Dear Eric:
As requested, we have reviewed the information submitted regarding the proposed Twin Cities Orthopedics
Project. The information reviewed includes preliminary, not for construction engineering drawings, and
stormwater related documents received 2/12/2020 with updates on 2/25/2020. Further review will be
forthcoming when construction plans are submitted. Following are our preliminary comments and/or
recommendations:
Sheet C100-200 – Existing Conditions and Removals Plan, Site Plan
1. The legal descriptions for the new and vacated drainage and utility easements have been reviewed.
Our review with one comment is enclosed with this letter.
2. The pavement patch for the utility installation shall, at a minimum, match the existing pavement
section. The section to be used will be confirmed at the time of construction; wear course to be a
minimum of 1-1/2-inches. The patch joints will be butt joints.
3. The plan calls for raising a sanitary manhole and casting. The City requires a minimum of 2-inches
of rings and maximum of 8-inches of rings. Clarify the details of adjusting this structure.
4. Include ADA compliant pedestrian ramps where the trail crosses the driveways.
5. Provide details for the flumes (note 32).
6. Provide details for the modular block retaining wall (note 40).
7. Include all applicable City Detail Plates.
8. Refer to the Fire Department review of fire lanes and circulation.

Sheet C300 - Grading Plan
1. Refer to the stormwater comments below. The Owner will need to comply with all related
requirements of the NPDES Construction Stormwater Permit and the Brown’s Creek Watershed
District.
2. Further detail and review of the area north and northwest of the building is needed. There is
potential for poor drainage and standing water if that area is not graded correctly, and the drainage
pattern in relation to the adjacent property and building needs to be confirmed.
3. Indicate a depth of excavation for the pond expansion at the southeast corner of the site.
4. The stormwater facilities proposed for the site including facilities that encroach into the drainage
and utility easements and the City right-of-way, shall be considered private and shall be owned and
maintained by the Owner.
5. Include all applicable City Detail Plates.
Sheet 400 – Erosion Control Plan
1. Show soil stabilization along the northern side of the site.
2. The legend shows turf reinforcement mat, clarify where this is being used.
3. Include applicable City Detail Plates.
4. The City reserves the right to require additional erosion control measures as determined/necessary
during the construction of the project.
Sheet C500 - Utility Plan
1. Connections to the City’s sewer and water systems shall be per City standards and detail plates.
2. The City or its designee will be present for water and sewer service connections to the City’s
systems.
3. The proposed wet tap in Memorial Drive will need to be coordinated with the City’s Public Works
Department.
4. The watermain, hydrants and sanitary sewer that serve the site will be private and maintained by
the owner.
5. Include all applicable City Detail Plates.

Storm Sewer /Storm Water Management
1. This property is part of the Kern Center pond drainage area. As part of the agreement with Browns
Creek Watershed District, all stormwater management requirements are provided within the
drainage area to the Kern Center pond.
2. Please provide storm sewer calculations that show the conveyance, at a minimum, of a 10-year
storm event in the parking lot storm sewer system.
3. A sump manhole with skimming structure should be placed at the last catch basin manhole of the
storm sewer system prior to entering the Kern Center pond to provide pretreatment.
4. The proposed new storm sewer facilities on site shall be considered private and shall be
maintained by the Owner, except for the ditch within the relocated drainage and utility easement.
5. The project is subject to review by the Brown’s Creek Watershed District. The City shall be
provided a copy of the permit approval letter from the BCWD and any required maintenance
agreements.
General Comments
1. The City reserves the right to inspect the construction of the project. The City or its designee shall
be present for water and sanitary sewer service connections.
2. The Owner will need to comply with all requirements of the NPDES Construction Stormwater
Permit and the Brown’s Creek Watershed District. The City reserves the right to require additional
erosion control measures as determined/necessary during the construction of the project.
3. Review of issues related to parking, lighting, landscaping or the buildings is by others.
4. The Owner shall be responsible for obtaining all required permits.
5. Utility construction and improvements in the right-of-way need to conform to the City’s Standard
Detail Plates. Include all applicable City detail plates on the plans. The City’s details can be
provided upon request.

ADDENDUM TO DEVELOPMENT APPLICATION
(PID No. 06-029-20-13-0013)
The Development Application submitted by Keith Heimer on behalf of TCO Real Estate -Fund 2,
LLC, is hereby supplemented by adding the following additional requests:
1. Applicant requests that the Property be released from any previous development
agreements with the City, including but not limited to the Developer's Agreement dated
February 7, 2002, filed March 14, 2002 as Document Number 3220302.
2. A portion of the existing drainage and utility easement on the Property needs to be
relocated in order to facilitate the proposed development. Attached as Exhibit A is a
proposed legal description and site show plan showing the portion of the easement to be
vacated. Attached as Exhibit B is a proposed legal description and site show plan
showing the proposed new drainage and utility easement.
