Subject: Police Activity Report June 2022
This overview report is the activity of the Oak Park Heights Police Department during the
month of June 2022. Officers responded to and generated 444 calls or service in the City of
Oak Park Heights during this month. Quick breakdown for some of those calls for service
include: 101 medicals, 1 fire related, 8 thefts from businesses, 24 vehicle accidents, 23 alarms,
9 disturbance/disorderly conducts, 61 traffic violations, 23 suspicious persons/vehicles, 7
mental health/suicide threats, 21 welfare checks.

Increased traffic on 58 continues through the detour routes and officers noticing disregard for
th
the stop signs at the intersections throughout 58 st. Extra traffic enforcement assigned along
th
with TZD/Safe n Sober events planned in July to target speeders/stop sign violators along 58
and the Hwy 36 corridor.

The new speed display signs have been installed at both ends of 58 st and have been
programmed. We are now capturing data for both directions and this will assist with
enforcement efforts. Please see the attached documents for some of that data snapshot.
Community Outreach:
T
his was a busy month for community outreach at the police department as we participated
with the city event Party in Park. We invited additional public safety partners including MCF-
OPH, WCSO, MSP-Helicopter, MN Dept of Traffic Safety. It was big success and a great
opportunity to meet all the visitors/residents.

Officers stopped out a New Horizon Academy for a meet and greet with 80
students for public safety day. Kids were able to tour the squads and fire trucks.
Officers also assisted with escorting and sending off two Stillwater High School
sport teams to their State Tournament.
Officer Hicks and myself met with the director of Choices for Women and
discussed security concerns given the recent supreme court rulings. Officer Hicks
conducted a CPTED (crime prevention through environmental design) evaluation
of the property.
Training:
Officer Zwach completed a 2-day AR15
armorer class for our new rifles
Officers participated in a joint shoot with
Bayport PD covering less lethal shotgun
rounds and tactical course of fire on the
range for rifle and handgun.
Officer Schroeder completed a week-long
certification for SWAT basic operator
training up at Camp Ripley
Calls for service highlights:
1. Officers investigated a stolen vehicle from carbones
2. Officers responded to rollover accident on hwy 95/king plant road. Juvenile driver
veered off and rolled several times landing in the pond at Andersen windows area.
3. Officers made contact with a homeless person living in a tent behind Speedway on
the frontage road. He advised that bike needed repairs and later left the area.
4. Officers responded to another homeless person lying on the benches near
Boutwells. Individual was verbal towards officers and refused assistance. Later left
towards Stillwater.
5. Officer responded to a male face down in the yard of his home at approx. 0630hrs,
alcohol involved. Transported by ambulance.
6. Assisted Stillwater with a male threatening to shoot officers, Ak-47 later found
inside his home. Suspect male transported for psych hold.
7. Officer responded to the Speedway for a medical involving a drug overdose.
8. Theft of two grand Cherokee vehicles reported from fury motors and third veh
damaged
9. Officer responded to Kohls on 6/17/2022 for a theft report of $820.00, involving a
couple walking out the store with piles of clothes.

Re: Solid Waste and Recycling Contract
RFP Update
The RFP for solid waste and recycling was issued as approved by the City Council at
their April 26, 2022 meeting was issued on May 2, 2022 with bids due on July 1, 2022.
The invitation to submit an RFP was advertised in the Stillwater Gazette and posted
on theLeague of Minnesota Cities website, and invitations were emailed and mailed
to ten different service providers in the area.
While the City received inquires from three different entities, we received only one bid
by the due date.The bid received was from Tennis Sanitation, but they did not follow
the proposal requirements and therefor is invalid.
As a formality, staff will be asking City Council to reject the bid due to invalid
submission.
Next Steps
Because time of the essence, staff will be re-issuing an RFP on July 13, 2022 with a
due date of July 22, 2022 and potential review and bid award at the July 26, 2022 City
Council meeting.
Staff recognizes that the times have changed in the service industry with labor
shortages and the change in the recycling commodity market. There is a need to be
more flexible with the terms of a new contract. The revised RFP is a more simplified
version with a standard set annual increase in fees and removal of the requirement to
send commodity rebate checks to the City, and is more consistent with the level of
service that is provided in surrounding communities, with services such as yard waste
and bulk item pickup being billed directly to the residents instead of the City to help
with costs. The City is also offering that the Contractor propose the pickup day that
works best for their schedule and would allow the Contractor up to three service days

in the City based on map zones. This could be beneficial to the Contractor with staff
shortage issues.
The City will still include a line item for an alternate to add weekly recyclingso the
Council may review and make a decision based on the associated costs.
The hope is that with the revised RFP, more entities would be interested in submitting
bids.
Staff intends to post the RFP on the City’s website, on the League of Minnesota Cities
website, and send invites via email and mail to the same entities as the first round.
Timeline
July 13, 2022 Staff posts and advertises Requests for Proposals for
residential solid waste and recycling collection contract.
July 22, 2022 Bids due at 2:00 p.m. Staff reviews bids and prepares
recommendation for the City Council.
July 26, 2022 City Council rejects first round RFP response, considers
staff recommendation, and takes formal action to direct
staff to execute contract.
August 2022 Contract documents executed. Staff makes plans with new
contractor and old contractor for transition of
services/removal off old bins and drop-off of new bins.
September 2022 Residents notified of upcoming change(s) in the City’s
Newsletter.
Dec 2022/Jan 2023 Transition takes affect with no interruption of services to
residents.

The city hall will be getting paved on Monday, July 11. Access to the city hall may be

delayed. Residents should avoid taking Oak Park Road on July 5, if possible. Residents can
park on Obrien Ave. to access city hall when the front lot is being paved.
Structures that have been raised will be marked with a flasher or cone. Avoid driving over
these structures.
Residents should avoid house projectssuch as,new roofor driveway. The vehicles and
equipmentused for these projects will tear up the roadonce it is milled.
There may be a delay to driveways if paving is taking place in frontof your house.
Theconstruction crew will communicatewith residents on when they can drive over the new
pavement.

Norell Avenue North Improvements
Weekly Project Update #11
For the Week Ending 7/08/2022
What work was completed on the
project this week?
Curb backfilling, trail
construction, and gravel grading
were continued along Norell
Avenue
Topsoil placement and finish
grading has started.
Curb and gutter for the Walmart
and Michaels parking lots have
started to be poured.
What work is expected for next
week?
Crews will be installing additional curb and gutter and median concrete.
Grading work will take place to prepare for trail paving

Will there be any changes to the traffic detour or access to businesses next week?

Access to Norell Avenue from 58 St has been restored for patrons of Walmart and Michael’s.
Norell is still closed from Highway 36, with a reopening target of end of July.

Subject: Stillwater Council Meeting
Information:
In watching the replay of the Stillwater Council workshop meeting of July 5. I
would note that during the report from their Community Development Director.
He mentioned that he along with the City Administrator, City Engineer and Public
Works Director had met with the County. The purpose of the meeting was to plan

a way forward on the 58 Street extension. He reported they worked on
developing a strategy for moving forward and that he feels they have a work plan
in place to do so.

I found this interesting due to the fact that 58 Street is in our City. I notified
Administrator Johnson of this latest action.
