CITY COUNCIL MEETING MINUTES
I. Call to Order /Pledge of Allet(dance /Amwoval of Ag enda: The meeting was
called to order at 7:09 p.m. by Mayor Beaudet. Present: Councilmembers
Abrahamson, McComber, Runic, and Swenson. Staff present: City Administrator
Johnson, City Attorney Vierling, City Engineer Long, and Public Works Director
Kegley. Absent: City Planner Richards.

C'ouncilmember McComber, seconded by Councilmember Abrahamson, moved
to approve the Agenda as amended. Carried 5 -0.
II. De, `irtment /Council Liaison Reports;
A. Pliannin�4 C'ommisslon: Councilmember Abrahamson reported that the next
meeting was set for May 13 at 7:00 p.m., and the col71mission NVould be
discussing the design guidelines.
B. Parks Commission: COUnCilmember McComber reported that the next
Parks Commission meeting was set for May 17 at 6 :30 p.m. at City Hall
with a park walkthrough prior to the sleeting commencing at Autumn
Hills Park at 5 :30 p.m.
C. Water MaimLement Organizations /Middle St. Croix: Mayor Beaudet
reported that the next meeting of the Middle St. Croix Watershed
Management Organization was scheduled for May 13 at 7:00 p.m. at the
Washington Conservation District Office.
I). Other I.,iaisos /Staff Reoorts: Councihlnember McComber reported that she
provided the Metro Cities Annual Report to City Administrator Johnson
for the council to view. McComber also reported that the Beyond the
Yellow Ribbon Community meeting was scheduled for May 6 from 7:00
p.m. to 9:00 p.m. at the Bayport American Legion.
Administrative Secretary Pinski reported that there were 300 loads
brought in at the Spring Clean -up versus 277 last fall and 432 last spring.
III. Visitors /Public Comment.-
Recyclin -? Award: Administrative Secretary Pinski reported that Patrick Donahue
of 14335 55' Street North was chosen as the recycling; award winner.

VL Old IBusiness:
A. City I lall Facility: Randy Engel of Buetow and Associates, the architect
on the City hall project, provided a status update on the proJect. Ile
reported that phase 1 ends when the punch list is complete, and phase I1
begins with asbestos abatement and demolition of the existing building.
I le reported the protect was approximately 82 percent complete as of that
date.
Mayor I3eaudet, seconded by Councilmember Swenson, moved to approve
PR 45 and PR 46. Carried 5 -0.
Councilmember Swenson, seconded by Councilmember Runk, moved to
authorize expenditure for wood trim on the window sills. Carried 4 -1,
Abrahamson opposed.
Mayor I3eaudet, seconded by Councilmember Abrahamson, moved to
approve PR 48 and direct staff to write a letter to the County offering to
buy one of their racks at a price to be negotiated up to $1,200, but would
need to know if they accept the offer by that Friday. Carried 5 -0.

Development Agreement: Jenny Bolton of Kennedy and Graven reported
that two Resolutions were provided to the council: one for bond approval
and one for the TIF development agreement. She reported that the City
has no obligation and no money would flow through the City,
Councilmember Runk, seconded by Councilmember McComber, moved
to approve the Resolution authorizing the issuance, sale, and delivery of
the multifamily housing revenue bonds. Roll call vote taken. Carried 5 -0.
Councilmember McComber, seconded by Councilmember Swenson,
moved to approve the Resolution approving tax increment development
agreement. Roll call vote taken. Carried 5 -0.
Councilmember Runk, seconded by Councilmember Swenson, moved to
approve the tax increment development by and between the City and
Oakgrcen Commons, LI.,C. Roll call vote taken. Carried 5-0.
C. Reconsideration of Dedication Plactue_"l ext for New Cites Hall:
Councilmember Abrahamson, Seconded by C'.ounc- ilmember lZunk, moved
for reconsideration of the decision on this natter. Carried 5 -0.
Councilmember Abrahamson stated that he requested reconsideration
because the mayor had no input on the decision, and it came to his
attention that the Mayor was willing to donate the plaque.
Councilmember Abrahamson, seconded by Councilmember Swenson,
moved to approve the Mayor's proposal for the text of the plaque. Carried
5 -0.
V11. New Business:
A. Set Date, ']'line, and Location for 2010 Party in the Park: Mayor Beaudet,
seconded by Councilmember McComber, moved to set Party in the Park at
Breldw Park on Tuesday, August 3, from 5:00 p.m. to 7:00 p.m.. Carried
5 -0.
B. N1.,C Prescrintion Discount Card Proaranl: Councili nember McComber
reported that she learned about this program at the National League of
Cities Conference. She stated there: would be no costs to tie City and
would be benclicial to the residents.
Councilmember McComber seconded by Councilmember Swenson,
moved to direct the City Administrator to look into what the program
entails. Carried 5 -0.

Position: Public Works Director Kegley requested a temporary seasonal
full -time employee for roughly a six -month period.

