Approval is contingent upon meeting the requirements listed below. A copy of the approved plans and this report must be retained at the project location. INSPECTIONS: This project will be inspected by the local municipality. The contractor/installer must obtain all required inspection permits from the Oak Park Heights Building Official, Julie Hultman. All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. No plumbing work may be covered prior to inspection. REQUIREMENT(S): 1. All plumbing shall be installed in accordance with Chapter 4714. All pipe, fittings,traps,fixtures, materials, and devices shall be listed or labeled by a third-party listing agency and comply with the applicable standards referenced in the code(see Sections 301.2 and 1701.1). 2. The horizontal drainage piping must be installed with a uniform slope of at least 1/4 inch per foot(see Section 708.1). Where municipal sewer depth, structural features,or building arrangement preclude this slope, a minimum slope of 1/8 inch per foot may be utilized for piping 4 inches and larger if approved by the authority having jurisdiction. 3. No plaster traps are shown on the plans or being proposed on this application. Be advised plaster traps are approved for special conditions under Minnesota Rules,part 4714, section 1004.1. Plaster traps when provided or supplied by owner must be in compliance with the following: a. Listed by an independent 3rd party to a nationally recognized standard for the application (Section 301.2). b. Plaster trap must be in accordance with the manufacturer's installation instructions and Minnesota Rules,part 4714, section 1004.1. c. All concealed interiors must be constructed of plastic or similar noncorrosive partitions. d. Flexible pipe is not an approved material. 4. Water supply connections to fixtures or equipment which have inlets below the spill line must be provided with an approved backflow preventer(see Section 602.3). This shall include a model trimmer. Sewers crossing above or less than 12 inches below a water service must be constructed of materials approved for use within a building(see Sections 609.2, 720.1,and Table 701.2). The water service should not contain any joints or connections within 10 feet of the crossing. This shall include the RCP storm sewer crossing. 6. Double wyes may not be used for drainage fittings in the horizontal position(see Section 310.5). Proper pipe slope cannot be maintained on both of the offset branches. 7. PVC sanitary or storm sewers must meet ASTM D1785, D2665, D2729, D3034, F794, F891, F1488, or F1760 with approved fittings(see Table 701.2). Only ASTM D1785, D2665, F891, F1488,or F1760 PVC may cross above or less than 12 inches below potable water lines (see Section 720.1). Solvent welded joints must use ASTM F656 purple primer and ASTM D2564 cement. The sewer must be installed by open- trench on a continuous granular bed per Section 314.4.1. 8. AASHTO M252 HDPE pipes 4-inch to 10-inch or ASTM F2306 HDPE pipes 12-inch to 60-inch may be used for storm sewers only if approved by the administrative authority as alternate materials prior to installation (see Section 301.3): a. Pipes must be listed and labeled. Fittings are not permitted. b. Pipes must be installed with a minimum 10-feet separation from water piping and may not cross above or less than 12 inches below water service lines (see Section 720.1). c. HDPE pipes must not be installed within 10 feet of a building. d. HDPE connection to a different material must use an approved listed application-specific transition coupling meeting ASTM C1173 or ASTM C1461 (see Section 705.10). e. Water-tight resilient joints must be used at all connections, including structures. f. Installation must be open-trench per Section 314.4.1 and manufacturer's installation instructions. Otherwise, the storm sewer pipe material must meet Table 701.2. 9. Materials used for subsoil drains must comply with Table 1101.4.6. Polyethylene pipe must meet ASTM F667 and PVC pipe must meet ASTM D2729. Alternate materials may be used if approved by the administrative authority prior to installation(see Section 301.3). 10. Stormwater infiltration systems may be subject to groundwater contamination and hydraulic failure. Verify that the administrative authority has approved the design. Please contact the storm water program staff at the Minnesota Pollution Control Agency(MPCA)for construction and permit requirements. NOTE(S): 1. The scope of this project consists of constructing a new building. The plumbing installation includes a water heater,wall hydrants, floor drains,a mop sink, exam room sinks, lab sinks,treatment sinks,a breakroom sink, single compartment sinks,primary and overflow roof drains,and restroom fixtures. A flammable waste interceptor and a grease interceptor will also be installed. 2. The building will be served by new municipal sewer and water services. New storm sewer will also be installed serving area catch basins and building rainwater leaders. 3. The interior plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the plans may use the plans for construction. If another plumber is contracted to install the plumbing,they must submit their own plans and specifications for the project. The following comment(s)outline the changes and/or additional information that must be submitted so that we can further evaluate the plans and specifications for compliance with the standards of this department: 1. The plumbing plans were reviewed for this project and it has been determined that the submitted fee is incorrect. There appears to be a total of 110 drainage fixture units which requires a$350 fee,4 roof drains which requires a$200 fee, for a total fee of$550. Since you submitted$350,you must submit an additional $200(see Minnesota Statutes, Section 326B.49, subdivision 2). 2. Please provide a utility site plan showing the water and sewer service connections within the property lines, including pipe sizes, slopes,materials,and the designer's signature and license number. Please note that a utility site plan is required for plumbing plan review for all new construction projects or whenever new utility connections will be installed. Please submit the requested information promptly so we may complete our plan review. No plumbing installation related to the above-referenced plans shall begin until approval is provided by our office. When submitting additional information,please refer to Plan No. PB-R2204-0244.
