Dear Mr. Siegfried:
The City has received the development application on October 11, 2022, for a
Conditional Use Permit to allow for outdoor storage, and Design Guidelines/Site Plan
Review to allow construction of an office and warehouse building at 5416 Stagecoach
Trail. The application is deemed incomplete. The City may deem it complete with
receipt of the following items by October 26, 2022.
1. The City will be looking for an understanding at this time that conceptually the
drainage and utilities will work as planned. While we are not looking at final
plans or drainage calculations at this time, some engineering work should be
done to provide this assurance.
2. Has Washington County approved the site plan with the two access points?
3. A photometric plan and lighting specifications for the proposed lights including all
parking lot and wall fixtures will be required later in the process. Please provide
any details at this time as to what is planned for site lighting.
4. Additional information will also need to be provided for landscaping later in the
process. A list of trees to be removed, trees to be protected and removed, a tree
replacement calculation, and a full landscape plan will be required.
5. Provide details on any proposed wall and freestanding signage.
6. Will all ground or roof mounted mechanical equipment be screened?
7. Will all trash and recycling be stored within the building?

8. A building materials board will be required for the Planning Commission meeting.
We invite you and your representatives to a meeting with City Staff to discuss this
application on October 26, 2022, 10:30 A.M. at City Hall. Please confirm your ability to
attend.
If all the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for November 10, 2022, at 6:00
P.M. in the City Hall Council chambers. If recommended by the Planning Commission
that evening, the City Council will review the application at their meeting scheduled for
November 22, 2022.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency/city review of the application for an
additional 60-day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