The City had received live applications l'or the part-tirne, temporary Oak Park Heights internship
position and three candidates were interviewed. It should be noted that all were well qualified for thy;
internship opportunity and cacti would have been an asset. At this tune Ms. Jessica Anderson was the
preferred candidate due to her experience, education and availability. (Ms. Anderseu is a graduate
student at Hamline University seeking her Master's Degree in Public Administration and has quality
work experience with the Girl Scout organization and a Congressional Intern with Sell. Dorgan.)
The expected hours of 15-16 per week and are to be on Wed and Fridays, commencing the week of
May 17"', 2010. (Enclosed is listing of possible prefects she will be ass] gnod, although others may
become apparent)
The pay scale as offered is $10.00 per hour and will cap at approximately $4,000; 01' about 24 weeks of
services when FICA and other ancillaries are included, The 201 Budget has allocated funding in the
current budget for up to $4,000 in temporary labor/services; however even these costs may be covered
by the planned EECBG Grant (Energy / Efficiency).

Possible Assignments For Summer 2010 Internship
The following listings are the likely tasks to be assigned to an Administrative Intern should
adequate funding and time become available. To date, the City Council has approved $4,000 to
fund a temporary part -time position for the summer of 2010 , approximately 24 weeks —16 hours
per week @$10.00 per hour.
The Intern would, in addition to some of the assignments noted below, would also be asked to
assist in the day -to -day administrative tasks such as answering the phone, making copies, etc.
Finally, the Intern is expected to attend meetings with myself and other staff members, such as
attending full City staff meetings on Wednesday's at 11:00 am.
These assignments have no particular order and simply listed numerically for reference. Depending
on skills and abilities of the selected person new ideas and opportunities may arise!
Assianment 1.
The Intern shall prepare a detailed analysis and report that examines the decision by the
Metropolitan Council stating that the City's Occupancy Rate for all forms of residential homes
(apartments, town homes and single family) is historically 93 percent; or that 7 percent of all
residential housing in Oak Park Heights is VACANT. The analysis and report shall provide
information to the City, engaging the MET Council's methodology, as to the viability of the MET
Councils results.
This study would include:
the preparation of spreadsheets that lists all multi - family housing and town home units;
meet with the management of each property and ascertain their vacancy rates for both
current and as of July 1, 2010, (in theory this could be extrapolated from any given
vacancy date.)
Please collect additional contact data and other information that you feel will be useful to
this or other future endeavors.
This study must be re- producible and defensible. The intern would be presenting findings to the
City Council at some point.
This study is important to the City as the Occupancy Rate has a real impact on the City's
population count, which then impacts the City's ability to receive State Road Aids. State Road Aids
are only made available to cities with populations of 5,000. Oak Park Height is currently at 4,771
and inching upwards. If our findings indicate the higher occupancy rates we could add as much as
50 persons to the count.
Assimment #2
Various departments and/or agencies require a count of hydrants within the City, both public and
private. Oak Park Heights' current GIS data does not include hydrants on public or private
property, rendering the data set incomplete and the total count unknown. This situation will be
remedied by the intern collecting field GPS points using a handheld data collector with differential

correction capabilities for accuracy. The field collection of GPS points shall be performed in
conjunction with yearly hydrant flushing, which is completed between May and June, Upon
completion of the project, the City will possess a complete and accurate data set of each hydrant
within the boundary of Oak Park Heights.
The intern shall be responsible for the collection of hydrant GPS data, as well as assisting in
transferring data to ArcGIS. The intern would work collectively with Andy Kegley of the Public
Works Dept to complete this study so that the City has accurate GPS points for all hydrants.
Assimment #3
The City has a mass - transportation problem being that Oak Park Heights is within the
METROPOLITAIN COUNCIL'S purview, there is some level of commuter bus services from the
Stillwater area to St. Paul and points westward.
However in the last five years the City has lost essentially all other bus services, and has no local
commuter routes in the area due to cuts by the MET COUNCIL.
The intern's assignment would be to summarize and report on:
Summarize & Outline the current mass - transportation opportunities serving Oak Park
Heights residents; Who are the players involved? What is the quality of services being
provided?
® Report on how such current services are being paid for;
Comment on if the services provided by the MET COUNCIL to this area are equitable
compared to the funding derived ._ compared to Woodbury or other inner -ring suburbs
served by the MET COUNCIL.
® What is the history and what is possibility of the re- establishment of a local circuit route
through Oak Dark Heights, Bayport and Stillwater; how could /should this be funded -
recommendations?
Assignment #4
Related to item #3 above, there are approximately 20 former bus-stops in the City limits that no
longer see bus - services. (These local comer routes have all been cancelled by the MET Council).
Despite these cuts, these "bus stop locations remain and include massive concrete benches,
poles, signage, etc. The Intern would be responsible for having the signage removed and possibly
acquire ownership of the concrete benches for relocation onto the City's trail system. The intern
would be responsible to prepare RFQ for siting and relocations of such benches,

The City is consistently looking for ways to improve the functionality of the City's website (working
with limitations of the web host, Govoffice). If the intern who fills the internship position has
familiarity with public relations /outreach and website design, the City would seek assistance
towards making the City's website a more interactive site to better deliver public services.

The City of Oak Park Heights has submitted to the Department of Commerce an Energy Efficiency
Community Block Grant application in the amount of $150,000 for various projects including the
acquisition of a new public works vehicle, holding of "energy fair", performing a Greenhouse gas
audit, etc. The intern would be asked to help implement these projects. The application has been
submitted on Jan 25th, 2010, it is unknown when or what aspects might receive funding, if at all.
