CITY OF OAK PARK HEIGHTS – WEEKLY NOTES for: October 142022

Zoning & Development Items:
1.The CIty has receivedan application from SIGFRIED CONSTRUCTION for the development of the office/warehouseat the
BELL PROPERTY site. This is expected to be reviewed at the November Planning Commission meeting.
2.See enclosed code enforcement letter to 6310 Paris Ave.
3.See enclosed copy of final letter to Hampton Companies- “REJECTING” their application for the 81 unit apt building.
4.FURY MOTORS has not yet submitted an application for a CUP
relatedto their filling activities on the eastside of their site. The
CIty still holds a $5000 escrow in anticipation of a submission.
We understand they are working on a sale agreement with the
owner of the AMERICINN to ultimately facilitate such minor
(relatively) land filling.
5.There has been concerns raised by STILLWATER FAMILY
DENTAL (office buildingjust west of PANERA) of cut through
traffic; As this is a private street and access to and from the
Panera and future Popeye’s is not dependent on this route, we
expect this to be coned offas both Owners have agreed to do
this. See Image
Other Items:
The Norell Project is moving forward…enclosed is the weekly
update.Related to this theCity is required to achieve
SUBSTNATIAL COMPLETEION by 10/15. Staff would argue that
that has been achieved as most of the remaining wouldrelates to some landscaping and final trail connections.
The City has responded to a DOG BIT / Potentially Dangerous Dog – LADY – at Raymie Johnson. See the enclosed letter to the dog
owner outlining requirements.

3.The MN Association of Small Cities will be hosting their annual meeting inthe Oak Park Heights Community on October 27and 28th. It
will kick off with aprogram and luncheon at the Water Street Inn at Noon (10/27). If you are interestedin attending please send the City
Administrator a short note to get you signed up. https://www.maosc.org/ This will be posted.And more updates are pending.
4.The MN ETAC (EnergyTransition Advisory Committee) will be holding their next meeting on 10/25/22in REDWING - a link can be found

What work was completed on the

paving the final wear course

and Kohls parking lot, as well as

and Norwich Avenue.
What work is expected for next
week?

On Saturday, October 15, a
road striping crew will install
pavement markings at the newly
paved areas aroundthe project.
A seeding crew will also place dormant seed at all areas without established grasson Monday,
October 17th.
Will there beany changes to thetraffic detour or access to businessesnext week?
No changes in traffic access will occur next week. Norell Avenue from Highway 36will be open

as well as the roundabout and 59Street.
There will be short term lane closureson Saturday during the road striping operations around the
project area.

RE:LADY – Potentially Dangerous Dog – AGREEMENTw/ CONDITIONS
Thank you for providing the requested information to review the matter. The City understands there are a number of
entangling issues and legalities associated with dog ownership and private property interests. The matter is unfortunate
and yet the City must balance your interests with those of the complainant, the public and those of the Raymie Johnson
Management. To this end the City has adopted City Ord 601.14 (enclosed) which outlines processes to review the
matter.
We know following facts:
1.All Lady’s licensure and vaccinations are 3.The building mgr. has no objection to the

Considering the foregoing, my office is able to allow the dog to remain inthe City; however, we still need to ensure
there is not a duplication of such event. Accordingly, at this time you may return/ keepthe dog to the City subject to
the following conditions which will be strictly enforcedand which you agree to by signing where noted below:
CONDITIONS:
1.When the dog is outside your apartment and inside the building or expected to be near other dogs…regardless
of location or duration of time, it must be on a leash at all times and with appropriate muzzle – A REAL
MUZZLE – not a “gentle leader”.
2.You must provide to the City proof of completed dog training(Level I – to achieve Good Citizen standing
with All Breed Obedience – or other entity to achieve Good Citizen Standing) not later than May 1st, 2023
which must be provided to me by such date; if it is not provided the City will require the removal of the dog
from the City.
