year 2008. As you know, this aid is intended to offset the increase to PERA employer contribution rates
which went into effect on January 1, 1998. For many jurisdictions, the PERA Aid payment will be a
combined payment for related entities that are departments, boards, or public service enterprises of the
jurisdiction and which have separate unit numbers with the Public Employees Retirement Association
(PERA). Information is provided below for each of the entities that will be included in the July 20, 2008

City Aid Certification for 2008
1. New Legislation
Local Government Aid (LGA) for cities for 2008 is distributed and certified based on current LGA
statutes including any changes enacted during the 2007 legislative session. There were several
proposed modifications to the LGA formula and appropriation amount during the legislative
session. You may have seen projections of what your city's LGA might have been if these
proposals had been enacted Ultimately, none of these modifications became law. The only
change to LGA enacted in 2007 was an increase in state costs deducted from LGA for the Tax
Increment Financing Investment and Finance Division of the Office of the State Auditor.
II. Issues and Information:
For LGA payable in 2008, the total appropriation remains the same as for 2006 and 2007.
However, due to aid caps and changes in formula factors, aid amounts shift among cities each
year. Increases or decreases of $10 per capita or more are common (see chart).

Other items you should be aware of for 2008: This is the fourth year for phasing in taconite aia as
part of a city's need capacity. The phase in percentage is 100% for 2008 and thereafter. Seven
cities of the 27 taconite aid cities are excluded from the phase in. Also, for cities which had a
2002 population of less than 2,500 and a 2003, 2004, 2005 or 2006 population of 2,500 or more,
the city revenue need is adjusted by a transition factor.
The total LGA distributed in 2008 is $484,148,487. A total of $903,513 in state costs is deducted
from the total appropriation of $485,052.000. This includes an increase of $397,000 for the Office
of the State Auditor for oversight of tax increment financing as mentioned above.

Conference committee Report LGA compared to current law
The attached run shows certified LGA for Pay 2007 and projected LGA for Pay 2008 under current law and under the
LGA program included in the Tax Conference Committee Report.
The LGA plan in the conference committee report makes the following changes:
■ Includes the volatility fix supported by the city groups and contained in H.F. 1115 beginning with aids payable
in 2009;
■ Removes the taconite aid offset in the current formula;
■ Adds additional city aid base for the cities of Newport, Taylors Falls, Rockville, Crookston and Brown's
Valley;
■ Increases total LGA by $70 million beginning with aids payable in 2008
■ Adjusts the caps on increases for aids paid in 2008 to 30% of the previous year's levy to allow the new money
to be distributed via the formula.
■ Reflects the modification to the city of Mahnomen's tax base to immediately recognize the loss of taxes from
the casino
Because of the delay in the volatility fix, the new LGA will be distributed based on current need and tax base factors.
Please know that final information for some of variables in the LGA formula are not yet available; the final
certifications will be different.
