Responses to the comments are provided in red italics. RECOMMENDED CONDITIONS OF THE PERMIT: 1. Demonstrate that the plan has received preliminary city approval. The plans received preliminary city approval at the March 12, 2020 Planning Commission Meeting. Final Development Plans/Civil plans have been submitted to city staff for final review and approval. 2. Address all erosion control requirements(Conditions 3-1 to 3-3). 3.1 Submit a revised Grading, Drainage and Erosion Control Plan to include the following: a. Location of stockpiles and measures to prevent sediment migration to Kern Center Pond b. Location of Temporary Sediment basin(s). c. Location of concrete washout area. d. Inlet protection for parking lot curb cut conveyances. e. Clarification/callout where erosion control at flared end section detail GD27 applies. f. Erosion/scour protection measures where newly constructed swale enters Kern Center Pond. g. Provide specification for the erosion control blanket that is suitable for concentrated flow. h. Add a note to the Construction Sequence and the SWPPP indicating that erosion control measures shall not be removed until after the project is complete and the BCWD determines that all disturbed areas have been fully stabilized and provide contact information for the BCWD(Karen Kill, District Administrator can be reached at KKill@mnwcd.orq). The above listed Information has been added to the Erosion Control Plan. 3. Replenish the permit fee deposit(BCWD Rule 8.0 and Board Policy) a. Erosion Control Fee($1500) b. Floodplain and Drainage Alteration Fee($500) 4. Provide the required financial assurances(BCWD Rule 9.0) a. Grading or Alteration for 5.05 acres($10,100) The requested fees and financial assurances were sent to the BCWD office on March 20, 2020.
