MEMORANDUM TO: LaVonne Wilson FROM: Curtis Gutoske DATE: 8 September 1989 RE: Oak Park Heights - Valvoline Instant Oil Change —Sign and Landscaping Plan FILE NO: 798 . 02 - 89 . 08 This memo is to serve as a review of the above cited plans for the proposed Valvoline Instant Oil Change at Osgood and 59th Street North. Sign Plan In review of the four sign applications submitted, a variance is required for application #4 which proposes the letters "Instant Oil Change" on the north side of the building. This is due to wall signs not being allowed on building facades that do not front a public street. Of applications #1, 2 , and 3, all have been found to meet Ordinance requirements within regards to placement, area, and height. However, in conversation this morning with Don Chase of Great Lakes Building Systems , he indicated application #3 was not „going to be pursued. This is in conformance with previous recommendations made by our office. It also provides for justification in allowing the variance for the north wall signage. Please see our 21 June 1989 planning report by Andrew Mack for additional analysis regarding the variance. In summary, the sign applications submitted are acceptable provided application #3 is omitted and a variance is applied for by the applicant and approved by the City Council . The Ordinance requires that landscaping emphasis be given to the perimeter of the site, the perimeter of the building, and at entrance points into the site. The proposed plan lacks this emphasis particularly to the perimeter of the site and the perimeter of the building. Again, in speaking with Mr. Chase this morning, these concerns were conveyed to him. It was recommended that an increased amount of landscaping be provided in the areas cited, the specific plant type be identified and the large tree to be saved in the southwest corner of the site be identified on a revised plan.
