HomeMy WebLinkAboutweekly notes 10-21-22 st CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: October 212022 TO: City Council Members& Staff FROM: Eric Johnson, City Administrator Zoning & Development Items: 1.Other than Sigfried Construction, no other applications have been received for November 2022 Planning Commission. 2.The City has requested – at least twice - of Washington County Technical Advisory Committee for the conceptual Middle St. Croix Regional Trailway that the discussionmust include elements of financing andmaintenance cost considerations as these are critical to understanding real feasibilities and what impacts may be requested of the City.If a trail cannot be funded or is unmaintainable – any such corridoris fundamentally unworkable. Ultimately, becausethere was not an affirmative response to have that discussion it was expressedthat the City will need withdraw its participation until such time as that is included. The enclosed letter was sent; and the County has since agreed to include this in the discussion. The City does not expect that every dollar needs to be secured or identified at this time, but if a plan is to seek local units of government contribute funds or maintaina trail – we wouldlike to know that now. 3.On Wednesday, I was invited to attend a meetingwith anumber of homeowners from thePalmer Station development – who are inquiring of the obligationsof the Developer (Creative Homes) to complete what may be left out there for constructionand ultimatelywhat they may be on the hook for relative to their Homeowner’s Association. Fundamentally, the remaining issues for the CIty are site specific for grading (lot 8) and some final tree replacement / updates. The City has limited role in this relationship between these ownersand Creative, but it wouldappear that there is a lack of a transitional processor that has yet to be communicated between them. Other Items: The Norell Project is moving forward…enclosed is the weekly update.Related to this the City is required to achieve SUBSTNATIAL COMPLETEION by 10/15. Staff would argue that that has been achieved as most of the remaining would relates to some landscaping and final trail connections. It will kick off with a program and luncheon at the Water Street Inn at Noon (10/27). If a trail is un-fundable or un-maintainable it cannot be built. Therefore,such matters are integral to this discussion to ensure truefeasibility. We have inquired that this be added in the past. As we understand, you are working on scheduling the third TAC meeting for some time in November. We again requestandremind youthat theseitemsmustbe specifically placed on the agenda for the next TAC meeting with adequate time todiscussand facilitated to create clear goals and expectations. If they are not on the Agenda, the City of Oak Park Heightswill be withdrawing our participation in the TAC until these elements are engaged and given the properconsideration. A striping crew installed pavement markings onallofthe newly completed asphalt. What work is expected for next week? A concrete crew will arrive next weekto complete some medians and sidewalks along th 59Street.A seeding crew will also place dormant seed at all areas without established grass. We expect the work to occur mid-week. Will there beany changes to the traffic detour or access to businessesnext week? No changes in traffic access will occur next week. Norell Avenue from Highway 36will be open th as well as the roundabout and 59Street. th There will be short term lane closures on59Street and Norwich Avenue as the concrete medians and sidewalks are installed.
