Dear Judd and Jay Andrews:
The City has received the application materials on July 15, 2022, for a Conditional Use
Permit and Site Plan/Design Guideline review to allow construction of a car wash at 60th
Street North, adjacent to Tire Pros. The Conditional Use Permit request would allow for
the car wash and to allow no setback for the driveway on the east side of the site. The
application is deemed incomplete. The City may deem it complete with receipt of the
following items by July 27, 2022.
1. Provide a landscape plan with planting details.
2. Provide a signage plan for the monument, wall signage and directional signage
to include all dimensions and size of sign areas.
3. Provide a lighting plan and lighting specifications for the proposed light fixtures.
4. Provide drainage calculations.
5. Provide elevation diagrams for each façade with dimensions and building
materials identified.
6. Provide details on the vacuums and any canopy structure to be used.
7. Provide mailing labels from Washington County for an area 500 feet from the
subject area boundaries.
We invite you and your representatives to a meeting with City Staff to discuss this
application on July 27, 2022, 10:45 A.M. at City Hall.

If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for August 11, 2022, at 6:00 P.M.
in the City Hall Council chambers. If recommended by the Planning Commission that
evening, the City Council will review the application at their meeting scheduled for
August 23, 2022.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60-day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
