BACKGROUND
Jeremy Larson of Hampton Companies has made application for a Comprehensive Plan
Amendment to change the land use classification of Commercial use to
Residential/Business Transitional use, rezoning from 0-Open Space Conservation to B-
4, Limited Business District, Conditional Use Permits for multiple family development
and building height, preliminary and final plat, and Architectural Design Guidelines/Site
Plan Review for the development of the area north of 58th Street, west of Menards and
east of Oak Park Ponds (Kowalski's Market). The development would be an 81 unit
market rate apartment building.
Staff continues to have discussion with the Applicants regarding development of the
site, especially as it relates to access, and will ask the Planning Commission, at their
October 13, 2022, meeting, to open the public hearing, take any comment, and continue
the hearing and discussion on this topic to the November 10, 2022, meeting. A
complete review of the issues cannot be provided at this time until additional information
is received from the Applicant. Pursuant to Minnesota Statute 15.99, the City has
previously extended its review timeline to allow for a 120 day period.
CONCLUSION/RECOMMENDATION
Staff recommends that the Planning Commission open the public hearing, take any
public comment, and continue the hearing and discussion on this application to the
November 10, 2022, meeting.
