FILE NO: 236.02 — 22.07 Dear Mr. Lohry: The City has received the application materials on July 13, 2022, for a Conditional Use Permit and Site Plan/Design Guideline review to allow construction of a 79-unit multiple family apartment building at the intersection of Norwich Avenue North and 58th Street North. The application should have been a request for Planned Unit Development, Concept Plan and General Plan, Conditional Use Permit for multiple family, a Conditional Use Permit for a building in excess of three stories and 35 feet, and Design Guidelines/Site Plan review. The application is deemed incomplete. The City may deem it complete with receipt of the following items by July 27, 2022. 1. A new application form shall be submitted that adds the Planned Unit Development, Concept and General and the Conditional Use Permit for the building height. 2. The Planned Unit Development approvals for the tunnel under 58th Street and the Historic Village included a preliminary and final plat for Boutwells Landing 2nd Addition, Lots 1 and 2 that included the subject area. Please clarify if this was recorded or if the area is an Outlot. 3. Provide lighting specifications for the proposed light fixtures. 4. Include additional details on the landscape as to the numbers and types of trees to be removed and retained on site. 5. Will any provisions be made to reduce the heat island impact of the parking lot? Kevin Lohry July 20, 2022 6. Provide a traffic study to include the following: • Summary of existing conditions • Trips generated by the new development • Impact of the new trips on the roads, intersections and safety in the area 7. Provide drainage calculations. 8. Provide details on wall and freestanding signage. 9. Provide mailing labels from Washington County for an area 500 feet from the subject area boundaries. We invite you and your representatives to a meeting with City Staff to discuss this application on July 27, 2022, 10:00 A.M. at City Hall. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for August 11, 2022, at 6:00 P.M. in the City Hall Council chambers. If recommended by the Planning Commission that evening, the City Council will review the application at their meeting scheduled for August 23, 2022. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency/city review of the application for an additional 60-day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
