Dear Mr. BenBassett:
The City is in receipt of your application materials submitted on May 10, 2022, for a
proposed Popeyes Restaurant at 13523 60th Street North. The restaurant development
will require Planned Unit Development General Plan, Conditional Use Permit for drive
thru and signage, and Design Standards and Site Plan Review. With this letter we are
notifying you that the application is not complete. The City will deem it complete with
receipt of the following items by May 25, 2022:

are recommended for elimination.
3. Indicate if the building design will shield all mechanical units to be placed on the
roof.
4. Provide elevation plans for the proposed trash enclosure.
5. Provide plans for the drive thru order boards.
6. The landscape plan shall be updated with a planting detail diagram.
7. Provide a calculation of the glass percentage for each façade of the building.
8. The proposed globe lighting fixtures will not meet City full cut off standards.
Please provide an alternative light fixture.

would consider the application at a meeting scheduled for June 9, 2022, at 6:00 PM in
the City Hall Council Chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60-day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
