10%. (TCV inc is 9%
without an adjustment for DOR Xcel Values) Preliminary values for county
included for your reference
Considering this information, I would request the Council to review and take action on
three items.
1. Offer any direct preliminary 2023 budget guidelines.
2. Adopt a 2023 Budget Schedule- Listed is 2023 Budget Schedule including possible
work sessions. Please review, keeping in mind that a Preliminary Budget and a
Proposed Tax Levy must be filed with the County by September 30, 2022. If there
are no conflicts or alternative dates required,please consider adoption of this

The City has been approached by the STW. SCHOOL DISTRICT to seeking permissions at the High
School to host the 2022 Special Olympics over a Two-Day period -June 25-26. Such an event is required
to secure a SPEICAL EVENT PERMIT from the City. To date, Staff has had a couple of meetings and
the entire event seems workable from a security and operational standpoint. Chief Hansen is working with
them to finalize security planning and how the OPH Police Dept. can be involved- such as a booth.
Enclosed is a summary of the planned events.
As this is well beyond a garage sale,or basketball tournament and yes,the Special Olympics is a
benevolent organization,but an event of this size (1,200 athletes, 1,200 volunteers,400 coaches, 500
spectators)can put responsibilities and burdens on City resources.
To help foster a more secure environment, Staff is proposing a requirement that OPH Police Officers
(likely one to two)be on official duty at the site—and which the City would expect to bill the DISTRICT
for such costs and is in the $3,500+/range.
Staff would recommend approval subject to payment of related City staff-costs by the District and
the final approval of the Chief of Police with any limitations he may deem appropriate for any final
permit.
PLEASE NOTE: There is not automatic provision in the CUP or underlying zoning that unilaterally allows the
School District to continually "rent out"their facility for third party events. The High School site appears to be
becoming a bit more of a commercial venue not

to communicate with medical staff accessible by all staff and key volunteers.
