Re: 2003 Budget Adjustments
As you know, the Legislature has cut City LGA and Market Value Homestead Credit (MVHC)
for the year 2003. We received the amounts of the cuts from the Minnesota Department of
Revenue. Our City will lose all of the LGA and MVHC for the year 2003. The 2003 LGA cut
was $15,951 and the MVHC was $88,487, total reduction of $104,438.
I have reviewed the 2003 expenditure budget in order to provide for the reduction in aids There
are 2 areas of the budget that can be reduced to make up for this reduction, Administration and
Community Development. I recalculated salaries for the Administration portion of the budget
now that we have a permanent Administrator and know what our needs will be and I recalculated
salaries for the Community Development Department to take into consideration the vacancy of
the Community Development Director.
I recommend the following budget adjustments to cover the reduction in LGA and MVHC for
2003:
Decrease 101- 40400 -101 Salaries of Regular Employees $17,500 to $106,530
Decrease 101-41200 -101 Salaries of Regular Employees $76,900 to $15,915
Decrease 101 - 41200 -409 PERA Contribution $4,250 to $8$5
Decrease 101-41200-410 FICA Contribution $5.850 to $1,250
Total Budget Adjustments $104,500

RESOLUTION OF THE CITY COUNCIL FOR THE
CITY OF OAK PARK HEIGHTS AMENDING
THE 2003 BUDGET
WHEREAS, the City Council of the City of Oak Park Heights adopted a
2003 budget in December 2002;
WHEREAS, the State of Minnesota has a reduced the 2003 Local
Government Aid and Market Value Homestead Credit Aid distributions to the City
of Oak Park Heights in the amount of $104,438.
WHEREAS, the City of Oak Park Heights has determined the 2003
expenditure budget can be reduced to adjust for Local Government Aid and Market
Value Homestead Credit Aid reductions as follows:
1. Administration- Salaries of Regular Employees $17,500
2. Community Development - Salaries of Regular Employees $76,900
3. Community Development -PERA Contribution $4,250
4. Community Development -FICA Contribution $5,850
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL FOR THE CITY OF OAK PARK HEIGHTS AS FOLLOWS:
That the 2003 expenditure budget will be adjusted by $104,500 to adjust for
the reduction in Local Government Aid and Market Value Homestead Credit Aid.

Action Requested Approve Line item budget transfers within the tree budget
Background/ Justification (Please indicate any previous action, financial
implications including budget information and recommendations).
We have had more than normal tree removals this year due to diseased trees,
trimming, etc. An additional $3,527 is needed to pay for the removal work that has
already been completed plus an extra $350 to pay for the removal and trimming
that should be completed yet this year.
This can be accomplished by line item transfers within the Arborist and Tree
Removal/ Planting budgets. It will not change the total budget for trees; it is just a
redistribution of the funds.
I recommend approval of the following transfers:
Decrease Arborist Professional Services $2,400 to $10,200 PI - V
Decrease Tree Removal/ Planting Other Materials & Supplies $1,500 to $0 y-?Spo -31/
Increase Tree Removal/ Planting Other Contractual Services $3,900 to $18,500/01_ O _
arm.
