HomeMy WebLinkAboutweekly notes - february 4th 2022 th CITY OF OAK PARK HEIGHTS –WEEKLY NOTES for: February 4, 2022 TO: City Council Members& Staff FROM: Eric Johnson, CityAdministrator Zoning & Development Items: 1.No new applications have been received.The Planning Commission meeting slated for 2/10/22 has been cancelled due to a general lack of business. 2.The County now appears that they will be constructing the frontage road re-route behind the “Carbone’s building” this summer- enclosed is the final known layout – it does include a southbound turn land – right out at Osgood. Earlier versions did not have this. Staff did provide earlier feedback that such tun lane is needed – the County did not object but was waiting to secure final lands from Andersen Corp for suchlane. The CIty Engineer is asked to sign the plan set, which should not be problematic as the CIty has no funding or involvement in the construction. 3.The CIty is usually notified by the State when a Human Service office – such as a group home or care provider relocates in a city; the seek to affirm underlying zoning. In this case, the zoning is appropriate – See the enclosed letter from MN Dept of Human Services. COVID-19 Matters: This is the Governor’s - PORTAL https://mn.gov/covid19 – Many documents/ Exec. Other Items: Police Activity Report – January2022 from Chief Hansen General legislative update from Lockridge Grindal 1/31/22 The City of Columbus is initiating legislation that would seek to provide funding to cities that are net contribtors to Fiscal Disparties, Are Less than 5,000 in population, receive no LGAand are in the METRO. This would include OPH and a number of other cities, but could net the CIty $200,000 annually. Enclosed is some general information and some background. We do need to better understand some pitfall or issues , but the premise argued by Columbus is that cities such as OPH and them –pay into the Fiscal Disparties pool, receive no other aids and is a question of equity. More to come – but interestingly in OPH case – compared to othe cities in such formuala --it would be an incentive to remain under 5,000 – assuming it was dutifully funded and wold not have LGA or Road Aid strings… Mayor McComber Provided 1.NLC Update for 1/29/22 & 2/2/22 2.Information from CUC - discussion possible Transition Aid for Plant Closure. (Note this is distinct from City’s proposed legislation on transition aid and LGAwith Ann Lenczewski) CITY OF OAK PARK HEIGHTS POLICE DEPARTMENT 14168 Oak Park Blvd. N., Oak Park Heights, MN 55082 February 3, 2022 To: Mayor and Council From: Chief of Police, Steve Hansen Subject: Police Activity Report January 2022 This overview report is the activity of the Oak Park Heights Police Department during the month of January 2022. Officers responded to and generated 400 calls for service in the City of Oak Park Heights during this month. Quick breakdown for some of those calls for service include: 87 medicals, 22 vehicle accidents, 2 fire related, 27 alarms, 8 disturbance/disorderly conducts, 35 traffic violations, 17 thefts from businesses/residential, 11 suspicious persons/vehicles, 10 mental health/suicide threats, 15 welfare checks. At the beginning of the year the police department went live with all new body cameras that integrate with the squad car camera system through Motorola (Watchguard System). Still waiting on the final report from the auditor on the body worn cameras audit. On January 4th I had attended the meeting at the Bayport Fire Dept along with other city staff/council members reference a discussion of budgetary concerns for the fire department. At this point we are waiting on additional information that was requested. I also attended a crime update meeting with the regional council of mayors in Eden Prairie with Mayor McComber on 1/10/2022. It was large group of elected officials, police chiefs and county attorneys discussing current trends and addressing concerns about prosecution of repeat offenders. Retired OPHPD Officer Dick Jorgenson passed away on 1/13/2022. He was an officer for OPHPD for 27 years. His wife donated old police patches and photo of police personnel from 1972. Police Operational Changes: At the beginning of this year, we had some assignments and scheduling changes. Officer Croft is now assigned to the investigation’s unit. Sgt Vierling is now back on patrol working opposite shifts that Sgt. Givand works. Both Sgts will work the power shift from noon-2300hrs providing supervisory coverage every day of the week now. We have also adjusted the weekend power car to working thurs-Sunday 1600-0200hrs. This will provide additional coverage/officers during the entire weekend shifts. Officer Wynia has also been selected as the new School Resource Officer staring September 2022. Covid 19: We have had a few staff and their family members affected by Covid, but thankfully they all have been staggered absences with minimal effect on the schedule or operations at this time. Training: Officer Wynia attended and completed the Basic School Resource Officer course. Both OPHPD and Bayport PD have agreed to do more training together this year. Investigators Croft and Paradise attending Registered Predatory Offender training at the BCA. Calls for Service highlights: 1.Theft of catalytic converter from a vehicle parked at Menard’s 2.Comp reporting fraud involving a purchase of puppy over the internet but never receiving the dog. 3.Officers responded to Walmart for a suspect that attempted to push out a cart full of items and then pepper sprayed the employee trying to stop him. Several customers affected by the lingering spray particles still in the area of the doors. 4.Officers responded to the bridge for a suicidal male. After almost 2 hours of crisis communication, male was taken into custody and transported to regions hospital 5.Officers responded the oak park senior living apt complex for a theft from vehicles. 6.Officers took reports of theft from motor vehicle from the adjacent Green Twig Villas 7.OPH PD officer assisted State Patrol with a stolen vehicle traveling e/b, OPHPD deployed stop sticks on the suspect vehicle. 8.Officers located suspect male from an altercation in his car at autumn hills park, he was arrested for DUI, 3 times over the legal limit. 9.Officer conducted traffic stop on a vehicle going 101mph w/b as he crossed over the bridge into OPH. 10. Theft report from kohls involving two suspect males stealing several vacuums. Suspects are involved in a metro area theft ring. XjuiBJEDBQ QpttjcmfBjeup PQI Low-Aid Municipality Distribution 2022 HF /SR : The bill is a modest effort to address a lack of aid to small cities in the metropolitan area due to inequities in the formula used for aid and tax base sharing. Each city that is eligible is a net payer into the fiscal disparities pool, meaning that they contribute more tax base than they receive back. Each city is under 5,000 in population, meaning they do not qualify for gas tax even though many of their residents commute to work contributing to the gas tax at a higher rate than workers who live closer to their jobs. Each city does not qualify for local government aid (LGA). The formula is based on a municipality’s net contribution to fiscal disparities and capped at $200,000 annually, which approximates what the city might receive if they were eligible for gas tax. Based upon initial projections from the Department of Revenue, 18 small cities would share approximately $1.08 million in aid during the first year of the program to fund basic services. When and if any city qualifies for the gas tax (Municipal State Aid) or LGA, they would no longer be eligible for the program. Also, if the cities become net beneficiaries of fiscal disparities, they would no longer be eligible for the program. The bill was modeled after a 2017 enactment that was designed to address the disparate impact of fiscal disparities on several small cities that were outside the metropolitan transit service area (HF 166/SF 117). Like the 2017 legislation, this bill addresses inequities without altering the fiscal disparities formula.
