CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: June 10th2022

Zoning & Development Items:
1.No new applications have been submitted…yet for the July Planning Commission consideration. Staff does have a planned meeting on 6/15 with the
Jaime Junker Group –to discuss their concept further.
2.Code Enforcement letters – related topool maintenanceand dog manure. The CIty BuildingOfficial
and I spend quitea bit of time dealing with – otherwise site maintenance issues so that our City
keeps up its tidy appearance. Hardly – a “Broken Windows” concept – which has its challengestoo,
however the CIty tries to jump on issues that are apparent to ensure things do not snowball.
COVID-19 Matters:
This is the Governor’s - PORTALhttps://mn.gov/covid19 – Many documents/ Exec. Orderscan
be found. Washington County has initiated a County Dashboard containing more localized COVID-19
Impacts and rates LINK ->>HERE.
Other Items:
The City was asked tosee if it could help investigate a drainage problem in the parking structure
at Fox Hollow Condo…near Phil’s Tara. The Condo Board presidentcalledmewas apparently
worried their structure was in jeopardy.Lee Mann and I did visit–again asa courtesy as it is a
private issue. In short, someone drilled a hole in the walland their drainage off the pool deck may
need to be addressedto guide itaway from their building. Theywillneed to hire their own firm
to make further assessments, but I think we made her feel better.Please note, I have performed
a number of these types of visits over theyearsand almost allthe water intrusion/ drainage
problems stem from poor grading, poor downspout placement andlack of site maintenance.
XcelEnergy will be flyinga DRONE in our community pforming line assessments; pleasesee their enclosed
letter of information.
The Norell Project is moving forward…enclosed is theweekly update(6/10)from STANTEC. Over the past
week, there hasbeen some challenges with theWALMRT delivery access routes, but it seems tobe worked
through. Enclosed is the established delivery route map for Wal-Mart. TheCIty,the contractor and Wal-mart
will have to work together as there are few options. Lastly,The CIty hasapprovedSATURDAY work(6/11)for
the contractor–related to somestorm-water piping–this mayhelp keeping the contractor a bitahead of
schedule – so we don’twant to sayno if it is not expected tocause issues. So far so good.
The City’s2022 MillandOveralyProject has commenced in earnest… enclosed is the first of weekly updates.
Once item from the City Council 2022 Goal discussion was some internal CityHallmaintenance–The City Hall
airducts were cleaned this pastweek. Carpet cleaningwillbe in fall.
2022-2023 LMCDues willseea 3.5%increase from $5,525 to $5,718

Pending TaxForfeitureProperties– AndHowThey Deal with these from a
process standpoint.

RE: Dog Manure – Nuisance Ordinance
The City has received some complaints about an accumulationof dog manure collecting in area yards
(including your address) and generating odors. As a reminder, this is a violation of City Ordinance
1109.03.E and we wouldrequest that any yards be patrolled regularly to ensure this cleaned up.

Norell Avenue North Improvements
Weekly Project Update #7
For the Week Ending 6/10/2022
What work was completed on the
project this week?
Asphalt paving was started on
the North leg of the Norell
Roundabout, and the Cul-de-
sac by Panera Bread
Pedestrian ramps were
completed at the Highway 36
intersection
Underground storm sewer was
installed throughout the project
Curb and Gutter and driveway
replacements have started for
the South leg of Norell which is
currently closed.
What work is expected for next week?
Crews will be installing new storm sewer and grading the roadway

Work will focus on the southmost portion of Norell Ave, from 58 St to the Walmart entrance, with
curb and gutter, driveways, and paving with a goal of reopening the following week.

Grading will take place for the new Northbound Norell to Eastbound 60 St turn lane by Gardy’s
Sport Center.
Will there be any changes to the traffic detour or access to businesses next week?
The project has started Phase 2-2 meaning that the access to Walmart and Kohls from Norell
Ave is closed. Please see the attached map for the detour route to take to area businesses.

2022Mill & Overlay andPedestrian Improvements Project
Weekly Project Update #1
For the Week Ending 6/10/2022
What work was completed on the project this week?
Saw cutting marked curb locations and removing sections of the curb.
Removing the road in areas where existing valley gutters will be repaired, and new valley
gutters are going to be put in. These areas will be filled in with gravel over the weekend.
What work is expected for next week?
Valley gutters will be poured half at a time on Monday morning. This means that only half of
the road will be open at those locations for the rest of the week.
Curb sections on the road that have been removed will be poured.
Curb sections at the town hall will be removed and replaced.
Will there beany changes to accessibility and traffic next week?
Residents whose whole driveway will be replaced will be notified to move cars onto the street
for 7 days while the concrete cures.
Residents who are having only parts of their driveway curb replaced should avoid driving on
that portion of curb for 7 days when using their driveway.
Valley gutters will be put in/fixed at these locations and only half of the road will be used at

the intersections for 7 days: Obrien Ave N at 57St N, Oren Ave N at 57St N, Omar Ave N at

55St N, Omaha Ave N at 55St N.
The City hall parking lot will have 5 parking spots marked for residents to park in when using city
hall Monday (6/13) and Tuesday (6/14).
