Page 2 of 6 CITY OF OAK PARK HEIGHTS PARKS COMMISSION MEETING MINUTES Monday, April 19, 2010 at City Hall 1. Call to Order: Commissioner Viers called the meeting to order at 6:30 p.m. Present: Commissioners Krieger and Niedzolkowski; City Administrator Johnson, Arborist Widin, Public Works Director Kelley, Commission liaison McComber, and Park Programming Coordinator Zeuli. Absent: Chair Eder and Vice Chair Hauble. II. Annroval of Agenda: City Administrator Johnson requested that "Discussion of Playful City USA Program" be added to Old Business. Commissioner Krieger, seconded by Commissioner Niedzolkowski, moved to approve the Agenda with that addition. Carried 3- 0. III. Al,)jurove Parks Commission Minutes .--- March 15, 2010: . No minutes available at this tune. Commission Liaison McComber reported that she took minutes, and they will be available for the next meeting. IV. Department /Commission I.,iaison Reoorts: A. Arborist: Arborist Widin reported that the City received a grant for Emerald Ash Borer planning and preparedness, and work has beer) progressing on that. Widin stated she will be doing site checks at the removal sites and putting together a replacement tree list which will replaced in August. Widin reported she was holding it frce 1`merald Ash Borer seminar at Boutwclls banding Auditorium A on April 20 from 7:00 -- 8:00 p.m. Widin reminded residents to not prune or wound any oak species this time of the year. She stated that if an oak is wounded during this growing season, it should be covered right away with latex house paint to prevent insect transmission of the oak wilt fungus. Arborist Widin reported that the City of Oak Park I leights received the 2009 "Tree City USA Award. Commissioner Krieger, seconded by Commissioner Niedzolkowski, moved to approve the Arborist's Report, Carried 3 -0, B. Public Works Director: Public Works Director Kegley reported that the restrooms at the parks would be open for the season by May 28. Kegley reported that the Valley View soffit and fascia contract was signed, and the work would be completed prior to opening of the parks on May 28. Commissioner Niedzolkowski, seconded by Commissioner Kriegel moved to approve the Public Works Director's Report. Carried 3 -0. Page 3 of 6 Parks Commission Minutes April 19, 2010 Page 2 of 3 C. Other / Commission Liaison Retorts: City Administrator Johnson reported the City received an energy grant to use toward updating; lights at Brekke Park. He stated the City is waiting; to see what the bids come in at for the project. Commission Liaison McCon ber reported that the City of Oak Park Heights was working; with Bayport, Baytown Township, and Lakeland Township on the Yellow Ribbon Communities initiative. She reported that a focus of the initiative was to help welcome back soldiers and help military families. She suggested there could be a park program geared toward military families. McComber reported there is a community meeting on May b at 7:00 p.m. at the Bayport American Legion for people to come and share ideas and sec what they can do to help. V. VisitorS /I'ublic. Comment: None VI Public I-learinas: None VII. New Business: A. Park and 'Frail Guide: Public Works Director Kegley provided the Parks Commissioners with a draft park and trail guide. Commission Liaison McComber suggested having a board at each of the parks with the park map posted and a box for the maps so people may take one with them. Con - ii - nissioner Krieger stated he liked when naps showed mileage indicators for trail distances. Keeley reported that a finished product would be available at the neat Parks Commission meeting. City Administrator Johnson requested the Parks Commissioners notify staff if they had any ideas for the guide. B. Discuss Park and 'frail Online Survev: City Administrator Johnson provided tile. Parks Commissioners with some results of the online survey. I le requested that residents visit the City website and provide their opinion on the parks and trails through the online survey. VIII. OId Business: A. Discuss Parks Walkthrouah and Schedule Continued Walkthrouah (if needed): Public Works Director Kegley reported that the Parks Commission completed a walkthrough of Swager Park, Cover Park, and Valley View Park. Councilnnernber Viers suggested the continued walkthrough be scheduled for Monday, May 17 at 5:30 p.m. commencing at Autumn Hills Park and then to Brekke Park. B. Plavful City USA: Councilmember MCCOmber stated she would like for Oak Park Heights to be designated as a Playful City. She said the City would need to set up a program similar to the Tree City USA program. McCombe• stated the City would need a sub - committee separate from the Parks Commission, Commissioner Page 4 of 6 Parks Commission Minutes April 19, 2010 Page 3 of 3 Niedzolkowski stated she would be on the sub - committee. Councilmember McComber stated she would and noted that City Administrator Johnson stated he would be on the sub - committee. City Administrator Johnson suggested Park Programming Coordinator Zeuli be on the committee. IX. Informational: A. Continued Spring Parks Walkthrough: Monday, May 17, 2010, at 5:30 p.m. commencing at Autumn Hills Park 1.3. Next Meeting.: Monday May 17, 2010, at I3rekke Park following the Spring Parks Walkthrough C. Spring Clean -up: Saturday, April 24, 2010 from 7:30 a.m. to 1:00 p.m. 1).
